Background

The Talent Development Unit (TDU)/Office of Human Resources (OHR) is a centre of expertise that designs and delivers state of the art learning and development solutions to UNDP staff worldwide. Through the delivery of large-scale leadership development programmes; tailored development programmes for key leadership roles; an extensive offering of high-quality online courses on UNDP’s core business and professional certification programmes as well as customised development planning and career management tools, it enables and supports UNDP staff to build skills, grow and leverage the power of learning across all areas of work.          

The Leadership Development Pathway (LDP) is a leadership development experience targeted to prepare and build the competencies of emerging and future leaders in the organisation. The LDP’s target audience is staff who aspire to be great supervisors, people managers and leaders across UNDP. Approximately 400 participants completed the programme in 2016 and are estimated that another 800+ staff will benefit from this programme in the next two years.

To facilitate the administration of the LDP programme, the OHR/ITM Talent Development Unit is seeking to hire a Learning/Admin consultant. Under the supervision of the learning specialist in the unit, the consultant will provide administrative support to the programme, and will be responsible for providing effective and efficient data management to the management of the programme, coordinate enrollment of participants, liaise and communicate with vendors and other teams as needed on participation.  S/he will support the monitoring and report on programme progress, assist in the compilation of evaluation reports, provide clerical support to the team and other logistical support to the programme. S/he will also provide support to other Leadership Development initiatives (workshops, training, webinars, etc.)

Objective

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

The Learning and Administrative Consultant will have the following key functions:

  • Provide programme management support to the Leadership Development Pathway;
  • Facilitate logistics and administrative work of the LDP;
  • Support other initiatives of the Leadership Development team as needed

Specific duties for the Leadership Development Pathway programme include:

  • Provide operational support to the Leadership Development Pathway in connection with preparation, enrollment, reporting, and evaluation of the programme;
  • Provide support in communicating effectively with programme participants throughout the learning process (emails, social platforms, etc.);
  • Follow through on participant feedback, progress and integrate the feedback into future programmes, if applicable;
  • Assist in putting together and coordinating webinars and other learning activities and materials associated with the programme;

Assist in carrying out surveys, assessment and feedback analysis to monitor the impact of learning and evaluate overall programme effectiveness.

Required Skills and Experience

Academic qualifications:

  • University degree in human resources, Psychology, business administration, project management OR Two years post-Secondary Education experience in Administration or related field is required.
  • Master’s degree in human resources, Psychology or related field is a plus 

Years of experience:

  • A minimum of two years relevant experience in learning and/or administration is required
  • Experience working in UNDP/UN agencies Funds and programmes is desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:

  • Fluency in spoken and written English is required;
  • Working knowledge of another UN language is an asset.

Application Procedure

The application package containing the following (to be uploaded as one file):

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager. 
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (700 points):

  • University Degree/Master’s Degree in HR or related field an asset. Maximum 50 points
  • Practical experience in learning and/or administration in UN Funds and programmes is desirable. Maximum 200 points
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems. Maximum 150 points
  • Experience facilitating logistics and administrative work: Maximum 150 points
  • Experience providing programme management support (email and online platforms/assessment and feedback analysis/reporting and evaluation of programme effectiveness, etc.). Maximum 150 points

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where
  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

 Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter contract with UNDP

Institutional arrangement

The consultant will work under the guidance and direct supervision of the Learning Specialist for Leadership Development and will be responsible for the fulfilment of the duties as specified above.

The Consultant will be responsible for providing her/his own laptop

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.

The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
