Background

In 2005, the Humanitarian Reform Process and the Secretary General’s report “In Larger Freedom” called for predictable and flexible humanitarian funding to meet the needs of vulnerable communities. This led to the establishment of a Country Based Pooled Fund (CBPF’)  in Sudan in 2005, the Sudan Humanitarian Fund (SHF).

CBPFs are designed to support cluster coordination and stronger humanitarian leadership. They allow humanitarian coordinators (HCs) to fund planned humanitarian response based on strategic planning and needs / priority identification in country. Disbursements from the CBPFs are made available to United Nations (UN) agencies and non-governmental organizations (NGOs) that participate in the country’s Consolidated Appeals Process (CAP) or Humanitarian Response Plan (HAP).

The UNDP Sudan Fund Management Unit (FMU) is responsible for two roles  related  to the SHF.  As the first role, the Multi-Partner Trust Fund Office (MPTF Office) has delegated  Administrative Agent (AA)  authority to Sudan. 

As its primary role, the FMU acts as Managing Agent for the SHF (and the Darfur Community Peace and Stability Fund, DCPSF).   The Managing Agent function (MA) is part of the institutional arrangements of UN-administered Multi-Partner Trust Funds that allocate funds to national and international Non-Governmental Organisations (NGOs).  One of the Participating UN Organisations (PUNOs) is designated as Managing Agent, in this case, UNDP.

As Managing Agent, the FMU  performs the initial capacity assessments for potential partners, engages in contracts with the partners, performs financial monitoring, participates in programmatic monitoring, manages the annual NGO project audit, and provides capacity support to partners.   The FMU is currently responsible for  managing 150 contracts for projects being implemented by 57  NGO partners.

As part of financial monitoring, the FMU reviews quarterly financial reports, and ensures that partners correctly complete the FACE Form.   The results for all aspects of financial monitoring assist the FMU in determine the capacity support to provide to partners and are incorporated into the financial performance rating for NGOs.   

Due to the amount of time required for financial report review and follow-up with partners to bring the financial reports into compliance, the FMU team  does not have the opportunity to travel to the field on a regular basis to compare the reported financial reports to the documentation, to ensure that there have not been unfavorable changes in the internal controls partners have in place, and to determine the capacity support required by different partners.    

Duties and Responsibilities

The consultant will review select supporting documentation against the financial report reviewed by the FMU.  At the conclusion of each monitoring visit, the Consultant will write a report, and provide a score – based on a scale defined by FMU please see attached the ToR.

  • Demonstrated ability to clearly explain financial findings constructively and with a focus on building the capacity of finance staff.

Required Skills and Experience

Education

  • Master degree or 15 years of relevant experiences,.

Experience

  •  Minimum 15 years’ experience in financial management.
  •  UN Agency and NGO experience required.
  •  Senior level financial experience with International NGO.
  •  Experience managing audits.
  •  Extensive experience reviewing supporting document for financial reports.
  •  International experience required.
