Background

The Resident Coordinator System encompasses all organizations of the United Nations that have operational activities in the country. As the designated Representative of the UN Secretary-General and leader of the UN Country Team (UNCT), the UN Resident Coordinator (UNRC), in consultation with the UNCT, assumes overall responsibility and coordination of the developmental activities of the UN carried out at country level. The UNCT is composed of representatives of the UN funds, programmes, specialized agencies, entities and non-resident UN agencies.

The UN Country Team in Brazil has various working structures to ensure a coordinated interagency action in the country, and implement joint activities under the leadership of the Resident Coordinator. The Interagency Working Groups, which respond to the UN Sustainable Development Partnership Framework, are the main mechanism for coordination at the national level and for the joint work of the UN agencies.

The UN Coordination Assistant under the overall supervision of the Resident Coordinator, direct supervision of UN Coordination Officer, in close cooperation with the operations, programme and project teams of the UN System in Brazil and UNDG will provide assistance to the execution of the services at the UN Resident Coordinator’s Office (RCO) by managing data and providing support to the implementation of UN joint activities.

Duties and Responsibilities

The UN Coordination Assistant will provide support to the preparation and implementation of the UNRC/UNCT Work Plan and the UN Sustainable Development Partnership Framework (UNSDPF) focusing on the achievement of the following tasks:

  • Support to the Results Groups, Thematic Groups, Advisory Groups, and other interagency structures, mainly related to the implementation of their work plans and the advisory on issues related to internal procedures of the UNCT and RCO.
  • Support the coordination and organization of UN joint activities, such as events, workshops, trainings, meeting, among others.
  • Prepare correspondence, briefings, reports and other informational materials on relevant themes to the RCO and the UNCT.
  • Assist in the elaboration of minutes and records of the meetings and retreats of UNCT, RCO, as well as any other high level meeting and retreat.
  • Support the elaboration of joint projects proposals for prospection of funds and partnerships.
  • Attend designated meetings on behalf of the UN Resident Coordinator’s Office (RCO).
  • Replace the Coordination Associate/M&E Adviser during annual or sick leave periods.

In addition, the UN Coordination Assistant will provide support to the implementation of the financial resources management, focusing on achievement of the following tasks:

  • Proper administration of funds through the preparation of financial reports and required budget revisions.
  • Administrative support to management of the RCO projects, from procurement/ contracting to follow up of contracts and monitoring of payments/expenditures.
  • Provision of technical advice and logistical support to mission of non-resident agencies.
  • Preparation of budget proposals in support to the elaboration of joint projects proposals for prospection of funds and partnerships.
  • Perform other tasks/functions when required.

The efficient and prompt delivery of services impact on a whole range services and operations in the unit and result in meeting client (internal / external) needs and satisfaction.

Required Skills and Experience

Education: University degree in international relations, administration, social sciences, development studies or related areas.

Experience:

Required:

  • At least four years of relevant administrative and programme experience at national or international level.
  • At least four years of relevant experience on financial reporting and budget management procedures.
  • Advanced knowledge and experience using Microsoft Office Package, including Excel, Word, Outlook and PowerPoint.

Desired:

  • Previous working experience with a UN agency or other international organization.
  • Experience with ERP system, mainly Atlas (PeopleSoft).
  • Proven working experience with themes related to the UN mandate, mainly in human rights issues, promotion of gender equality, combat of racism, youth and/or sustainable development goals.
  • Experience in coordination in the UN System would be an advantage.

Languages:

  • Fluency in Portuguese and English. Knowledge of other UN languages will be considered an asset.
