Background

The Multi-Partner Trust Fund Office (MPTFO) is a UN center of expertise on pooled financing mechanisms. It supports development effectiveness and UN coherence through the efficient, accountable and transparent design and administration of innovative pooled financing instruments as well as provision of advisory services for fund operations.

Housed within UNDP, the MPTF Office is firewalled from all UN implementing entities, UNDP included. MPTFO has put in place a number of tools and systems to support its fund administration services, including a separate General Ledger Business Unit in PeopleSoft and the MDTF Office GATEWAY (see mdtf.undp.org) developed in ColdFusion. The MPTF Office’s portfolio is over $9 billion in total (> $700 million/year) and includes over 130 Trust Funds. Given the expansion in the portfolio and the changing complexity of the financial instruments, MPTFO is seeking to redesign and enhance its’ primary outreach tool, GATEWAY, which is expected to be developed on a new technology platform.

Duties and Responsibilities

Scope of Work

  • The Project Manager will be required to guide, advise and ensure the creation of a dynamic web platform within the designated timeline, which meets the following principles:
  • Interactive: appealing to a multi-cultural audience, highly usable and responsive web design. The design and solution must be easy to use for different types of users. Analytics and interactive graphics provide key data for a variety of communication needs, including the ability for users to do their own analysis.
  • Dynamic: Able to handle a large dataset with real time data refreshed every hour taking into consideration current and future data volume.
  • Secure: The solution design should adhere to UNDP’s IT security practices.
  • Load time: Average site load-time should be improved compared to load times for GATEWAY within different connectivity settings and able to render appropriately on a variety of different browsers.
  • Users: Public and member only user areas (differing levels of restricted access and content change including within member only areas). Key Fund stakeholders include: donors/contributors, national governments, UN Agencies, NGOs, Government and other multi-lateral partners as a Fund member (Steering Committee, Secretariats, Administrative Agent, Participating Organization) or as a general user
  • Integrated content: Different areas for:  MPTFO communications on pooled funding; donor information/communication; office-wide Portfolio management including dashboards, internal and external metrics; Fund and project Management including Results Based Management, Grants management and integrated administration business processes for pooled funds.
  • Integrated systems: integrated with other UNDP data systems, primarily PeopleSoft ERP, MS applications including Share point.
  • Mobile platform: the site should be useable on a mobile platform
  • Continuity: the site should build on the well-appreciated features of the current Gateway, where appropriate

Stages and Milestones

  • Needs Assessment and planning: Advice on alternative technology platforms including MS sharepoint 2013 that can meet the increasingly complex stakeholder needs. Establish project documentation and risk assessment of the project’s completion and to the longevity of GATEWAY 2.0.
  • Content and design: Propose design solutions to meet MPTFO’s outreach needs and the needs of multiple stakeholders , documented proposal of specific design and implementation alternatives including detailed site and content requirements.
  • Development, testing, acceptance, validation, migration and publishing: Coordinate the development consultants and facilitate completion through to user acceptance testing in collaboration with the UNDP Office for Information Management Technology. Conduct stage via UNDP’s standard IT practices. Manage migration of existing information in GATEWAY to the new site and the inclusion of any new information into the site, training of the Website Publisher, and the hand over of the functioning site to MPTFO/UNDP.
  • Launch and trouble shooting: Site is available and fully functioning for internal and external stakeholders and ad-hoc support provided for trouble shooting 3 months post launch.

Expected Outputs and Deliverables

Needs Assessment:

  • Review and advise on the pros and cons of different technology platforms considering UNDP’s IT requirements and the current GATEWAY.

Project Management

  • Draft project work plans and revise as appropriate to meet changing needs and requirements;
  • Developing project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility
  • Identify resource needs and propose individuals to be assigned responsibilities
  • Manage day-to-day operational aspects of project, scope and vendor interaction, ensuring that deliverables meet specified quality standards and are delivered on time and within budget
  • Guide the development of and review deliverables prepared by MPTFO subject matter experts
  • Effectively apply UNDP project manager methodology and enforce project standards;
  • Ensure project documents are complete, current, and stored appropriately;
  • Development and maintain risk log, advise on risk exposure and possible mitigation activities to the Senior Management Team;
  • Take responsibility for overall progress and use of resources; initiates corrective action where necessary
  • Measure project performance using appropriate systems, tools and techniques
  • Hand-over the project management upon completion of assignment, ensuring smooth integration into MPTFO office structure

Financial Management Support

  • Under the supervision of the Chief of Finance, monitor and advise on the project budget to the Directorate
  • Accurately track and forecast project costs

Duty Station

  • Multi Partner Trust Fund Office, New York, USA with some home based work.

Payment

  • Payments shall be made following certification by the chief of Finance and Operations of MPTFO/BMS/UNDP that the services related to each deliverable, as described in the TORs have been performed satisfactorily and the deliverables have been achieved by or before the due dates specified as per agreed work plan. The consultancy will be based on daily rate. The consultant is expected to have his or her own computer for this assignment.

Travel

  • No travel is foreseen for this consultancy.

Copyrights

  • UNDP/MPTFO will hold exclusive rights to all website design, production and content. Should the consultant require use of the website in their portfolio, they will require written permission from UNDP/MPTFO

Required Skills and Experience

Education and Experience    

  • Successful completion of a university education, in a relevant field such as information technology, website design (or demonstrated strong, relevant and equivalent experience for 3 additional years)
  • Minimum of 5 years professional experience in project management of enterprise IT projects
  • Minimum of 3 years professional experience with dynamic website application development and deployment.
  • Solid project management skills; familiarity with project management standards, preferably PRINCE2
  • Proven experience in planning, designing and deploying dynamic website solutions including MS sharepoint 2013
  • Proven experience in planning technical quality assurance for large enterprise solutions, including functional, integration and performance tests.

Language Requirements

  • Excellent command of English is essential

Evaluation

  • Individual consultants will be evaluated using the Cumulative Analysis methodology.
  • When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation

Technical Criteria (100 points)

  • Only candidates obtaining a minimum of 70% of 100 points in the Technical Evaluation will be considered for the Financial Evaluation.
  • Technical Criteria weight overall: 70%;
  • Financial Criteria weight overall: 30%.
