Background

The United Nations Office for South­South Cooperation (UNOSSC) aims to be a robust knowledge hub providing advisory and consulting services to Member States and United Nations entities on South­South and triangular cooperation enabling developing countries to effectively face their leading development challenges and harness global opportunities to address them, in tandem with monitoring progress on implementing the Buenos Aires Plan of Action, New Directions Strategy and the Nairobi Outcome.

UNOSSC engages with Member States globally, regionally, as well as within the UN system to facilitate practical expressions of Southern solidarity towards the achievement of internationally agreed development goals. UNOSSC works with a wide range of partners including global centers of excellence to intensively explore how building endogenous capacity be encouraged, how broadening and sharing technological advances within the global South will systematically occur, and how emerging innovative financing mechanisms can be harnessed through South­South and triangular cooperation. UNOSSC ensures that our southern constituencies have timely access to high quality analytical planning, mapping, programming, and reporting on data, trends and opportunities that will propel South­South and triangular cooperation in ways that ensure success.

A key output of the knowledge hub is UNOSSC’s flagship series, South-South In Action (SSiA). Under the guidance of the Deputy Director for Programme and Operations, the knowledge management analyst will be responsible for organizing work flows, managing an ongoing pipeline of SSIA reports, and ensure there is no duplication of work or redundancies in work processes, coordinating content/report development, providing substantive quality assurance of the series, managing the editorial production of volumes, planning, and logistics around delivery of the SSIA series.

Duties and Responsibilities

  • Overall management of the SSiA publication series, including maintaining an overview of pipeline projects; working with UNOSSC team members to manage individual volume workflows; assisting with formalizing agreements (Memoranda of Understanding/Letters Of Exchange/Cost Sharing Agreements) with partners for reports;
  • In coordination with the Deputy Director for Programmes and Operations, and other UNOSSC team members, ensure that SSiA volumes reflect UNOSSC viewpoints and agreed messaging, including editorial input and overview.
  • Ensure that SSiA volumes contribute substantively to the work of UNOSSC, including thematic planning for BAPA+40.
  • Develop and/or improve templates and guidelines of SSiA as needed
  • In coordination with the Deputy Director for Programme and Operations, and other UNOSSC team members, ensure that language and messaging contained in SSiA volumes reflects the current political climate, including editorial input and overview as necessary.
  • Support the engagement of and coordinate with suppliers such as editors, graphic designers, typesetters, and printers as needed
  • Liaise with internal and external partners to Organize high-level launch events for SSIA including logistical arrangements; identifying and reaching out to potential speakers;
  • Other relevant duties as requested by the Deputy Director for Programmes and Operations in support of the work of the Knowledge and Advisory Services of UNOSSC,
  • Where applicable other tasks as requested by the Director, including the production of editorial opinion pieces for publication and other knowledge, publication or communication support.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Sustainable Development, Economics, Political Sciences, Social Sciences or related field;

Experience:

  • At least 5-years’ experience in research, research management, editorial content management or related field;
  • Thorough understanding of South-South and triangular cooperation.
  • Experience working collaboratively in a team structure in a multicultural environment;
  • Knowledge of the UN system and in particular knowledge of UNDP policies and organizational frameworks is highly advantageous.

Language:

  • Proficiency in English;
  • Knowledge of the other five official languages of the UN (Arabic, Chinese, French, Russian and Spanish) is an asset

  • Financial Proposal: Applicants are requested to submit a financial proposal in the form of a monthly rate in US dollars including all expenses for the assignment. Kindly note available resources to fund this Individual Contract are limited to a Junior Consultant fee.  Proposal exceeding USD $6,300 per month might not be considered, as they fall outside the budget available for this assignment.

Evaluation / Selection Process

Method: cumulative analysis method will be used to evaluate proposals.

The evaluation Criteria as shown below shall be used to evaluate all the proposals received. The award of the Individual Contractors Contract shall be made to the individual contractors whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight; 70 points
  • Financial Criteria weight; 30 points

The following formula will be used to evaluate financial proposal: p = y (µ/z),

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated;

a.- Technical Proposal (70%): Selection criteria are as follows:

  • Demonstrated ability to manage research including prior experience with the development of reports (25 points).
  • Thorough understanding of South-South and triangular cooperation (25 points).
  • Demonstrated ability to work collaboratively and effectively with stakeholders including Member States, UN entities, intergovernmental organizations, and non-governmental organizations (25 points).
  • Knowledge of the UN system and in particular knowledge of UNDP policies, processes, and organizational frameworks (25 points).

Only candidates that obtain a minimum of 70 points in the technical evaluation would be considered for the Financial Evaluation.
