Background

During the last decades, Cambodia has undergone rapid economic development at the pace, with more than 7 percent of annual GDP growth. Last year, Cambodia officially transited from a low to lower-middle income country.  While this economic development has brought various important economic benefits for the people, the country is also beginning to observe environmental issues such as degradation of natural resources. This has had significant consequences not only for the habitats of animals and plants, but also for many of the Cambodian who depend on natural resources.  Therefore, pursuing sustainable development and green growth in a manner that strikes the right balance between development and environmental quality and conservation has become a key policy goal for Cambodia. Since 2015, the Royal Government of Cambodia (RGC) has embarked upon environmental governance reforms to achieve sustainable development.

As a part of the reforms, the RGC has also initiated an integrated ecosystem mapping initiative. The overall objective of this initiative is to enhance inter-ministerial collaboration in designating and sustainably-managing land use that recognizes both development and environmental conservation needs. Tools for land use mapping and decision-making have been developed through facilitating the following activities:

  1. Create a nationwide integrated ecosystem map with overlays of land tenure and land uses, forest cover, key biodiversity areas, climate change vulnerability areas, agricultural areas, and development activities (e.g., ELCs, agriculture, mining, hydro power).
  2. Design and establish Decision Support Systems (DSSs) to guide land use decisions.
  3. Enhance the capacity of government institutions to collaborate in data sharing, management and decision-making.
     

Duties and Responsibilities

Building on the earlier efforts of the ecosystem mapping initiative and reflecting the proposed provision related to the Environmental Mapping Center, this assignment aims to assist the Ministry of Environment to develop a strategy and five-year action plan for the DGIS (2017-2022).

The Strategy and Action Plan will be formulated based on comprehensive analyses of:

  • Main roles/mandates/goals of the DGIS, other departments of the MoE, and other relevant institutions in relation to knowledge and information management reflecting the recent proposal to establish the Eco Mapping Center;
  • Existing donor assistance to the department (e.g., Ecosystem, WESTool, JICA, FAO, ADB, SERVIR Mekong) and cataloging the various types data and tools provided for the department (This work will be facilitated in cooperation with the USAID SFB Project);
  • Present institutional capacities (human resources, admin and finance) and technical capacities (GIS and remote sensing) of the DGIS (This work will be facilitated in cooperation with SERVIR Mekong);
  • Present and future priorities and needs of the DGIS, other departments of the MoE, and other relevant institutions in terms of knowledge and information (This work will be facilitated in cooperation with SERVIR Mekong);
  • Capacity gaps (HR, finance and admin, technical) to achieve the future priorities and meet the needs of the department (This work will be facilitated in cooperation with SERVIR Mekong).

Required Skills and Experience

Education: 

  • At minimum, a master’s degree in Geographical Information Systems, Business Administration, Public Administration and Policy, Information Technology, Change Management, Knowledge Management or a related field

Experience:

  • At least 5 years of experience with strategic planning including institutional capacity assessments and capacity gap analysis, and capacity development strategies and plans;
  • Prior experience in assisting government agencies, at national and subnational level, in developing countries, preferably in the South-East Asia region to assess and formulate strategies and plans to develop country’s capacity to establish and manage georeferenced information systems, preferably in environmental related fields;
  • Prior experience in development of training programs for government staff in the areas of GIS and Environment is preferred.

Language Requirement:

  • Fluency in English Language; knowledge of Khmer is an asset.

Other Requirements:

  • At least 1 sample of relevant work should be sent along with the application (sample could consist of examples of analysis undertaken, capacity needs assessment or capacity development strategy produced by the consultant).
