Background

 INTRODUCTION

The UNDP and Dubai Carbon Centre of Excellence (DCCE) have been working on developing and publishing knowledge products in the form of annual reports on Energy and Environment, since 2013. The UNDP editorial team, provides strategic guidance, technical backstopping and Quality Assurance on the knowledge products. DCCE raises the project budget as donor and manages the project implementation.

KNOWLEDGE PRODUCTS

The Knowledge products share the experience and expertise available globally, as well as at a local level in the UAE, in the fields of Energy & Environment. The knowledge products are designed to create a dialogue and mutual learning on critical sustainability issues.

Energy and Environment are two critical areas to be addressed when it comes to developing a Green Economy. Policy design and implementation of a green economy can be supported by a variety of toolboxes, best practices, models, platforms and analytical/assessment methodologies. It is in this context, the UNDP–DCCE knowledge products have been created, to reduce the knowledge gap that exists in the UAE.

 EXISTING KNOWLEDGE PRODUCTS

UAE State of Energy Report

Based on discussions between the Dubai Carbon Centre of Excellence and UNDP, it was agreed that the parties join forces to produce and publish a knowledge product on United Arab Emirates Energy status and outlook, named the UAE State of Energy Report. This product is a yearly publication focusing on current energy work status and low-carbon investments in the UAE.  This partnership came to build on the success made after UNDP and DCCE partnered in 2013 and produced the “Dubai State of Energy Report.”

State of Green Economy Report:

Based on a meeting between UNDP, the Dubai Supreme Council of Energy, the Dubai Electricity and Water Authority,  and the Dubai Carbon Centre of Excellence, it was agreed in April 2014, that the four parties join forces to produce and publish a knowledge product on Dubai’s Green Economy status and recommendations.

STRATEGY ON KNOWLEDGE PRODUCTS

When it comes to low-carbon/green economy, there exists a knowledge gap in the public– private sector capacity building. The private sector’s investing and innovating capacities are as crucial as the public sector’s intervention through policies and government spending. Going forward, in the UAE, there has to be a focus on developing analysis & assessment tools to inform policy-making. The Climate Change crisis and resource constraints can be shaped  into Economic Growth opportunities, which is another key knowledge platform that needs to be developed locally.

OBJECTIVE AND PURPOSE

The Knowledge Products published as Reports in various media platforms will be formulated with the main purpose of showcasing all the work that has been done in the field of Energy & Environment; discussing critical related issues at national and the sub-national level. Therefore the reports serve as an analytical tool that will enrich the sustainable development dialogue in the United Arab Emirates.

SCOPE OF WORK

Content Planning, Quality Assurance of Content, including general follow up to ensure timely implementation of the project, technical review, editing, rewriting of material, and putting recommendations on the narrative if and when needed, facts and data check, again when and if needed, and any further recommendations to improve quality or actions to do so.

This is needed for all the content of the publications.

The technical reviewer will be in direct contact with the UNDP team and the technical Editor in Chief/project manager to discuss these comments, changes and recommendations. 

Duties and Responsibilities

Duties, Responsibilities and Deliverables:

  • Content Planning
  • Writing Features and Reports
  • Conducting Interviews
  • UNDP Quality Assurance of content
  • Editing copy, written by reporters or features writers, to remove spelling mistakes and grammatical errors
  • Re-writing material so that it flows or reads better and adheres to the house style of a publication
  • Ensuring that a story fits the word count by cutting or expanding material as necessary
  • Writing headlines that capture the essence of the story or are clever or amusing
  • Writing standfirsts or 'sells' (brief introductions, which sum up the story underneath the headline)
  • Liaising with reporters, journalists and editors
  • Checking facts and stories to ensure they are accurate, adhere to copyright laws, are not libellous or go against the publication's policy
  • Cropping photos and deciding where to use them for best effect and writing picture captions
  • Proofreading complete pages produced by other sub-editors using the main basic proofing symbols
  • Working to a page plan to ensure that the right stories appear in the correct place on each page
  • Laying out pages and, depending on the nature of the role, playing a part in page design
  • Manipulating on-screen copy using appropriate desktop publishing software, such as InDesign and Photoshop
  • Keeping up to date with sector issues, e.g. by reading related publications
  • Generate Scripts for Podcasts and other broadcast ready material

Required Skills and Experience

Education: Masters Degree or equivalent in business administrations, journalism, public administration or any related field along with a minimum of 5 years experience in the relevant field.

Experience

  • Editorial Experience of a minimum of FIVE Years, preferably in Economy/ Financial publications in leading Newspapers/ Magazines
  • Experience of more than One Year in writing scripts/ copy
  • Must be an Advanced user of Adobe Indesign, Photoshop and Audition
  • Language Requirement: English

Submission of Application

Documents to be included when submitting the proposals.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document:

  • Duly accomplished Letter of Confirmation of Interest and Availability;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex 1).

 

Methodology of Evaluation

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation
  • Technical Criteria weight, 70%;
  • Financial Criteria weight, minimum 30%;
  • Only candidates obtaining a minimum of 70% (49 points of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria – Maximum 70 points

  • Education in relevant fields – Max 5 points;
  • Relevance of experience in research, Editorials in Economic/financial field, journalism – Max 30 points;
  • Experience in capacity building and/or knowledge transfer to local team members – Max 10 points;
  • Experience in Adobe Indesign, Photoshop and Audition – Max 10 points;
  • Experience in working and coordinating with Government entities, authorities, the private sector and a wide range of local stakeholders – Max 15 Points.
