Background

The UNDP Pakistan is a key provider of technical assistance to the FATA Reform Process under the leadership of the FATA Reform Committee. UNDP support includes the provision of advisors to the relevant ministries, the FATA Secretariat and the Provincial Government as well as assistance in implementation of priority reforms such as rule of law, local government, and socio-economic development.

UNDP is also supporting the FATA Secretariat in the implementation of the FATA Sustainable Return and Rehabilitation Strategy which seeks to address the most immediate rehabilitation and recovery needs in FATA in order to facilitate sustainable returns of TDPs families. A core pillar of this strategy is the reform of governance, including judicial processes.

To provide technical and strategic advice at the ministerial level in the area of governance reforms in line with FATA Reforms Committee’s recommendations, UNDP is seeking the services of a Senior Strategist FATA Governance & Reforms.

Under the day to day supervision of the relevant government counterpart and matrix managed by the Governance & Reforms Advisor, the Senior Strategist will serve as a lead advisor at higher tiers and governance.

Duties and Responsibilities

1. To provide advisory service to finalize the reform package in line with FATA Reforms Comittee's recomendations and guidence from the Government; shall include:

a. Strategic Oversight of planning process including but not limited to implementation plans, relevent implementation units, laws, regulations, eules etc.

b. Drafting relevent presentations; briefings

c. Development and Communications on Donor Frameworks;

d. Monitoring progress of implementation, and making and implementing recomendations to resolve delivery issues.

2. To provide strategic input, advice and drafting to the Government, with respect to institutional arrangements for reform implementation (a transition/reform directorate, with relevent components at Agency, Governor, Provincial and SAFRON levels).

3. To assist in estabilishment of reform implementation structures;

4. To plan for and assist the implementation of consultation and strategic communication of the reform package to key stakeholder groups'

5. To provide high-quality policy and strategic input to the FATA 10 Year socio-economic plan, process and execution plans.

6. Consult on and draft the delivrables detailed below:

Expected deliverables are as below. These may be revised in mutual consultation with the Government depending on changes to the political situation.

Deliverable 1 (17%):

Working Paper on Intergovernmental working relations during the transition period in line with Recommendation I. Drafted after extensive consultation with key stakeholders, inclusive of Federal and Provincial authorities

Deliverable 2 (17%):

Concept note and terms of reference for a citizen engagement and feedback mechanism for reform including sampling strategy, etc. Drafted after extensive consultation with key stakeholders.

Deliverable 3 (17%):

Roadmap for FATA Reforms Implementation. Drafted after extensive consultation with key stakeholders including provincial, federal and international partners.

Deliverable 4 (17%)

Strategy for the implementation of recommendation XII of the Federal Cabinet decision point. Drafted after consultation with key experts, inclusive of Federal and Provincial authorities.

Deliverable 5 (17%)

Strategy for the implementation of recommendation XIII of the Federal Cabinet decision points. Drafted after consultation with key experts, inclusive of Federal and Provincial authorities.

Deliverable 6 (17%)

Strategy for the implementation of recommendation XXIV of the Federal Cabinet decision points. Drafted after consultation with key experts, inclusive of Federal and Provincial authorities.

n.b. The consultant shall follow the rules and guidance of SAFRON regarding handling of government data and information.

Required Skills and Experience

- The Senior Strategist Governance & Reforms must have relevant academic background at or above the Master’s Level.

- Minimum 35 Years experience in Government Administration (Federal Secretary or equivalent)

- 25 Years experince in FATA Governance

FINANCIAL PROPOSAL

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measureable deliverables. In order to assist in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems and number of anticipated working days).

EVALUATION PROCESS

Individual consultants will be evaluated based on the Cumulative analysis. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and

  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    1. Technical Criteria weight: 70%

    2. Financial Criteria weight: 30%

Only candidates obtaining a minimum of 49 out of 70 points would be considered for the Financial Evaluation

Evaluation:

1.Relevent academic background at or above the Master's Level(10 Marks)

2. Demonstrated capability to operate at the highest levels of politics and civilian bureaucracy including experience high level government experience (Federal Secretary or equivalent); (20 Marks)

3. Experience in FATA (25 years or more)(20 Marks)

4. Demonstrated expertise in analysis, strategy, (10 Marks)

5. Fluency in English and Urdu. Pashto is a significant asset. (10 Marks)

- Weak: Below 70% - The individual consultant/contractor has demonstrated a WEAK capacity for the analyzed competence

- Satisfactory: 70-75% - The individual consultant/contractor has demonstrated a SATISFACTORY capacity for the analyzed competence

- Good: 76-85% - The individual consultant/contractor has demonstrated a GOOD capacity for the analyzed competence

- Very Good: 86-95% - The individual consultant/contractor has demonstrated a VERY GOOD capacity for the analyzed competence

- Outstanding: 96-100% -The individual consultant/contractor has demonstrated a OUTSATNDING capacity for the analyzed competence
