Antecedentes

The Joint Programme on Local Governance and Decentralised Service Delivery (JPLG) for Somalia is a joint UN program comprising of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF which commenced in April 2008 and is now in its second phase (2013-2017).

The UN JPLG is implemented in partnership with the Federal Government of Somalia, the Government of the Puntland State of Somalia and the Government of Somaliland with average annual budgets of USD 25-M. The JPLG two specific objectives are:

  • Communities have equitable access to basic services through local government;
  • Local governments are accountable and transparent.

The JPLG works to ensure transparent, accountable and efficient local service delivery by working at the following different enabling levels:

  • Improving the legislative and regulatory framework for decentralized service delivery in all three zones of Somalia;
  • Improving the capacity of existing and upcoming district councils;
  • Providing funding for service delivery through districts councils; and;
  • Developing the capacity of communities to generate the demand side governance at the local level.         

As recommended by JPLG external evaluations, 5 UN participating Agencies and JPLG donors, the JPLG needs to increase its visibility and this assignment is geared towards that; through design of newsletters, brochures and reports editing that help the Joint Programme better communicate its results and demonstrate how the Programme and local government partners impact the Somali population (human stories) and how these contribute to governance reforms. Produce a brochure outlining the work JPLG does.

The consultant will be contracted against a clear set of deliverables (listed under key results expected) for a duration of four (4) months.  The work may include: frequent travels to Somalia (incl. at district level) to interview local beneficiaries, meet with local and central governments, UN partner Agencies, development partners, the media and other stakeholders. The consultant will also help JPLG to edit notes and reports, create/maintain information flow on key social media and support the JPLG / PMU’s communication work in Nairobi.

Deberes y responsabilidades

Key results expected include:

  • Update the design of a 4-6-page newsletter (A4, PDF or JPLEG) with creative title, attractive layout consisting of appropriate mix of text, pictures and graphs. Layout should include UN, donors and Somali governments’ logos (Once, approximate time 1 day);
  • 2 newsletters highlighting major facts, trends, challenges and opportunities for JPLG. The content should be accompanied by high quality photographs.  The newsletters in English will be distributed electronically (end of May, end of September). Approximate time for each newsletter is 2 days;
  • Editing of human stories (approx. 1,000-1,500 words), highlighting how local governance / decentralization has impacted on the life of ordinary Somali citizens (in Somaliland and Federal Government of Somalia) with, when possible, a specific focus on women, youth and vulnerable groups. Approximate time per story is 1 day;
  • Build for the programme, a comprehensive distribution list for all products among donors, international development organizations, Somalia governments, local and international media;
  • Summary brochure of JPLG’s work – up to 8 – 10 pages, with clear indications of impact and core areas of focus to act as a briefing note for Somali partners, journalists and relevant development partners. Approximate time is 3 days;
  • Provide advice and guidance for the JPLG to build strong linkages with Somali mass media and electronic media;
  • Provide advice and guidance for JPLG’s web presence including Facebook, the JPLG web site and Twitter. Jointly launch JPLG Facebook (June 2017), web site and maximise visitor numbers;
  • Support editing and formatting of 2 JPLG Quarterly Reports (approx. 50-60 pages). Approximate time per report is 4 days;
  • Support and advice JPLG/PMU on specific issues related to external communication issues.

Habilidades y experiencia requeridas

Academic Qualifications:

  • Bachelor’s Degree or College Diploma in development communication, public information, communication, journalism, graphic design or any other related field.

Years of experience:

  • Minimum 5 years’ relevant working experience in communication;
  • Work experience in fragile states/conflict settings with a Government agency or development partner is an added advantage;
  • Proven experience in external communication, social marketing related to local governance and decentralized service delivery is an added advantage.

Language requirements:

  • Excellent communication, analytical skills and drafting in English;
  • Knowledge of Somali is an added advantage.
