Background

Substantial progress has been made in many countries towards political stability, consolidation of democracy, rule of law, provision of public services, and improvement of human rights in the Europe and CIS region. After a period of relative stability however, indicators of democratic governance in the region have recently shown declines in many countries. The entire region still faces the consequences of past totalitarian regimes and of recent and current armed conflicts. In many parts, trust in governance institutions is low, democracy remains fragile, and restrictions on political and civil rights continue to hamper progress. The Worldwide Governance Indicators of voice and accountability, regulatory quality, and political stability and absence of violence have declined over the last seven years in the region. Out of the 172 countries ranked by the 2014 Corruption Perceptions Index, only Georgia is on the list of the 50 countries with the least perceived corruption. The current geo-political tensions within and along the borders of the countries in the region, and animosities between ethno-national groups represent key conflict risks in much of the ECIS.

Sustainable Development Goal 16 frames the promotion of peaceful and inclusive societies for sustainable development, provision of access to justice for all, and the building of effective, accountable, and inclusive institutions at all levels as a priority for the 2030 development agenda. UNDP’s Strategic Plan (2014-2017) prioritizes democratic governance and peacebuilding as the key to strengthening the social contract between the people and the state in realizing resilient and sustainable development. To contribute to this overall goal, UNDP in ECIS works regionally and at country level on: 

  • Advocating for openness, transparency and accountability of public institutions, anti-corruption and strengthening civil society engagement;  
  • Supporting legal reforms and developing parliamentary processes;
  • Strengthening the rule of law including community security and promoting rights and access to justice of marginalized communities;
  • Building efficient National Human Rights Institutions; supporting the implementation of international standards and recommendations; 
  • Enhancing public services and institutional responsiveness including public sector performance measures, voice and participation, particularly of excluded groups including youth;
  • Supporting effective local governance frameworks, decentralization and implementation mechanisms;
  • Supporting conflict prevention through national dialogue, local peace committees, and confidence-building activities while building institutional capacity to address risks and crises; 
  • Placing gender equality and women at the center of decision-making and peace efforts.

Duties and Responsibilities

A Consultant will be hired to support the Governance and Peacebuilding Team at the Istanbul Regional Hub to support and enhance the efforts on Knowledge Management, communications and serve as a focal point for the areas of youth and civic engagement. S/He will support the research and production of a number of policy documents and will support the reporting of events. 

Deliverables

  • Deliverable 1 - Organize and contribute to the “Youth, peace and security consultation” taking place in May 2017 including the draft of the concept note, agenda and other relevant documents; by May 31, 2017;
  • Deliverable 2 - Lead research initiative on youth-focused preventative approaches to PVE in the ECIS region with an outcome of refining a methodologically-rigorous development-based approach to PVE programming (envisioned 15-page document); by June 15, 2017;
  • Deliverable 3 - Support in communications and knowledge management on the data driven journalism/media summer institutes in Albania and Kyrgyzstan, including drafting of 3 articles; by July 15, 2017;
  • Deliverable 4 - A comprehensive resource mobilization plan for PVE, along with the beginning of implementation of that plan toward regional and national objectives; associated outreach and liaison (envisioned 3-page document); by August 15, 2017;
  • Deliverable 5 - A policy paper on youth and marginalized populations’ proclivity to violent extremism including the role of social media; supported by a desk review of national and regional best practice (15-page document); by September 15, 2017;
  • Deliverable 6 - Research informal activist groups in the region, generating a database including name, thematic area and contacts, and suggest outreach channels (Excel file); by October 15, 2017;
  • Deliverable 7 - Support the organization of the international capacity building event in advocacy and cooperation including the preparation of background documents, agenda and list of participants; by November 15, 2017;
  • Deliverable 8 - Internal coordination of the cluster’s work on SDGs and support to the organization of the SDG16 Regional workshop including the preparation of background documents, agenda and list of participants; by December 15, 2017;
  • Deliverable 9 - Issue brief on youth and intra-religious dialogue in the Arab States and ECIS region (envisioned 2-page document); by January 15, 2018;
  • Deliverable 10 - Support consolidation of communication of the TGFF project from the country offices, including bi-weekly publication of stories- total 20 stories; by February 15, 2018;
  • Deliverable 11 - Organize an event with the Arab States on youth and intra-religious dialogue including the preparation of background documents, agenda and list of participants; by March 15, 2018;
  • Deliverable 12 - Consolidate the service plan narratives and delivery plans to feed the COSMOS requests (2 days per month) and overall coordination and Knowledge management including the update of the KM Gateway, Communications focal point on knowledge tools; by April 14, 2018.

Payment schedule: 

  • Deliverable 1: 10%of the lumpsum;
  • Deliverable 2 to 11: 8% of the lumpsum;
  • Deliverable 12: 10% of the lumpsum.

Required Skills and Experience

Education: 

  • Master’s degree in Social Studies, Education, Arts, Political Science, International Relations, Public Policy or Political Sciences. 

Experience: 

  • At least two years’ work experience related to working with youth and drafting of policy documents around the areas of youth and group cohesion;
  • At least two years’ work experience on knowledge management;
  • At least one years’ research experience in any of the following areas: youth, civic participation, media and social media discourse is an asset;
  • Experience in organizing events including planning, logistics and reporting;
  • Experience with UNDP is considered an asset.

Language skills: 

  • Excellent oral and written proficiency in English;
  • Knowledge of Arabic is considered an asset;
  • Knowledge of other UN languages an asset.


Evaluation of Applicants:
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation
Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (At least two years’ work experience related to working with youth and drafting of policy documents around the areas of youth and group cohesion) – max points: 10;
  • Criteria B (At least two years’ work experience on knowledge management) – max points: 10;
  • Criteria C (At least one years’ research experience in any of the following areas: youth, civic participation, media and social media discourse)  – max points: 5;
  • Criteria D (Experience in organizing events including planning, logistics and reporting) - max points: 7;
  • Criteria E (Language skills) - max points: 3.

Financial Criteria - 30% of total evaluation – max. 15 points.
