Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality translate into action. UN Women supports improved UN coordination and accountability mechanisms, and up-scaling of the quality of support provided to Member States in addressing national gender equality priorities. UN Women's coordination work is supported at the regional level by its Regional offices - working with the UNDG Regional Groups and the Regional Coordination Mechanisms. At the country level UN Women supports and works within UN Country Teams.

UN Women has placed emphasis on improving its planning and results based management as an organization. The Regional office supports and provide guidance to UN Women country presence in planning and results based management

The regional office in Cairo covers 18 Arab countries, including 4 country offices, 1 MCO and several programme presences.

Reporting to the Regional Director, the Planning and Coordination Specialist manages and implements activities to enhance system wide coherence on gender equality and the empowerment of women; supports UN Women country presences on the ground in their coordination roles with the United Nations Country Teams in the identification of technical expertise, the implementation of corporate-level accountability tools; and provides support to UN Women country presences to ensure high quality planning processes at regional and country level, including through application of results-based programme planning and management with an emphasis on the United Nations Development Assistance Framework (UNDAF) processes.

Duties and Responsibilities

Provide technical support and guidance to the Regional Director and to Multi Country Office/Country Offices in strategic planning:

  • Provide technical support and guidance to regional and country level colleagues in the development and monitoring of work planning processes and in developing strategic notes;
  • Provide technical support and guidance in the development of regional and country level planning instruments, promote application of good practice in the development, design, monitoring and reporting of results;
  • Collaborate with Regional Evaluation Specialists and country Monitoring and Evaluation (M&E) focal points to ensure that findings and lessons from evaluations are reflected in strategic planning processes;
  • Provide technical support and guidance to MCO and COs in the development of gender-specific country programming processes and products, including the preparation of UNDAF and other UN system joint programming documents;
  • Prepare briefing materials for the Regional Director on issues to be discussed in the UN and other events and meetings.

Provide technical support to the Regional Director as well as Multi Country Office and Country Offices on inter-agency coordination:

  • Provide technical support and guidance to the Regional Director in his/her participation in regional groups and in his/her interagency coordination efforts and related technical bodies as well as the Regional Coordination Mechanism;
  • Develop briefing materials for the Regional Director on issues to be discussed in the UN and other events and meetings;
  • Provide analysis and advice to COs and MCO on engaging United Nations Country Teams (UNCT) and Resident Coordinators (RCs) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance;
  • Prepare inputs to Common Country Assessment (CCA)/ United Nations Development Assistance Framework (UNDAF) and other documents; provide overall analysis on the UNDAF at the regional level;
  • Provide substantive support and representation at conferences and meetings.

Provide technical support and guidance to the Regional director on the development of strategic partnerships and resource mobilization efforts:

  • Provide technical support and guidance to MCO and COs on managing activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes;
  • Provide support and advice to MCO and COs in forging and implementing strategic partnerships to increase outreach on UN Women’s work in country;
  • Liaise with key stakeholders from Government, academia, civil society, the private sector and key international actors to build and strengthen strategic alliances and partnerships on women’s rights and gender equality initiatives.

Facilitate knowledge building and sharing:

  • Lead the development and dissemination of good practices and lessons learned;
  • Provide capacity development support to regional and country level colleagues on results based programme planning and management.

Key Performance Indicators:

  • Quality and timely support to MCO and COs in their planning processes which results in achieved goals and outputs;
  • Quality guidance and leadership provided to the government officials and UN agencies;
  • Increase in Gender Equality and Women’s Empowerment (GEWE) issues incorporated into UN agencies activities;
  • UN Women partners, including government and donors provide good feedback on their working relationship with UN Women, based on evaluations and assessments;
  • Increased awareness of UN Women’s work;
  • Increased resources mobilized and interest in GEWE.

Required Skills and Experience

Education:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required.

Experience:

  • At least 7 years of progressively responsible experience in development cooperation, international relations, public administration or other related field;
  • Experience in the area of gender equality and women’s rights at the international level is an asset;
  • Experience working in developing countries within the UN system, Agencies, Funds or Programs is an asset;
  • Experience with UN inter-agency coordination processes and or results based management is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of French and/or Arabic is an asset.

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
