Background

 The UNEP/UNDP/WRI Green Climate Fund Readiness Programme (GCF RP), funded by the Federal Ministry of Environment, Nature Conservancy, Building and Nuclear Safety of Germany (BMUB), aims to develop the capacity of Benin’s stakeholders to plan for, access, manage and monitor climate change finance, including from the Green Climate Fund (GCF).

The project started implementation in Benin in March 2016; to date the project management unit has been able to advance in different fronts, including: strengthening national institutions and raising awareness of stakeholders on climate change issues and access to climate finance; development of political, strategic and regulatory frameworks dealing with climate change; support national actors in enhancing their capacities on preparing, evaluating and monitoring projects; and improving decision-making tools.

Under the latter component, the Government of Benin requested support to better understand the implications of public spending for climate change and how to integrate climate into national budgetary and planning processes. In fact, in 2014 the GoB adopted a decree (no. 2012-359) which creates a “Commission of Economic Modelling for the Impacts of Climate Change and their integration in the State General Budget”. The GCF Readiness project team contracted a national team of experts in 2016, to conduct a review of public and institutional climate-related expenditure. Analyses of the government policies and institutions to increase their capacity needs to respond to the challenge and opportunities brought by climate change have been conducted and put together in a report. However, the GoB and project team have recognized that the need for an international expert on Public Finance Management (PFM), familiar with UNDP’s methodology of Climate Public Expenditure and Institutional Review (CPEIR), to provide quality assurance to the preliminary work and conduct further analysis to:

Identify opportunities and constraints for integrating climate change within the national and sub-national budget allocation and expenditure process.

Identify and layout a mechanism to strengthen government coordination in Benin, especially ensuring the engagement of ministry of economy and finance and ministry of development and planning and development , the National Committee for Climate Change, as well as the private sector, civil society and development partners and adopting CPEIR as budget-management tool.

Strengthen stakeholders’ capacity to formulate more informed policy proposals that respond to climate change while presenting economic, social and gender co-benefits.

A more thorough CPEIR will be a first step in the lead to a broader PFM reform process to mainstream climate change into planning and budgeting in Benin.

Duties and Responsibilities

The consultant will be responsible for providing technical advice to the national team on CPEIR methodology to conduct a deeper research and analysis to develop a more robust review of the climate expenditure and relevant institutions and coordinating mechanisms. The consultant will also be responsible for designing and delivering targeted training to government officials to increase their understanding of CPEIR and the recommendations put forward in it.

The consultant will work under the direct supervision of the national coordinator of the GCF RP and the UNDP Country Office in Benin, and under the guidance of the national project director.

The consultant will complete the following tasks in order to achieve the above responsibilities:

  • Conduct a literature review of existing and ongoing climate change policies, laws, and strategic frameworks in Benin (including the draft policy and law produced with the support of the GCF RP) and in the sub-regional level.
  • Review the report and analyses produced by the national team of experts, in order to propose strategic guidance to apply the CPEIR methodology to the Benin context.
  • Revise and provide technical and methodological comments and recommendations to the analyses conducted by the national team. à Produce a report with the consolidated technical comments and a work plan for the technical team (national and international consultants) to apply CPEIR methodology.
  • Conduct a participative training (using learning-by-doing approach) for the national team and selected government officials on the application, advantages, and objectives of the CPEIR methodology. Main output of the training should be a clear road map to conduct the CPEIR work in Benin. à provide a report on the training.
  • Apply CPEIR methodology to conduct deeper consultations and data collection and provide enhanced analysis (policy, institutional and climate expenditure analysis), together with the national team. à Produce comprehensive report
  • Conduct a validation workshop with all key stakeholders in Benin (Government and non-government actors, sub-regional and local authorities, etc.). à Provide final report on validation workshop, taking into account stakeholders’ feedback.

Required Skills and Experience

Education

  • Master’s degree in economics, public finance, or public administration.
  • PhD degree in economics, public finance, public administration or similar area is an advantage

Experience

  • At least 5 years of proven work experience in public policy and institutional analysis (3 points/One Year work experience);
  • At least 5 years of proven work experience in public budget and expenditure processes (3 points/One Year work experience);
  • At least 5 years of proven work experience coordinating with national and international experts on the development and application of climate change policy and climate finance institutional mechanisms (3 points/One Year work experience);
  • At least 2 years of working experience on climate finance, including understanding of international climate funds (GEF, GCF, AF, etc.) (5 points/One Year work experience);
  • Previous experience on application of the CPEIR methodology.

Language requirements

  • Excellent oral and written communication skills in English;
  • Fluency in French is an advantage.
