Background

The South Eastern and Eastern Europe Clearinghouse for Small Arms and Light Weapons (SEESAC) is seeking to recruit five interns to assist the SEESAC Team in the implementation of project activities; in data research and analysis; and setting up a regional Firearms Incidents Monitoring Platform.

Objective

The objective is to contribute to reducing the threat posed by the widespread accumulation and illicit trafficking in small arms and light weapons and their ammunition in and from SEE.

Background Information

The South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC)[1] is a joint initiative of the UNDP and the Regional Cooperation Council (RCC). As such, it is an integral part of UNDP’s work in the Europe and the Commonwealth of Independent States (ECIS) region and has, since 2002, worked primarily to strengthen the capacities of national and regional stakeholders to control and reduce the proliferation and misuse of small arms and light weapons, and thus contribute to enhanced stability, security and development in South East and Eastern Europe[2]. SEESAC also has a distinguished record working closely with national Ministries to mainstream gender equality and this aspect will remain central to the programme.

On 19 December 2016, the Council of the European Union passed the Council Decision 2016/2356/CFSP in support of SEESAC disarmament and arms control activities in South-East Europe in the framework of the EU Strategy to combat illicit accumulation and trafficking of SALW and their ammunition for the period of three years. South East Europe remains an area of concern as well as an important challenge in the European Union Strategy to combat illicit accumulation and trafficking of small arms and light weapons and their ammunition. While significant progress has been made in recent years, the sheer scale of accumulation of SALW and ammunition, the inadequate storage conditions, large illicit possession, as well as policy making and implementation capacity gaps continue to limit the effectiveness of SALW control efforts. Therefore, to ensure the continuous progress, secure the gains and pave the way for a long-term solution, the continuation of support to combat the threat posed by the spread and illicit trafficking in SALW in and from SEE forms an essential part in its efforts to achieve the EU SALW Strategy goals.

The overall objective of the project is to contribute to international peace and security by combatting the threat posed by the widespread accumulation and illicit trafficking in small arms and light weapons and their ammunition in and from SEE. At the same time, it will enhance regional stability by working within the framework of the RCC and in partnership with other relevant initiatives. Specifically, the project will increase regional cooperation, knowledge exchange and information sharing and lead to enhanced capacity for evidence-based policy making; improve capacities for physical security and stockpile management through infrastructure security upgrades, surplus reduction, and training; enhance capacity for marking, tracing and record-keeping; and reduce illicit possession and misuse of firearms through awareness-raising and collection campaigns.

Based on the successful model of the Targeting weapons platform (Oružje na meti), which analysed circumstantial details of firearms incidents in Serbia, SEESAC established the “Armët në Shënjestër” platform to collect, record and analyze statistical data on the use of firearms in Albania and Kosovo* for the period 2014- 2016. The platform used local media sources to capture contextual and circumstantial data and seeks to reveal real trends in the use of firearms, including data on the most affected groups, the nature or type of firearm-related incidents and the type of weapons involved. To this purpose, SEESAC through qualified and experienced companies is conducting media monitoring to capture articles containing information about firearms related incidents in Albania, Bosnia and Herzegovina, Montenegro, the former Yugoslav Republic of Macedonia, Serbia, Kosovo and Moldova. The interns will collect articles related to firearms in mentioned countries and territories and populate the platform databases.

Duties and Responsibilities

Under the overall guidance of SEESAC Coordinator and the direct supervision of the Regional Cooperation Coordinator, the Interns will be expected to perform the following tasks:

Position 1 (covering Albania and Kosovo):

  • Monitor daily online media and relevant websites to capture articles related to firearms incidents in Albania and Kosovo with timeline from January 2017 and ongoing;
  • Populate the Targeting Weapons Monitoring database with firearms incidents related data.
  • Support the establishment of the online Monitoring Platform on SEESAC website.

Positon 2 (covering Moldova):

  • Monitor daily online media and relevant websites to capture articles related to firearms incidents in Moldova with timeline from 1 January 2014 to 31 October 2017
  • Populate the Targeting Weapons Monitoring database with firearms incidents related data.
  • Support the establishment of the online Monitoring Platform on SEESAC website.

Positions 3 and 4 (covering Bosnia and Herzegovina, Montenegro or Serbia):

  • Monitor online media and relevant websites to capture articles related to firearms incidents in Serbia, Montenegro and/or Bosnia and Herzegovina with timeline from 1 January 2014 to 31 October 2017; for this position UNDP SEESAC is seeking (2) two interns.
  • Populate the Targeting Weapons Monitoring database with firearms incidents related data.
  • Support the establishment of the online Monitoring Platform on SEESAC website.

Position 5 (covering the former Yugoslav Republic of Macedonia):

  • Monitor daily online media and relevant websites to capture articles related to firearms incidents in the former Yugoslav Republic of Macedonia with timeline from 1 January 2014 to 31 October 2017;
  • Populate the Targeting Weapons Monitoring database with firearms incidents related data.
  • Support the establishment of the online Monitoring Platform on SEESAC website.

Required Skills and Experience

Language

  • Proficiency in English and Albanian for Position 1.
  • Proficiency in English, Romanian and Russian for Position 2.
  • Proficiency in English and Bosnian/Croatian/Montenegrin/Serbian for Position 3-4.
  • Proficiency in English and Macedonian for Position 5.

Asset:

  • Strong research and analytical skills and previous experience with research projects;
  • Interest in the following thematic areas: arms control, citizen security, arms violence prevention.

Mandatory UNDP requirements for internship

To qualify for an internship at UNDP, the candidates need to meet the following enrolment conditions:

  • Enrolled in a graduate school programme (second university degree or equivalent, or higher).
  • Enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent).
  • Have graduated with a university degree (as defined above) and, if selected, must start the internship within one-year of graduation.
