Background

The Istanbul Regional Hub (IRH) is UNDP’s main knowledge and advisory hub for the countries serviced by UNDP’s Regional Bureau for Europe and CIS covering 17 countries and territories in Central Asia, South Caucuses, Eastern Europe, Western Balkans and Turkey. RBEC, through the Istanbul Regional Hub connects the region to a global network of development experts, to build knowledge and capacity, and to forge partnerships to meet the development challenges of a large and diverse region. 

In the region, UNDP works with national and international partners to strengthen the social contract between the state and society in a manner that protects human rights, promotes equality, and enhances social cohesion. This includes increasing citizen access to justice and safety; supporting the development of legislation that protects the rights of people, particularly minorities and other vulnerable groups, and those with disabilities; building efficient National Human Rights Institutions (NHRIs) and supporting the implementation of international standards and recommendations; strengthening capacities of security and justice institutions; supporting conflict prevention, and placing gender equality and women at the center of governance and peace efforts. It also undertakes consistent action to achieve the targets of SDG 16 on peace, justice and inclusive institutions for countries in the region.  

As a key priority of engagement on human rights in the region and at global level, UNDP supports capacity building of National Human Rights Institutions (NHRIs) for their improved effectiveness and independence. In addition, UNDP supports the establishment of sustainable systems for the provision of free legal aid and access to justice services in several countries of the region, focusing on the needs of poor and socially disadvantaged groups, including rural populations, IDPs, migrants and refugees. IRH has also started the new regional project aimed increasing the efficiency and effectiveness of cooperation between the prosecution services of the former Yugoslavia, specifically, Croatia, Bosnia and Herzegovina, Montenegro and Serbia in the processing of war crimes and to further enhance the search for missing persons from the armed conflict of the early 1990’s.

The Regional Hub in Istanbul provides both technical and financial support to countries in the region through regional programmes, as well as through sub-regional and cross regional initiatives.  The type of technical support varies from country to country depending on the local context. This also includes support in communication on raising national, sub-regional and/or regional awareness and knowledge for advocacy on ongoing and emerging human rights and rule of law issues. The consultant is expected to support in promoting communications of work of the Hub and country offices of UNDP  in the implementation of the component on Human Rights and Rule of Law of UNDP Regional Programme "Supporting voice for citizens, development, the rule of law and accountability".

Duties and Responsibilities

The Consultant will work in the Istanbul Regional Hub, under the overall supervision of the Human Rights, Rule of Law, Justice and Security Programme Specialist. The primary objective of the present consultancy is to contribute to timely implementation of ROLJSHRCommunication Strategy and Plan through substantive support in developing and disseminating the relevant communication materials. This will require close interactions with the IRH Communication Teams of Istanbul Regional Hub as well as with the Country Offices.

Substantive support will be required in designing and implementing communication campaigns and producing communication and advocacy materials (press releases, success stories, case studies, policy briefs, etc), including developing content for social media (blogging, tweets, etc). 

In particular, the Consultant will:

  • Work closely with IRH GBP, Gender, Communication Team as well as with the Country Offices to ensure due coverage of the ROLJSHR events organized at the regional, sub-regional or national levels in social media;
  • Provide substantive support in design and/or implementation of communication campaigns and/or materials, including issue briefs, web-stories, articles, blogs and videos;
  • Ensure that communication materials produced by IRH and/or Country Offices are in line with the UNDP communications standards and give due consideration of issues consistent with SDG 5 – gender equality, SDG 10 – reducing inequalities and SDG 16 – peace, justice and strong institutions;
  • Perform other tasks related to the assignment.

Deliverables and Timeframe:

The Consultant will report about the progress of activities to the Human Rights, Rule of Law, Justice and Security Programme Specialist at UNDP IRH in written.

Deliverable 1 (30%) Submitted by the end June 2017  

  • ROLJSHR Communication Strategy prepared, including 2 web stories on work in areas of ROLJSHR in the region, 1 issue brief on UNDP regional project on Regional War Crime;
  • The events of the Regional War Crimes project are promoted via social media.

Deliverable 2 (40%) Submitted by end of September 2017 

  • Report on Implementation of ROLJSHR Communication Strategy, including on the events focused on SDG 16 and other areas, 2 web-stories on work of country offices in area of ROLJSHR, 1 issue brief on access to justice and free legal aid and 4 social.media posts

Deliverable 3 (30%) Submitted by 5 December 2017 

  • Final report on implementation RoLSJHR communication plan, focusing on human rights day campaign, including 3 web stories, 1 video and 1 issue brief on NHRIs.

Required Skills and Experience

Education:

  • At least Masters Degree in the areas of Law, Political Science, International Relations or a related discipline. Specialization in human rights is an advantage. 

Experience:

  • At least 5 years of combined progressively responsible experience in the field of human rights, rule of law, justice or  gender mainstreaming;
  • Experience in communication, including social media outreach, report writing and drafting of web articles and blogs;
  • Experience in advising on gender related issues and communications;
  • Experience in liaising and collaborating with the Government partners and Civil Society;
  • UN experience and experience in United Nations inter-agency work is an asset;
  • Work experience in the ECIS region is an asset.

Language skills:

  • Excellent writing, editing, and oral communication skills in English;
  • Other language of the EECA region considered an asset.


Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (5 years of combined professional experience in the field of human rights, rule of law, justice and gender mainstreaming with United Nations in ECIS region) – max points: 10;
  • Criteria B (experience in communication, including social media outreach, report writing and drafting of web articles and blogs) – max points: 10;
  • Criteria C (experience in gender related issues and communications) - max points: 5;
  • Criteria D (Advanced University degree in the areas of Law, Political Science, International Relations or a related discipline, with specialization in human rights) – max points: 10.

Financial Criteria - 30% of total evaluation – max. 15 points.
