Background

Under the guidance and direct supervision of the Regional Operations Manager, the Resources Management Associate contributes to the overall effort of the office to efficiently plan and manage programme financial resources. Resource Management Associate supports the implementation, monitoring and reporting of UN Women strategies, programme, country office partnership building and resource mobilization strategies.

The Resource Management Associate works in close collaboration with the Team Leaders, Programme Managers, Programme Assistants, Administration, Finance, and Procurement units in the Regional Office, Multi-Country Office, Country Office and UN Women HQ staff who together ensure strong Regional Office Resource Management, Delivery, and Monitoring.

Duties and Responsibilities

  1. Support the monitoring, tracking and reporting of resources across all portfolios, as well as assisting in the development and implementation of processes and procedures for effective resource management:
  • Facilitate and support regular updating and monitoring of RO performance through Corporate Tools – Leads, Results Management System (RMS) and Atlas and inform the Management Team on actions to be taken to address gaps.
  • Track progress using ONEAPP tools and ATLAS results monitoring facilities such as Dash Board, Reports and generate monthly reports for Senior Management.
  • Prepare monthly Programme delivery reports and share results with clear analysis of gaps on a monthly basis.
  • Undertake a delivery analysis and recommend on ways that overall delivery can be accelerated.
  • Continuously analyze and monitor programme financial situation, develop and present forecasts for development projects;
  • Routinely monitor financial exception reports for unusual activities, transactions, and investigates anomalies concerning development and management projects;
  • Support the office pipeline management through monitoring and tracking funding gaps and analyze these in line with revenue and receivables.
  • Support in following up on unapplied deposits for the region to ensure timely application of contributions to budgets.

      2. Provide effective support to management on strategic core and non-core resources management:

  • Ensure quality in terms of proper and timely recording of budget revisions, and correct erroneous transactions for all management projects.
  • Track delivery of programme and projects through ATLAS and other tools focusing on aged advances, risk analysis and implementation of project monitoring plans.
  • Follow up and facilitate timely clearance of cost sharing deficits.
  • Monitor data clean up, including closure of projects in ATLAS;
  • Facilitate generation of various reports to support timely decision making and provide advice on overall status of programme and projects to ensure timely follow up.
  • Review and clear project budget submissions from UN Women Regional Office for Asia and the Pacific (ROAP) and field offices before approval to ensure appropriate and complete documentation exists and UN Women rules and regulations are applied.
  • Coordinate with program and finance staff on issues related to allocation, expenditures and cash balances in conjunction with budget revisions.
  • Prepare budgets and revisions for management projects.
  • Provide advice to programme staff in preparation of complex budgets and respond to their queries;
  • Provide guidance and training to UN Women staff on budget issues, processes and procedures;
  • Support project teams on the application of the cost-recovery arrangements in line with corporate project management and cost-recovery policies and procedures.

     3. Facilitate knowledge building and knowledge sharing on resource management related matters

  • Identify and apply best practices and lessons learned directly linked to resource planning and management;
  • Liaise with Budget staff in HQ to support learning and the sharing of global level practices.
  • Contribute to knowledge networks/team works and communities of practice;
  • Provide guidance and training to UN Women staff on budget issues, processes and procedures;
  • Serve as a helpdesk resource person for resource management/Atlas Project and RMS/Budget Module and respond to queries relating to the same.

Required Skills and Experience

Education:

  • Completion of Secondary Education.
  • First Degree in Administration, Finance or Accounting or any other similar field is desirable.

Work Experience:

  • Minimum of 6 years of progressively responsible experience in projects administration, project management, financial management and audit management within the private sector or international NGOs.
  • Excellent knowledge of senior level support work to project management, audit track, accounting and budgetary procedure and techniques, procurement of goods and services, stocks and assets control.
  • Excellent knowledge of administrative issues pertaining to multi-donors funding, related reporting systems, especially within the context of large fiduciary funds.
  • Excellent knowledge of computer standard applications (Word, Excel, Outlook and PowerPoint).
  • Hands-on experience in ERP system required.
  • Work experience in the UN system an asset.

Language Requirement:

  • Fluency in English (written and oral)
  • Knowledge of other UN language is an added advantage
