Background

BACKGROUND

The United Nations Development Programme (UNDP) supports inclusive and effective democratic governance by advocating, advising, fostering impartial spaces for dialogue, facilitating consensus, and supporting the strengthening of institutions.

 

SCOPE AND OBJECTIVES

UNDP’s Policy Unit requires the immediate services of National Research Consultants to provide speedy research, advocacy and administrative assistance on work relating to public law.

The Consultants will report to UNDP’s Policy Specialist (Governance) for contractual purposes.

 

Duties and Responsibilities

RESPONSIBILITIES

  • Undertake extensive research and analysis of Sri Lankan and comparative jurisprudence, policy and practice relating to areas of public law;
  • Draft or provide inputs to drafting of reports, advocacy materials, public outreach materials, press releases, translations, etc;
  • Provide administrative support, as required, including organizing meetings, drafting correspondence and minutes of meetings, translations, etc.

 

EXPECTED OUTPUTS

Expected Deliverables

6 reports (one at the end of each month of the consultancy) providing details of the work that has been carried out during the consultancy.

 

TIMEFRAME

The envisaged timeframe of the consultancy is 6 months (full-time), starting April 2017, with the possibility of extension.

Competencies

  • Ability to write well-structured and analytical research briefs in English;
  • Good organizational skills and the ability to prioritize work deliverables;
  • Ability to maintain confidentiality of records and information;
  • Demonstrates good judgment and maturity;
  • A team player who can perform well under short timelines/strict deadlines;
  • Good verbal and written communications skills.

Required Skills and Experience

QUALIFICATIONS

Education

  • A minimum of a degree in law (LL.B. or equivalent and/or attorneys-at-law), political science, social science or other relevant field.

 

Experience

  • A minimum of 2 year’s relevant work experience, including research experience;
  • Good working knowledge of word-processing and software applications, and excellent electronic research skills;
  • Ability to draft communications and public outreach materials will be an advantage;
  • Functional competence in Sinhala and/or Tamil translations and typing will be an advantage.

 

Language

  • Excellent English language skills, particularly in writing well-structured and analytical briefs and reports;
  • Functional competence in Sinhala and/or Tamil is required.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored into the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

 

PAYMENT FOR SERVICES

The National Research Consultant shall receive payment in 6 installments from UNDP as follows:

  1. 16.5% On submission of report for 1st month of consultancy, with details of work carried out;
  2. 16.5% On submission of report for 2nd month of consultancy, with details of work carried out;
  3. 16.5% On submission of report for 3rd month of consultancy, with details of work carried out;
  4. 16.5% On submission of report for 4th month of consultancy, with details of work carried out;
  5. 16.5% On submission of report for 5th month of consultancy, with details of work carried out;
  6. 17.5% On submission of report for 6th month of consultancy, with details of work carried out.
