Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the Centre of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Uganda, UN Women works with the Uganda AIDS Commission to advocate for better investments in addressing the needs of women and girls in the HIV response. In 2016, the UAC with support from UNWomen, embarked on a process to establish a mechanism for tracking, analysis and disseminating key lessons learnt in addressing the needs of women and girls in the HIV response guided by the New National Strategic Plan (NSP) for HIV/AIDS activities for the period 2016-2020.  Women and girls continue to bear the biggest burden of living with HIV and are most vulnerable to new HIV infections for various reasons. The UAC is therefore interested in understanding whether national interventions address the needs of women and girls. The need to establish such a mechanism was underscored during the end term evaluation of the NSP which ended in 2015.    

Under the current partnership, UN Women in collaboration with the Uganda AIDS Commission is seeking a national consultant to establish a dashboard for tracking, analysis and disseminating the key highlights in addressing the needs of women and girls in the Uganda HIV response throughout the life of the new NSP.

Rationale: The national HIV response relies on indicators to demonstrate effective investments. It is envisaged that tracking gender responsiveness of the National Strategic Plan will make it easier to establish if the response is attending to real needs of the most vulnerable populations including women and girls. When such information is synthesized, and used to inform investment decisions on a continual basis – coverage indicators improve and disease out comes in terms of new infections, prevalence and impact also improve.

Objectives of the Consultancy:

The Consultant will work with UAC and the National HIV M&E Working Group  

  • To select and prioritize a set of gender related indicators (from the NSP indicator handbook) that will be used to establish the dashboard.
  • To establish a dashboard that will guide tracking, analysis and dissemination of the indicator status on a regular basis
  • To develop and attain consensus on appropriate data tools for collection, analysis and reporting of such data at regular intervals.

 Scope of consultancy: The consultancy will take 30 working days between 1st April and 31st May 2017. Guided by the new NSP for HIV activities in Uganda, the consultant will support UAC in establishing a simple dashboard that will be used to track whether investments in the NSP address the needs of women and girls. Literature review is expected to cover more than just the NSP and a synthesis of the international and global frameworks may be made to justify the choice of indicators and recommendations made by the consultant.

Duties and Responsibilities

In close consultations with the National HIV M&E Working Group, the consultant will support Uganda AIDS Commission and lead processes to

  1. Select critical indicators to use for tracking NSP responsiveness to the needs of women and girls
  2. Design a simple dashboard and recommend a data analysis plan to aid regular tracking, analysis and reporting on the selected indicators
  3. Identify the non-routine data (indicators) for which advocacy should be heightened to be able to collect data on the responsiveness of the NSP to the needs of women and girls in the national response to HIV in Uganda.
  4. Make recommendations on how best the data on these indicators can be obtained
  5. Analysis and development of an initial set of policy briefs from the data available from Year 1 of the NSP implementation.

 Methodology:

In consultations with focal point person at UAC and the M&E TWG, the consultant will:

  • Assess national and global M&E frameworks to identify the best set of indicators for tracking NSP responsiveness to the needs of women and girls. Priority will be given to those already captured in routine data management systems. The Consultant will also make recommendations on how to get data on the indicators that are not captured in routine systems.
  • Review existing data based on the identified indicators by thematic area and strategic objective of the NSP to generate the baseline information for the dash board.
  • Convene and moderate meetings of the National HIV M&E Working Group and other partners to review drafts of the inception report, literature review report, priority indicator list, dashboard schematic designs and recommendations on data collection.
  • Conduct interviews with selected partners to gather more information that may not be in the various documents

 Expected Deliverables

  • Inception report proposing the list of indicators to track and detailing the tools to be used, the people to be consulted, the time frame and an outline of the finished product
  • Desk review synthesis report including the schematic sketch for the dashboard
  • Data tools for routine tracking, data analysis and dissemination plan
  • Policy briefs (using data from the base year of the NSP)
  • Final report detailing the process undertaken.

Competencies

  • Demonstrated ability to develop and maintain good working relationships and communicate constructively with different levels of partners, management and staff;
  • Ability to work remotely in an effective and constructive manner with UN Women Uganda Country Office (UCO) and Uganda AIDS Commission staff;
  • Being proactive in seeking clarifications, resourceful, and solution-oriented;
  • Ability to communicate clearly both orally and in writing;
  • Ability to provide guidance and advice towards strong advocacy for policy change
  • Strong ICT skills, including proficiency in MIS software.

Required Skills and Experience

Education

  • Advanced University degree in any or a combination of the following – Gender Studies, Public Health, social sciences, statistics, gender statistics, information sciences or any other related fields.

Experience

  • At least 7 years working in the HIV/AIDS sector, of which at least 5 must be on interacting with and/or managing HIV Management Information systems for Government or non-government sectors in relatively high HIV prevalence countries in Sub Saharan Africa
  • Demonstrable knowledge of the key needs of women and girls in a high burden HIV country
  • Knowledge of M&E and data management systems in the context of HIV and AIDS

Language Requirement:

   ·        Fluency in English, including analytical writing and presentation skills.

·        Knowledge of one of the local languages will be an advantage.

Oversight Mechanisms

The consultancy will be jointly supervised by UN WOMEN and the Uganda AIDS Commission.

Analysis of Expressions of Interest

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

o    Technical Criteria: 70 points;

o    Financial Criteria: 30 points.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) will be considered for the Financial Evaluation.

Technical Criteria – Maximum 70 points

  • Criteria A: Relevance of Education – 10 points;
  • Criteria B: Special skill (excellent communications, professionalism, language, etc.). - 20 Points;
  • Criteria C: Relevance of experience in conducting similar assignment – 40 points
