Background

The Bureau for Policy and Programme Support (BPPS) provides the foundation for UNDP’s global thematic work. BPPS provides the tools, analysis and capacities that country offices need to make a real difference in UNDP’s practice areas. Accordingly, BPPS is the corporate sponsor of Knowledge Management for UNDP and is responsible for ensuring that knowledge created at any level of the organisation will be made available to all staff to enhance organisational effectiveness. It does this through the Development Impact Group (DIG) which provides a corporate service delivering a core set of knowledge sharing solutions to the entire organization. All activities of the DIG will support the goals and outcomes established in UNDP’s Strategic Plan 2014-2017.

Various outputs under UNDP’s Knowledge Strategy 2014-2017 relate to knowledge capture and the production and dissemination of knowledge products, as well as knowledge mobilization (“Deep Dives”) around priority areas of work. The objective is to put UNDP in a position where staff in UNDP have access to a set of core materials and resources that are essential to specific key areas of UNDP’s work, to allow for a rapid assessment of what UNDP does knows with regards to a specific topic.

Purpose:

Under the guidance and supervision of the Policy Specialist, Knowledge Services, the consultant is sought to

  1. Develop a methodology and intranet structure template for “Deep Dives” through which to collect and present core materials and resources as a standardized intranet resource package to staff.
  2. Conduct at least four “Deep Dive” knowledge mobilization exercises in close coordination with thematic Clusters to identify key knowledge, resources, projects and examples on selected key areas of work, and present the information and materials in a structured way on a dedicated SharePoint intranet page.

Location

The assignment is office-base - the consutant is required to perform the tasks on a daily basis a the UNDP HQ office. 

Duties and Responsibilities

Knowledge Mobilization (‘Deep “Dives’) around key areas of work

  • Develop a methodology for “Deep Dives” along with a template structure for how to present the resulting information package on a SharePoint intranet page, along with guidelines to streamline the execution of ‘Deep Dive’ exercises and ensure continuous sustainable maintenance of knowledge resources;
  • Identify key areas of work within thematic Clusters to conduct ‘Deep Dive’ exercises
  • For each ‘Deep Dive’ work with focal point to identify key projects, initiatives, products, tools, resources and people and compile them in one place;
  • Lead communication campaign to socialize results of ‘Deep Dives’ within UNDP and streamline access to tools and resources;
  • Support Clusters in establishing SharePoint intranet pages to provide access to results of the ‘Deep Dives’ in one place in a user friendly way;
  • Establish metrics and means of verification for monitoring use and impact of ‘Deep Dive’ repositories, and provide monitoring and reporting accordingly;
  • Conduct other KM related tasks as required.

  • Delivery of 2 ‘Deep Dive’ knowledge mobilizations and development of related repositories (1 Sep 2017)
  • Development of guidance note and templates for ‘Deep Dive’ knowledge mobilizations (6 Nov 2017)

Required Skills and Experience

Education:

  • Master’s degree in International Development, Knowledge Management, Social Science, Communication, or related area, required. Equivalent relevant experience combined with a first degree will also be considered.

Experience:

  • 5 years of professional work experience providing programme and/or policy support and advisory services on knowledge management, of which at least 2 years of experience working in a large-scale international organization;
  • Strong experience in developing, aggregating and disseminating knowledge products and resources in the development / international relations sector;
  • Strong experience in developing corporate policies, guidelines and templates for knowledge management;
  • Experience in establishing One-Stop-Shops or repositories of knowledge resources on intranets or websites is a strong asset;
  • Broad knowledge of the UN system in general (highly desirable).

Language:

  • Fluency in spoken and written English; working knowledge of written Spanish and/or French is an asset

Travel: No mission travel is expected for this assignment.

Application Procedure:

The application is a two-step process; failing to comply with the submission process may result in disqualifying the applications:

Step 1: Submission of Technical Proposals

  • CV or Personal History Form (P11), indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references (the template can be downloaded from this link: http://sas.undp.org/Documents/P11_Personal_history_form.doc. )
  • Brief description of why the individual considers him/herself as the most suitable candidate for the assignment; and

Step 2: Submission of Financial Proposals

Only applicants who attain a score of 70 % and above on the technical evaluation will be contacted and requested to submit a financial proposal.

In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a detailed breakdown. The term ‘all-inclusive’ implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the contractor are already factored into the financial proposal. 

The financial proposal should specify an all-inclusive daily fee (based on a 7  hour working day - lunch hour is not included - and estimated 21 days per month).

Payments

  • Payment will be made upon submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.

Evaluation and Award of Contract

The selection of the best offer from the shortlisted candidates will be based on a Combined Scoring method – where the qualifications and experienced will be weighted a maximum of 70 points and combined with the price offer which will be weighted a max of 30 points out of 100 points

Method: Cumulative analysis method will be used to evaluate proposals. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive, compliant, acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

The Technical Criteria weight will be 70% while the Financial Criteria weight will be 30%

The Technical evaluation will be based on the criteria listed below via a desk review and interview with the corresponding points (out of a total of 70 points) with weignt of 50% desk review / 50% interview:

  • Experience providing knowledge management advice and support to teams in large organizations; (10 pts)
  • Experience in developing, collecting and disseminating knowledge products and publications (10 pts)
  • Experience in coordinating the development of corporate processes or policies that require consensus, including creation of guidelines and templates; (10 pts)
  • Hands-on experience in setting up intranet or web repositories, ideally in SharePoint; (5 pts)

Interview score witll be up to 35 points. 

Only Individual Consultants obtaining a minimum of 49 of the obtainable points of 70 points (70%) in technical evaluation will be considered for the Financial Evaluation.

Financial Evaluation. The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

  • p = points of the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal.

UNDP applies a fair and transparent selection process that takes into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.
