Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. 

The autonomy of women in private and public life is essential to guarantee the exercise of their human rights (ECLAC, 2010 c). Autonomy based on gender equality is built through convergence between national gender equality plans, regional and international commitments and agreements. The ability to generate income and control assets and resources (economic empowerment), control over one’s body (physical autonomy) and full participation in decisions that affect their lives and to their community (autonomy in decision making) are the three pillars of equal citizenship and gender equality.

Through its programmes and projects, UN Women is providing technical assistance to national partners (governmental and non-governmental) in the implementation of existing international and national commitments to women’s rights and gender equality, it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life. According to its mandate, UN Women works in five thematic areas, such as leadership and participation, women’s economic empowerment, ending violence against women, women peace and security and governance and national planning fully reflect accountability for gender equality commitments. UN Women is also the lead Agency in coordinating the UN Country Team on gender equality and is chairing the UN Group on gender equality.

The Country program on “Women’s political empowerment and leadership” has played a critical role in supporting improved legislation, quota adoption, disaggregated electoral data, the Women’s Caucus, political participation of women, and new women counsellors and mayors. UN Women’s actions support the empowerment of women in political leadership and decision-making. UN Women will work on:

Strengthening legislative and electoral framework to promote women’s political participation and leadership, promote political and procedure reforms to political parties to promote the participation of women at all levels and strengthen civil society and media networks to promote and support gender equality agenda and women in decision making and promote gender equality rights in political participation at all levels.

Duties and Responsibilities

The Programme Coordinator will work under the direct supervision of the UN Women CO Albania Programme Specialist.

Designing and Implementation of Programme strategies

  • Implementation of Women Political Empowerment Portfolio in collaboration with main partners, other UN Agencies, donors and development actors;
  • Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned, and identification of opportunities for cooperation;
  • Contribution to formulation of Annual Work Plans within the area of responsibility, translating UN Women, Women Political Empowerment Portfolio, and GoA priorities into national and local interventions;
  • Planning, implementing, monitoring Women Political Empowerment Portfolio at CO level, in accordance with UN Women rules and regulations;
  • Provide technical support to UN Women implementing partners (government and NGOs) as well as consultants and collaborators, towards the achievement of intended results;
  • Application of RBM tool in establishing management targets and monitoring achievement of results;
  • Flags in a timely way issues of strategic concern and seeks advice from Programme Specialist in finding appropriate solutions;
  • Contribution to the regular preparation of aggregate reports on activities, outputs and outcomes including preparation of donor reports.

Implementation of Women Political Empowerment Portfolio activities

  • Design, oversee, and coordinate the implementation of relevant project activities with partners, UN Women local and regional programme team;
  • Provision of technical advice and guidance to Women Political Empowerment Portfolio  working groups and decision-making bodies on conforming to gender equality obligations according to national legislation and international obligations;
  • Financial and substantive monitoring and evaluation of project activities, identification of operational and financial problems, development of solutions;
  • Prepare the Project and portfolio Quarterly Progress Report (progress against planned activities and expenditures) and submit the report to the Programme Specialist;
  • Preparation of inputs for reporting, including donor and audit reporting. Prepare the Annual Report as per donors’ requirements (Austrian Development Agency and Swiss Development Cooperation, UN Coherence Fund and other donors), and submit the report to the Programme Specialist;
  • Ensure that progress reports from responsible parties are properly monitored in line with project outputs and timeline before approving;
  • Undertake regular monitoring missions to ensure timely delivery and quality of results;
  • Provide inputs on Women Political Empowerment Portfolio to UN Women quarterly and annual reports and UNCT/UNDAF mid-year and annual reviews and reports;
  • Preparation of topic-specific gender inputs, recommendations, briefs and briefings provided to decision makers in priority reform areas.

Technical Support and Financial Management

  • Manage the projects’ financial resources in accordance with UN Women rules and regulations;
  • Draft concept notes and follow-up on resource mobilization efforts at the country level in coordination with the Programme Specialist and the Country Representative;
  • Report on a regular basis to the Programme Specialist and Country Representative in order to ensure coordination, linkages, and synergies between all areas of work carried out by UN Women Albania Country Office;
  • Contribute to the development of technical documents for projects, including those needed to initiate and generate momentum, such as project proposals, and clear action plans for each programme activity; prepare project cooperation agreements with implementing partners, and letters of agreement with government and non-governmental partners;
  • Draft Terms of reference for consultants as needed and supervise and evaluate their performance in delivering required outputs;
  • Mobilize competent national and international experts that are needed by the beneficiaries of the project following the agenda and activities that are supported by the project;
  • Provide support on project related procurement/administration procedures;
  • Manage programme files and support information collection and dissemination: ensure project documentation (filing) & communication is properly done, tracking system is in place for effective project closure;
  • Draft programme progress reports and provide inputs to programme related products, including updates to various stakeholders and donor as requested;
  • Provide programmatic and technical support to UN Women in Albania as deemed necessary; 

Strategic Partnerships and External Communication

  • Creates strategic partnerships with stakeholders on national and local level and other partner’s programmes in Women Political Empowerment Portfolio; Liaises with governmental officials, civil society, academia, media, UN Agencies and the donors to meet their information needs, to enhance collaboration, resource mobilization and policy agenda setting in support for the project;
  • Seeks and incorporates synergies with similar initiatives on country level;
  • Make linkages between the SDG priority targets and the implementation of Women Political Empowerment Portfolio;
  • Support communication specialist with information on project implementation;
  • Coordinate with other UN Agencies and participate in UN results groups, other working groups as well as in meetings and activities on behalf of UN Women, as needed;
  • Participate at meetings with stakeholders and project partners, at different events and initiatives;
  • Promote and advocate for the project in the media as agreed with the National Programme Specialist, in relevant national seminars, meetings of work groups and panels, and project periodic evaluation and review meetings;
  • Provide other team members with updated information and knowledge on Women Political Empowerment Portfolio.

Required Skills and Experience

Education/Academic requirements:

  • Master’s Degree or equivalent in gender, development, public policy, social studies or related fields preferred;

Work Experience:

  • Minimum of 5 years of relevant experience at the national or international level in coordinating and developing projects in the field of gender equality (A minimum of 7 years’ experience if education is Bachelor’s degree);
  • Sound experience in project management, implementation and in working with Gender mainstreaming; Experience working with Women Political Empowerment would be an asset;
  • Experience in the use of computers and office software packages and handling of web based management systems.

Language Requirements: Fluency in English and Albanian.
