Background

UNDP in partnership with Beneficiary Countries and Implementing partners regularly assists and implements development projects worldwide. UNDP Procurement Services Unit (UNDP/PSU) supports UNDP Country Offices in procurement processes for a variety of goods and services in relation to Projects being implemented.

Security printing materials is one of the main product categories procured for electoral-related or similar projects. They are very sensitive materials, often involving application of security features and printing in secured facilities. Procurement of such commodities is also associated with large quantities, reduced timelines, and late changes. In this regard, Long Term Agreements (LTAs) have been an instrument used by UNDP PSU during the last years for procurement of such or similar commodities, which has proven a highly effective procurement methodology to serve the needs of the Organization and Beneficiaries.

UNDP PSU intends to establish LTAs with reputable security printers and card producers. In this regard, PSU has issued a prequalification exercise (ongoing) and, intends to eventually invite those prequalified printers to participate in the subsequent procurement process -Invitation to Bid (ITB)- in order to award and establish the corresponding LTAs.

In this context, UNDP PSU seeks to hire a Security Printing and Card Production Expert as Individual Consultant (IC) to assist UNDP PSU with technical support and expertise, contributing with technical assessment on production capacities/techniques/machinery, experience, facilities, and products, both in relation to shortlisting suppliers and evaluation of offers including samples received in relation to the mentioned UNDP Invitation to Bid.

Duties and Responsibilities

SCOPE OF WORK

1. Review qualifications, capacities and experience of interested suppliers that participate in the prequalification exercise referred above. Provide detailed assessment and participate in discussions as relevant, as part of the evaluating committee.

2. Review and further develop as necessary the supply requirements and technical specifications of items (ballot papers, forms, envelopes, plastic cards with or without personalisation, etc.) to be included in the subsequent ITB process. This involves materials, printing techniques, security features, quality standards, expected product life, restrictions, etc. Also, IC is requested to provide advise as needed on any items and specific features.

3. Provide guidance -a professional technical note is required- on specific quality, environmental and performance aspects for certain items, mainly cards, OMR printing, envelopes, security features, and paper in general.

4. Advise and prepare clarifications to bidders (responses to their queries on ITB requirements) during the ITB solicitation process, possibly connect to listen during pre-bid teleconference with the prospective bidders.

During Bids Evaluation:

5. Conduct evaluation of all technical aspects of offers and samples received -ITB-  as part of the Evaluation Panel. IC will assist in preparing queries to Bidders during the ITB evaluation, and review of replies when received. Provide technical evaluation report of offers and samples received.

6. Assess bidders’ technical capacities and printing production capacities based on documentation submitted in response to the referred ITB. A professional report reflecting such analysis and conclusions is required.

For activity 5-6, the IC is required to travel to PSU offices in Copenhagen, Denmark to participate in person during the bids evaluation process. This is expected to occur in the period from 21 August to 01 September 2017 (10 working days in Copenhagen in total).

Required Skills and Experience

ACADEMIC QUALIFICATIONS

  • Advanced degree (masters level) in printing technology or relevant/related engineering/production/management area.  Special qualifications in security printing technology are an advantage.

YEARS OF EXPERIENCE

  • A minimum 7 years of experience in printing, and
  • Minimum 5 years of practical experience in the field of printing of electoral documents and materials, including ballot paper, forms, envelopes, etc, and personalized ID cards including various security features and related software such as ICAO PKI software.

COMPETENCIES AND SPECIAL SKILLS REQUIREMENT

  • Fluency in English with adequate/advanced written communication skills.
  • Practical experience in providing consultancy services in similar projects, e.g. providing technical input in the area of security printing will be an important advantage.
  • Understanding of key public procurement principles at basic level is expected.
  • Previous experience in UN/UNDP electoral support projects may be an advantage.
