Background
The UNDP-UN Environment (UNEP) Poverty-Environment Initiative (PEI) is a global UN-led programme supporting country-led efforts to mainstream poverty-environment linkages into national development planning. The Poverty-Environment Initiative provides financial and technical assistance to government partners to establish institutional and capacity strengthening programmes and carry out activities to address the particular poverty-environment context.
This Initiative has valuable knowledge and lessons learned to share building on its experiences over the past 10 years in 28 developing countries in pioneering an integrated approach in development planning, budgeting and investment management. These experiences, and those of other similar programmes and initiatives, need to be packaged into a user-friendly format (e.g. toolkit) that can be used and applied by national and sub-national government partners, civil society, private sector and international practitioners. In order to professionally develop this strategic knowledge product, PEI would benefit from the expertise and skills of an international consultant to coordinate the contribution of an expert group in the development and consolidation of a database, the development of a specific methodology to systematize its findings, and the proposed result-based SDG focused toolkit.
Duties and Responsibilities
The purpose of this assignment is to coordinate the development of a web-based toolkit to provide national and sub-national government partners, civil society, private sector and international practitioners with experiences and results from applying a set of planning tools and approaches for integrating pro-poor environmental sustainability and climate change adaptation into development policy, planning, budgeting and monitoring. The content of the web-based toolkit will aim to contribute to the achievement of the SDG targets.
The web-based toolkit will consolidate the experience of the Poverty-Environment Initiative 2007-2017 and other relevant partners in poverty-environment mainstreaming. In a toolkit approach, this work will provide detailed guidance on how the tools and approaches developed and applied by these partners have been, and can be, used to support the achievement of SDG targets at the nexus between environmental sustainability, climate change and poverty eradication.

Required Skills and Experience
Education:
- A minimum post-graduate degree in Sustainable Development, Public Administration, Economics, Finance, Social Sciences or related field is required.
Experience:
- Minimum of 5 years of experience with a proven track record in the development, analysis and monitoring of programme management tools;
- Demonstrated experience working with policies or programs aim at reducing poverty without compromising the environment;
- Relevant background coordinating tasks and working collaboratively with colleagues to achieve organizational goals;
- Ability to identify key issues in a complex situation and deliver quality outputs under tight deadlines;
- Knowledge of the UN system in general and understanding of SDG nexus with poverty eradication, environmental sustainability and climate change;
- Work experience with UNDP or UN Environment is an advantage;
- Excellent computer skills, high experience with Microsoft Office package.

- Excellent verbal communication and writting skills in English
