Background

UN Global Pulse (http://www.unglobalpulse.org/about-new) is an innovation initiative of the United Nations Secretary-General on Big Data. Its vision is a future in which big data is harnessed safely and responsibly as a public good. Its mission is to accelerate discovery, development and scaled adoption of big data innovation for sustainable development and humanitarian action. UN Global Pulse is building a catalytic network of in-country innovation centers, which will test new tools, data and analysis, share what lessons with the global community, mainstream successful approaches for real-time impact monitoring into policymaking. The first Lab has been established in New York (Pulse Lab New York) followed by Jakarta, Indonesia and Kampala, Uganda.

Pulse Lab Kampala (http://www.unglobalpulse.org/kampala) is an inter-agency initiative of the United Nations under the leadership of the UN Resident Coordinator in Uganda. The first of its kind in Africa, it brings together researchers from Government, the UN, non-governmental organizations and private sector to explore the utility of new sources of digital “Big Data” (such as social media, mobile data, online information) and real-time analysis techniques for social development monitoring and program planning.

Under the leadership of UN Global Pulse, Pulse Lab Kampala will develop experimental technology packages to remotely analyse public perceptions and behaviours express in Somali to advance the Sustainable Development Goals. Under the guidance of the Data Innovation Specialist at Pulse Lab Kampala, the role of the senior analyst - Somali is to support applying data mining techniques to public content discussions in order to gain insights to achieve the SDGs.

Duties and Responsibilities

Objective:

Support translation process of spoken and written texts from Somali to English to inform the SDGs.

Nature of Assignment:

The Senior Analyst - Somali is expected to work in close consultation with the team at Pulse Lab Kampala, UN Global Pulse and partners.
The Senior Analyst – Somali will work remotely with the team at Pulse Lab Kampala.
The Senior Analyst – Somali will attend consultations and workshops with partners in Mogadishu to produce the expected deliverables.
The Senior Analyst – Somali will conduct day-to-day supervision of the work of 2 Translators – Somali.
Copyright and ownership - all materials produced and other intellectual property will be solely owned by Pulse Lab Kampala. Any material provided to the expert will remain the property of Pulse Lab Kampala.

Key Duties and Responsibilities:

To support the download of files from a website for translation;
Coordinate the analysis and categorization of audio and text files as per agreed categories;
Support the translation of audio and text files from Somali to English;
Support the identification and grouping of selected words from the text files and categorized;
Support the copy of the translated audio and text into an excel document.
Support counting of files from the excel document by assigned categories.

Excellent interpreting skills and provision of simultaneous and consecutive services in English/Somali and Somali/English;
Ensure effective and efficient provision of services;
Demonstrate a client-oriented approach, tact and ability to work with people of different national and cultural backgrounds;
Display cultural, gender, religion, race, nationality, and age sensitivity and adaptability;
Treat all people fairly without favoritism;
Full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made.

Required Skills and Experience

Education:

Successful candidates must have a university degree in foreign languages, public policy, economics or another related field.

Experience:

Minimum 3-year(s) experience in interpretation with international organizations is required;
Substantive understanding of and/or background in one or more of the following areas of specialization: poverty reduction, democratic governance, constitution, environment and energy, capacity development, HIV and AIDS, gender equality and women’s empowerment; Rule of Law (police, justice and corrections) and Human Rights.

Language:

Fluency in oral and written English and Somali.
Knowledge of UN and UNDP terms, language and style is an advantage

Documents to be included when submitting the proposals

Interested candidates should submit the following:

·A P11 form for SC/IC positions and cover letter;
Indicate your location within Kenya;
·Indicate the direction of simultaneous/consecutive interpretation services: from English to Somali and from Somali to English;
A list of three references from key clients served;
A list of areas of proven simultaneous/consecutive interpretation experience (example: gender, democratic governance, poverty reduction, rule of law etc.);
Please submit your financial proposal below - hourly fee in US dollars (exact hourly fee figure is required).

Financial proposal:

The fee for simultaneous/consecutive interpretation should be indicated in daily fee, specifying the target and source language. The fee must be expressed in US dollars.

Evaluation:

Individual consultants will be evaluated based on the following methodology:

Lowest price and technically compliant offer

When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both:

Responsive/compliant/acceptable; and
Offering the lowest price/cost.

“Responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.

Tender guidelines: The selection of successful candidates will be based on a combination of ability, experience and price. At UNDP's discretion, there may be additional verififcations/test performed by UNDP for the selection

Exercise for short-listed candidates: A simultaneous / consecutive interpretation exercise will be conducted if UNDP deems necessary.
