Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the supervision of UN Women’s Deputy Regional Director for the Americas and the Caribbean, the Country Programme Coordinator will be responsible for providing strategic and technical support to implement the work of UN-Women in the country. She/He will be responsible for leading and managing UN-Women’s Office in Argentina and for translating UN-Women’s Strategic Plan, in line with regional and national priorities, into development initiatives and results by developing, implementing and managing programmes and projects and, in coordination with UN-Women’s Regional Office for the Americas and Caribbean, developing effective partnerships with UN system agencies and the UN Resident Coordinator’s Office, government counterparts, civil society organizations and with bilateral and non-traditional donors in order to promote partnerships and policy incidence and mobilization of resources to advance gender equality and women’s empowerment. 

The Country Programme Coordinator will work together with the national Government in the mainstreaming of gender within national policies, in line with UN Women’s strategic vision, and with the UNCT to strengthen the UN response to addressing national priorities for gender equality and women’s empowerment. She/He is the first line of contact between UN Women and its partners and clients in-country, working in close collaboration with the UN Women Regional Office in Panama as well as UN Women HQ in New York.

In coordination with the Regional Office, she/he will also be responsible for establishing and managing the UN Women office in Argentina and in effectively managing the administrative and financial activities related to her/his responsibilities.

Duties and Responsibilities

Lead the Argentina country programme:

  • Represent, lead and manage UN-Women’s Office in Argentina;
  • Develop, implement, and monitor the country programme annual workplan and individual programme workplans, including budget and results framework;
  • Manage delivery of the day-to-day programme activities to ensure prompt and adequate delivery of results;
  • Ensure effective use of resources and compliance with UN Women rules, policies, and procedures as well as donor/fund requirements;
  • Prepare for programme audits and implement its recommendations.

Lead technical support and capacity development to national partners:

  • Represent UN-Women and build relationships with national partners to support implementation and expansion of the country programme; respond to any potential problems;
  • Manage capacity building opportunities and initiatives of key institutions and mechanisms;
  • Provide timely inputs and suggestions on programmatic areas;
  • Provide partners with technical assistance, training, and capacity development initiatives as needed.

Manage the implementation of programme/ project activities through monitoring and reporting:

  • Establish an effective monitoring system for the delivery of programme results;
  • Prepare quarterly and annual progress reports and donor reports and organize progress reviews as necessary;
  • Attend field missions and write reports on monitoring missions.

Manage people and financial resources of the programme:

  • Manage programme budget;
  • Write financial reports in accordance with UN Women procedures and submit the reports to the Regional Office and donors;
  • Supervise and coach programme staff and manage performance;
  • Write terms of reference for new staff, consultants and contractors and oversee the recruitment process, as necessary.

Provide technical support to inter-agency coordination:

  • Represent UN Women at inter-agency, intergovernmental, regional and national conferences and meetings and advocate UN Women's policies and initiatives in advancing gender equality and women’s empowerment;
  • Represent the UN System on gender equality and women’s empowerment issues at conferences and meetings to present UN system efforts for the advancement of women in Argentina, at the request of the RC;
  • Participate in and provide support to join inter-agency UN planning processes and similar exercises ensuring that gender concerns are clearly reflected and mainstreamed;
  • Provide analysis and advice to the RC and the UNCT when required on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT;
  • Prepare substantive inputs to CCA/ UNDAF and other documents;
  • Provide technical support to UNCT in monitoring and reporting;
  • Draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions; prepare analytical and regular progress reports on UN Women’s programme experiences;
  • Provide substantive support and representation at conferences and meetings, as delegated.

Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Manage knowledge building and sharing:

  • Develop knowledge management strategies and methodologies;
  • Identify and synthesize of best practices and lessons learned to dissemination information.

Required Skills and Experience

Education:

  • Master’s degree in international relations, development studies, public policy, gender or other social science field.

Experience:

  • At least 5 years of progressively responsible experience at the national and/or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
  • Proven experience in the in the field of gender and/or human rights of women is required;
  • At least two year of supervisory and office management experience;
  • Prior experience in the UN System is an advantage;
  • Knowledge and work experience in Argentina is an asset
  • Experience in working independently with minimal supervision.

Languages:

  • Fluency in written and spoken English and Spanish.
