Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors. UN Women in Albania operates in four core areas, focused on women’s economic empowerment, promoting women in decision making and their active political participation, eliminating violence against women (EVAW) and supporting gender responsive national planning and budgeting.

In the timeframe 2014-2016, UN Women collaborated closely with Ministry of Interior in Albania to address the issues of trafficking in women and girls. Trafficking in human beings remains a concern for the Albanian society and authorities, who despite constant efforts are still facing challenges that limit an efficient and sustained response to this phenomenon. Moreover, Media despite the human dimension of trafficking is very often interested by the scoop, often leading to the stigmatization of the victim. To address this concern, UN Women and the Ministry of Interior worked closely under an EU funded project to prevent and address the trafficking in women and girls through awareness raising activities with Media. A manual on reporting cases of trafficking and violence against women was drafted, published and disseminated through trainings to journalists coming from the public and private media and operating at the national and local levels. 

At the same time two monitoring processes of media reporting cases on trafficking and violence against women took place. Final reports with results and recommendations were launched during various media campaigns. As a result, a Media Advisory Board is in place with constituents of 25 Media and Ministry of Interior representatives and with the purpose to coordinate awareness efforts against trafficking in women and girls.

Based on achievements so far and the necessity to continue work with Media, UN Women and Ministry of Interior have reached to the conclusion that it is indispensable to outreach and raise capacities of young journalists and students of journalism and communication sciences to understand the subject of trafficking in women and girls, and professionally report on its root causes and end implications. UN Women and Ministry of Interior, believe that Media is the most important tool in raising awareness of the public on the issue of trafficking, and it needs to be sensitized to report properly and professionally, and contribute to increased knowledge on the issue in society.

Based on the above, UN Women requires the support of a Local Consultant, who will assist the Media Unit within the Ministry of Interior, to conduct a series of lectures with Faculty of journalism and communication science students and subject related professors on Reporting of cases of trafficking and violence against women and girls. In doing so the consultant will engage the already established Media Advisory Board representatives, as well as work closely with Media Unit and the Anti-trafficking coordinator office within the Ministry of Interior. The consultant will utilize the already published “Manual on reporting cases of trafficking and violence against women and girls” and related “Pocket Guide for Journalists”, produced by UN Women and Ministry of Interior. The consultant will aim at tailoring the content to the student’s needs and the professors’  suggestions so that the module is integrated in the final curricula of the Faculty of Journalism.

Duties and Responsibilities

Under the direct supervision of UN Women National Programme Coordinator on Women       Economic Empowerment, and in close cooperation with Media Unit and the Anti-trafficking coordinator office within the Ministry of Interior the National Consultant will conduct a series of lectures with Faculty of Journalism and Communication Science students and subject related professors on reporting of cases of trafficking and violence against women and girls and integrate module within the curricula of the Faculty of Journalism. In doing so, the consultant will advise closely with Media Advisory Board and pool of professors teaching human rights and other relevant subjects within the Faculty of Journalism. Throughout his/her work the consultant will be guided by the Standard Operating Procedures for the Identification and Referral of Victims of Trafficking and Potential Victims of Trafficking, The National Referral Mechanism of Domestic Violence Cases, and other related important documents. The consultant will closely examine prior initiatives on the topic and make use of proven national and international best practices that have produced positive results in improving reporting of trafficking and violence against women and girls.

Task and Responsibilities

The National Consultant is expected to work closely with UN Women National Programme Coordinator, as well as coordinate very closely with Media Unit and the Anti-trafficking coordinator office within the Ministry of Interior.

Specifically, the National Consultant is expected to:

  • Elaborate a Draft the methodology and work plan for the assignment;

  • Update, strengthen and enrich the existing Manual on Reporting cases of trafficking in women and girls;

  • Prepare a sample archive of trafficking stories with a special focus on the perpetrators’ and victims profile;

  • Develop a toolkit module for reporting tools and schemes to be used by the students;

  • Consult the draft with the Media Advisory Board, Media Unit and the Anti-trafficking coordinator office within the Ministry of Interior, involved professors within the Faculty of Journalism and reflect their comments and suggestions;

  • Prepare a second draft to be approved by UN Women and Ministry of Interior;
  • Finalize the integral module based on approval of the second draft;
  • Prepare a teaching programme for use jointly with the Faculty’s professors during the series of lectures;

  • Conduct the series of lectures with the journalism faculty students of the academic year 2016- 2017, senior year, jointly with the relevant subject professors;

  • Prepare a final report, in English and Albanian, with identified gaps and recommendations for next year’s replication of the curricula.

Expected deliverables:

  • Detailed work plan for the consultancy and description of methodology to be employed;
  • Revised, updated, strengthen and enrich Manual on Reporting cases of trafficking in women and girls;
  • Approved Sample with of trafficking stories with a special focus on the perpetrators’ and victims profile;
  • Final Module with reporting tools and schemes for use by the students;
  • Final teaching programme for use by Faculty’s professors;

  • One series of 5 (five) lectures with the journalism faculty students of the academic year 2016- 2017, senior year, jointly with the relevant subject professors;
  • Final Report with gaps and recommendations produced;
  • A final report on the work progress during whole consultancy.

The National Consultant will be contracted for a maximum of 15 working days during the estimated period of 24th April –24th June 2017 to perform specified tasks.

Required Skills and Experience

Academic Qualifications:

  • Post-graduate degree in gender, communication sciences, media or relevant fields;

Work experience:

  • At least 10 years professional experience in gender, communication sciences or relevant fields including proven experience in the field of gender based violence and trafficking in women and girls;
  • Sound and practical experience in module preparations, drafting of teaching programs and training delivery;
  • Experience in developing code of conducts for different target groups, especially media;
  • Previous experience in developing manuals/toolkits/ and/or code of conducts to governments, international organizations or civil society organization’s on trafficking, gender and media related issues;
  • Previous experience in working with media professionals and drafting working materials (manuals, code of conducts, etc) for this target group.
  • Experience in UN interagency cooperation, particularly on Gender and Media is an asset.

Language requirement:

  • Fluency in English and Albanian (written and spoken);

Scope of Price Proposal and Schedule of Payments:

  • Financial Proposal specifying the daily rate and total lumpsum in Albanian Lek for the tasks and anticipated number of days specified in this announcement. 

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee and any other relevant expenses related to the performance of services). The Consultant may have to travel outside of Tirana, to be specified upon start of the implementation for the assignment. The travel costs will be covered by UN Women separately

  • Payment will be made as per the payment schedule in the contract upon (i) satisfactory completion of tasks; (ii) provision of deliverables specified in the ToRs; (iii) submission of and approval of final draft; and (iv) submission of the respective invoice.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of below defined technical and financial criteria.

Applications will be assessed according to the following Technical Criteria:                      

  • Post-graduate   degree in gender, communication sciences, media or relevant fields; (max 10 points);
  • At least 10 years professional experience in gender, communication sciences or relevant fields including proven experience in the field of gender based violence and trafficking in women and girls; (max 20 points);
  • Sound and practical experience in module preparations, drafting of teaching programs and training delivery; (max 15 points)
  • Experience in developing code of conducts for different target groups, especially media; (max 10 points).
  • Previous experience in developing manuals/toolkits/ and/or code of conducts to governments, international organizations or civil society organization’s on trafficking, gender and media related issues; (max 5 points);

  • Previous experience in working with media professionals and drafting working materials (manuals, code of conducts, etc) for this target group; (max 5 points).

  • Experience in UN interagency cooperation, particularly on Gender and Media is an asset; (max 5 points).

Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The calculation formula applied is as follow:

p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.
