Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Policy Division develops and implements the UN Women programme of work on analysis, research and knowledge management that provides the evidence base and guidance that UN women provides to the intergovernmental processes, the UN system, and to UN Women staff working at the country and regional level on issues of gender equality and women’s empowerment. It identifies emerging issues and trends, and develops and proposes new strategies for achieving the agreed goals through innovative approaches and lessons learned about what works in practice. It also designs and oversees the training and capacity development programmes of UN women, working closely with UN women training facility in Santo Domingo.

The Policy Division staff is organized in Thematic sections, bringing together technical experts who: undertake issue-based research; analyze data on country, regional and global trends; build a knowledge-base on policy commitments and their implementation; propose evidence-based options for global policy, norms and standards and for UN women global programme strategies, including the Flagship programmes; and contribute substantively to policy advocacy and technical cooperation programmes.

Under the supervision of the Section Chief, the Deputy Chief leads and coordinates support to country and regional offices, serves as head of the Secretariat for the informal Experts Group on Women, Peace and Security of the Security Council and is responsible for Security Council engagement, strategic planning, global and sectoral research and programming, and the development and implementation of the Peace and Security Flagship Programme. The position will also oversee any additional areas of work assigned by the Section Chief, as agreed. 

Duties and Responsibilities

Serve as policy lead and programme manager to Country Offices and Regional Offices in the area of women, peace and security:

  • Liaise closely with Peace and Security Regional Policy Advisors to further technical and programing support to the regions and country offices, ensure consistency and the sharing of knowledge lessons learned on peace and security, in coordination with Regional Directors and colleagues in the Peace and Security section;
  • Ensure that all positions for regional policy advisers on peace and security are staffed and regularly convene and coordinate the advisers with the team to create an informal community of practice;
  • Provide technical inputs to reports, publications, programme development and other initiatives related to Peace and Security at the country and regional level;
  • Ensure that UN Women senior leadership is prepared to provide briefings on progress in peace and security related to country and regional level activities;
  • Support through the provision of seed funding, rapid deployment of technical support and capacities and other needed resources the peace and security crisis response of country and regional offices;
  • Coordinate the team’s country level support and engagement.

Lead the development and implementation of the Flagship Programme on Peace and Security and all related components at the regional and country office level:

  • Act as focal point to country offices and regional offices in accelerating implementation of the women, peace and security agenda, including providing advice through mission and field visits;
  • Identify areas of opportunity to mobilize resources at the regional and country level and provide technical inputs to proposals;
  • Provide tools, guidance, training as needed.

Lead initiatives related to country level knowledge management in the area of Peace and Security:

  • Actively distribute relevant information on Peace and Security to country offices, regional offices and other partners at the regional and country level;
  • Promote initiatives for policy dialogue at the regional and country office level by sharing best practices, disseminating relevant information and participation in activities;
  • Establish and nurture relationships with academia, research institutes, civil society and experts in Peace and Security to expand and share knowledge, exchange views on latest findings, and to incorporate cutting-edge thinking in UN work on gender equality related to peace and security;
  • Produce knowledge products to meet UN women needs and standards of quality related to the implementation of women, peace and security.

Lead in developing knowledge products on women, peace and security:

  • Disseminate relevant information on Peace and Security to country offices, regional offices and other partners at the regional and country level;
  • Promote initiatives for policy dialogue at the regional and country office level by sharing best practices, disseminating relevant information and participation in activities;
  • Establish and nurture relationships with academia, research institutes, civil society and experts in Peace and Security to expand and share knowledge, exchange views on latest findings, and to incorporate cutting-edge thinking in UN work on gender equality related to peace and security;
  • Provide input to policy documents, Secretary General reports and other system wide processes;
  • Provide technical support to the development of monitoring and reporting frameworks to track impact;
  • Provide support to UN Women’s engagement with the Security Council including ongoing support to Council members on programme of work, deliberations, information flows and outcomes;
  • Provide strategic advice to the Chief of Peace and Security Section to prepare advisory and analytical reports, background papers and others as required.

Financial and people management:

  • Supervise and oversee the work of assigned staff to ensure the delivery of quality results according to the standards and goals established in the Section;
  • Promote team work and establish a productive environment in which information is shared regularly and that is conducive to delivering results;
  • Monitor the appropriate use and management of financial resources for assigned work;
  • Submit timely mandated reports;
  • Manage resources intended for country level support and programming as assigned by Section Chief;
  • Build the capacity of assigned staff through planned training, learning programmes, mentoring and coaching.

Liaise regularly with and support the Chief of the Section to ensure that policies and implementation at headquarters, regional level and country level are aligned.

  • Act as Deputy and Officer-in-Charge for Section Chief;
  • Regularly communicate and update Section Chief of important issues related to Peace and Security at the Regional and Country level and on the IEG;
  • Perform any other job-related duties as assigned by the supervisor.

Key Performance Indicators:

The Deputy Chief impacts on success of efforts to develop and implement UN Women’s Peace and Security Policy initiatives, especially in relation to the work in the Regional Offices and the Country Offices, knowledge management, GAI and IEG. The Deputy is responsible for providing high level technical advice and the implementation of Peace and Security Policy initiatives at the Country level and thereby to achieve gender equality and advancement of women.

Required Skills and Experience

Education:

  • Master degree (or equivalent) in development or peace and security-related disciplines, gender issues, economics, political science, international relations, public policy, law or social science.

Experience:

  • Minimum of 10 years of progressively responsible experience in development, governance, peace and security, diplomacy, law, policy analysis, sociological/gender equality or related areas, and managerial leadership;
  • Work experience in a conflict-affected environment;
  • Experience in peace and security areas directly is highly desirable.

Languages:

  • Written and oral proficiency in English and working knowledge of at least one other UN language.
