Background

The goal of the Microenterprise Development Programme (MEDEP) is to contribute to the poverty reduction and employment generation efforts of the Government of Nepal (GoN) through micro-entrepreneurship development. This approach is in line with the strategy of the GoN’s Five Years Strategic Plan of Micro Enterprise Development Programme for Poverty Alleviation (MEDPA).

During the fourth phase of MEDEP, 73,000 new micro entrepreneurs will be created with particular focus on supporting households that are living below the national poverty line, women and the socially excluded, by strengthening the national system to support the establishment of micro-enterprise start-ups. This will be achieved by building the capacities of government at central and local levels to develop and implement policies for the support of micro-entrepreneurship, as well as by strengthening access to markets, finance and business development services.

Building on its experience of 18 years of providing support to micro-entrepreneurs in Nepal, MEDEP will create micro-enterprises indirectly, by mentoring, supporting and strengthening the MEDPA. The programme will be implemented in partnership with central and local government institutions, as well as by supporting non-government and private sector organisations. MEDEP’s outcome therefore will not be limited to just creating new entrepreneurs. Its main contribution will instead be to endow Govt. with a sustainable institutional setup for the delivery and support of entrepreneurship even after the phase out of the programme.

MEDEP will also support peace and stability in Nepal, by significantly contributing to addressing poverty and social exclusion, which are among the root causes of conflict in the country.

Duties and Responsibilities

Duties and Responsibilities:         

Under the overall supervision of the National Project Director (NPD) and National Project Manager (NPM), the Management Information System Specialist (MISS) will report to NPM through M & E Specialist focusing on the strengthening of the data centralized system and capacity building of its usage. S/he will be specifically responsible for the following:

 Provide technical guidance and support to MEDPA, focusing on achievement of the following results:

  • Technically supporting MEDPA in the design, population, test and verification of databases and websites which will give the possibility to enter and update information decentralized;
  • Provide technical support in promoting the websites and databases and their user-based information provision, including training on their use in the relevant CTVET curricula;
  • Capacity development of (train) actors selected by MEDPA ensuring they have the relevant skill set and capacity for continuous management of databases/websites;
  • Lead the piloting, verification, improvement and expansion of an ICT based MED monitoring system from the aspect of computer hardware and software;
  • Technically support MEDPA  based MIS and database needs, with required capacity within the MOI systembe made to be sustainably functional ;

Capacity building and ensures training of various stakeholders focusing on achievement of the following results:

  • Providing technical guidance and capacity building to APSO team to enable them in turn build the capacity of DCSIO teams, BDSPOs and DMEGAs in collecting and compiling data from the field, analysing and producing reports;
  • Training officers of MEU/MoI, EDU/DDC, DCSI, CSIDB, partner organisations and BDSPO, DMEGA on installation and operation and use of the MIS system;
  • Developing MIS Database User Manual for MEDPA and disseminate;
  • Training and assisting Management Information System Associates working at the field level.

 Provide support to MEDEP focusing on achievement of the following results:

  • In coordination with the MEDPA M&E Specialist, preparing and implementing a detailed work plan for finalizing the roll-out of the MIS for MEDPA and ensure the MEDPA MIS is functional;
  • Lead on MEDEP’s assistance to technically support MEDPA in ensuring that MIS data transfer is achieved timely and data quality is maintained at an acceptable level;
  • Support the M&E Specialist in preparing and submitting analytical progress reports of MEDEP based on the information and data received from the MIS and M&E framework and as required by NPM and MEDEP team;
  • Reviewing TOR for hardware procurement, software programming, installation, training, operating manuals and maintenance;
  • Applying and implementing the principles and processes of Gender and Social Inclusion as the cross cutting issue.

Required Skills and Experience

Education

  • Completion of Master’s Degree in Information Technology, Management Information System or relevant field.

Experience

  • 5 years’ experience in management information systems, with exposure in development filed;
  • Experience in databases, and Webpage development/operations.

Computer skills

  • Proficient in office computer applications (e.g. MSWord, Excel etc.) and database management

Language

  • Fluency in both spoken and written Nepali and English languages is required.
