Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to support public entities to increase technical expertise and institutional capacities for strategic planning and implementation of Kuwait National Development Plan.

GSSCPD is responsible for elaborating, coordinating and overseeing the Kuwait National Development Plan (KNDP) which addresses the challenges of economic development, human and social development, the efficiency of the state institutions and administration and combating corruption, in accordance with H.H. the Amir’s State Vision “Kuwait 2035”.

Within this context, GSSCPD is seeking to recruit a Demographic and Labor Force Planning Specialist to assess the demographic situation in Kuwait. The Demographic and Manpower Planning Specialist will focus on capacity building and transfer of know-how specifically to GSSCPD Human Development Department. It will also contribute to the following:

The consultancy contributes to the following KNDP policy and objectives:

  • To modify the imbalance of Kuwaitis’ component of the labor market
  • Increase Kuwaiti labor force in the private sector

The assignment will also contribute to the following ICDI/KNDP project outputs:

Output: Improved human capacity and organizational effectiveness of the GSSCPD for development planning;

Activity Result: Improve GSSCPD policy advisory services to support decision making;

Indicator: Increased efficient and effective policy advisory services delivery with GSSCPD;

Purpose and Objective:

The main purpose of the assignment is to provide demographic analysis on population dynamics in the Division of Data, Demographic trend analysis, Policy and Research for the Government of Kuwait. The specific objectives are:

  •  Assess the current demographic situation in different sectors and propose methodology to analyze the current labor force (supply and demand) situation;
  • To develop capacity and transfer knowledge, guide, orient and train staff at the Human Development Department at the GSSCPD on analyzing and assessing demographic situation in Kuwait.

Institutional Arrangement

The consultant will work under the supervision of the Secretary General of the GSSCPD and with direct coordination with the Head of the Human Development Department at GSSCPD. The latter will be responsible to provide the existing information and the access to any related information that is essential to complete the assignment. The Specialist will closely coordinate with the Project Management team of the ICDI/KNDP project.

Duty Station

In order to achieve the deliverables of the assignment, the consultant will be required to be present in the State of Kuwait during the whole duration of the assignment. 

 

Duties and Responsibilities

Under the overall guidance of the Secretary General, the direct supervision of the Head of Human Development Department and with close coordination with the GSSCPD Project Manager, the Demographic and Labor Force Planning Specialist will assume the following tasks:

In collaboration with the Human Development Department, analyze the demographic situation:

  • Propose a list of criteria to assess and evaluate the projects received from public entities related to human development pillar in the KNDP. The criteria will help the department in selecting the project of priority and relevance to the implementation of the KNDP targets, indicators and policies;
  • Assist GSSCPD in the development of projects that are related to human development pillar in the KNDP with the purpose of meeting the targets and policies in the KNDP as well as help in achieving the 2035 Kuwait vision;
  • Study and assess the current demographic situation in Kuwait in different aspects (social, economic, etc.);
  • Identify imbalances, challenges and conduct gap analysis in the field of demographic population and labor force and propose recommendations on the relevant projects that are to address demographic challenges and imbalances;
  • Prepare a report analyzing the current labor market challenges with recommendations on proposed policies, programmes, projects to increase the percentage of nationals working for the private sector and support the implementation of the KNDP targets

Capacity building, training and Ongoing support for Human Development Department at GSSCPD

  • Provide coaching and on-the-job-training for staff at the human development department at GSSCPD to enable them to implement their role in relation to KNDP;
  • Work closely with the Population and Urban Development Committee at GSSCPD to strengthen their capacity;

 Expected Outputs and Deliverables: 

The consultant will be responsible for the following deliverables:

Deliverable 1: Present Inception report and action plan – Payment schedule in percentage- 10% 

  • Estimated Duration to Complete : 1 week.
  • Target Due Dates : 1 week after the start of the contract.

Deliverable 2: Propose list of criteria to evaluate and assess the demographic and labor planning projects submitted by relevant entities and national stakeholders - Payment schedule in percentage 20%

  • Estimated Duration to Complete : 1 month.
  • Target Due Dates : 1 month after the start of the contract.

Deliverable 3: Conduct training sessions to the Human Development Department to transfer the knowledge and build their capacities in the related area of the assignment -Payment schedule in percentage 10%.

  • Estimated Duration to Complete : 2 month.
  • Target Due Dates :  As agreed with the beneficiary.

Deliverable 4: Present comprehensive report on the current imbalances in the demographic situation, gap analysis and challenges of labor market planning. Also, propose recommendations on the strategic activities and priority projects that are of importance for the implementation of the KNDP. Payment schedule in percentage 30%.

  • Estimated Duration to Complete : 2 months.
  • Target Due Dates : After 2 months from the start date.

Deliverable 5: Prepare a report analyzing the current labor market challenges with recommendations on proposed policies, programmes, projects to increase the percentage of nationals working for the private sector and support the implementation of the KNDP targets. Payment schedule in percentage 30%.

  • Estimated Duration to Complete : 3 months.
  • Target Due Dates : At the end of the contract (After 3 months from the start date).

Scope of Price Proposal and Schedule of Payments:

Lump Sum Amount

  • Clearly state that the lump sum amount must be “all-inclusive
  • Clearly state that the contract price is fixed regardless of changes in the cost components;
  • Include in its initial payment the actual cost of the IC’s travel to arrive at the designated Duty Station.   Such cases therefore imply that the completion of the journey can be considered as one of the deliverables payable upon arrival.

Required Skills and Experience

Education

  • Minimum Master Degree in demography, statistics, social sciences or economics with an emphasis on demography. PhD is preferable.

Experience

  • Minimum of 10 years of proven experience in the area of demographic and labor market planning;
  • Minimum of 5 years of experience in policy development related to demographic imbalances and labor market planning
  • Knowledge of methods of demographic analysis and theories pertaining to demographic change and population trends;
  • Experience in working with participatory approaches;
  • Excellent communication and writing skills is required;
  • Familiarity with Kuwait governmental institutions is an added advantage;
  • Excellent computer skills, with MS. Office (Word, Excel, Power Point).

Language

  • Written and spoken proficiency in both Arabic and English are required.

Evaluation  

Cumulative analysis 

  • This option is ideal for standard type of services where there are not many possible ways of undertaking/performing the work.
  • The key criteria for rating the qualification and methodology must be stated together with their equivalent percentage weight, so that Offerors can craft their offer appropriately.
  • When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: 

                         - Responsive/compliant/acceptable, and

                        - Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the         solicitation.

Technical Criteria weight: 

  • Criteria A: Minimum Master Degree in demography, statistics, social sciences or economics with an emphasis on demography. PhD is preferable - weight 10%.
  • Criteria B: Minimum of 10 years of proven experience in the area of demographic and labor market planning - weight 20%.

  • Criteria C: Minimum of 5 years of experience in policy development related to demographic imbalances and labor market planning  - weight 20%.

  • Criteria D: Performance in interview (Methodology and presentation) - weight 20%.

Documents to be included when submitting the proposals : 

For purposes of generating offers whose contents are uniformly presented and to facilitate their comparative analysis, it is best to recommend the preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation.  The following documents may be requested:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services [Note: this is optional for support services]; 
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
