Background

China has become a major emerging player in global governance, able to share its valuable experience with the entire international community acting at the same time as a bridge-builder between institutions and nations in the sustainable development era. China has taken a more proactive role in shaping new initiatives that complement existing global governance mechanisms. For instance, the Belt and Road Initiative (BRI) has been growing steadily with more than 100 countries engaged. The Asian Infrastructure Investment Bank (AIIB) has started operation in January 2016 and already approved a first group of projects to be implemented. The BRICS New Development Bank (NDB) has also approved its first loans in 2015 while the BRICS 2017 Summit will be hosted in China.

Since the launch of UNDP China Global Governance Initiative in 2012 the office has become a key partner for the government of China for engagement in international development cooperation and the implementation of the 2030 Agenda for Sustainable Development. UNDP is recognized with the value of a global organization that can be a bridge between China and the world – both in terms of understanding of development context, as well as a channel for international development assistance, as part of and beyond South-South cooperation. Moreover Chinese government counterparts characterized UNDP as the chosen partner for advising on development cooperation approaches and integrated development approaches in line with the SDGs. 

Against this backdrop, UNDP China has adjusted its portfolio to enhance China’s regional and global engagement with the ultimate aim of facilitating substantial, long-term progress in international cooperation.

Toward this end, the office is looking for a Partnership Coordinator on global partnership to support the office’ work to promote strategic partnerships with China and to maximize UNDP’s role in facilitating China’s emerging role in global development cooperation.

Duties and Responsibilities

Under the guidance of the Assistant Country Director, Senior Advisor to UNDP Resident Representative and the Head of the Global South-South and Development Cooperation, the partnership coordinator will be responsible to provide support to both teams, with specific focus on the coordination of strategic partnerships and day-to-day support to projects and events. Specifically, he/she is expected to:

A) Coordinate and support strategic partnership opportunities with national stakeholders and help implement related resource mobilization strategy

  • work closely with team leader and provide substantive support in maintaining communication and partnership with internal and external partners;
  • help expand and strengthen partnerships with government organizations, development banks, academic institutes, private sector, and international and local NGOs, as well as emerging partnerships with IFIs;
  • liaise with key government counterparts to ensure effective partnership, with special attention to MOFA, NDRC and other relevant Ministries and partners;
  • support the negotiation of partnership frameworks between UNDP and national partners, especially the relevant MOUs and Action Plans on international development cooperation;  
  • regularly share/update relevant information and data on best practices, lessons learned, and specific expertise.

B) Support the financial and operational management of key projects such as the BRI Umbrella Program and the South-South triangular projects, and contribute to achieving the project targets.

  • support the coordination and implementation of UNDP Belt and Road Umbrella Program and the Global Development Cooperation South-South and trilateral programmes;
  • responsible for the operational and financial management of the projects under the Global Partnerships and Global Development Cooperation areas, including reviewing and monitoring project progress and outcomes, and reviewing and commenting on Annual Project Reports, complete any relevant action in Atlas and other reports as required;
  • technical and administrative management of specific initiatives and activities of the teams;
  • signal emerging problems in project implementation, and contribute to resolving any operational or financial problems, coordinate evaluation of results/outcomes with advisory support provided.

C) Contribute to the planning, organization and coordination of high-level events such as UNDP’s participation in the Belt and Road High-Level Forum.

  • support the participation of UNDP in high-level events and launching of Global Governance Report and China Development Report;
  • coordinate input from relevant partners in the preparation of event agendas, identification of potential speakers and other facilitators, and act as focal point for questions before and during the meeting;
  • assist in the production of the event materials such as logistics notes, talking points, evaluation forms, certificates etc.;
  • coordinate and follow-up on issuing of invitation letters, visa information, DSA distribution etc. and relevant administrative tasks;
  • draft terms of reference and manage the recruitment of consultants to develop knowledge products;
  • liaise with the communications focal point in-country and the media & outreach consultant to ensure smooth and timely preparation of all media material for publication and print.

Required Skills and Experience

Education: 

  • Bachelor’s or preferably Master’s degree in Business, International Relations, Public Administration, International Development, Political Science, Social Sciences, or a related field.

Professional Experience:

  •  5 years of relevant work experience, preferably at the national or international level in advisory services, programme or project management;
  • Ability to work closely with Chinese government and affiliated agencies, as well as the private sector; 
  • Computer skills: Command of standard office software packages; Internet research, webpage maintenance;
  • Good interpersonal skills and team spirit.

Language Requirements:

  • Fluent command of English and Chinese, written and oral.
