Background

The Global Support Programme (GSP) is a jointly implemented programme by UNDP and UNEP that provides support to non-Annex I Parties in order to prepare National Communications (NCs) and Biennial Update Reports (BURs) that are submitted to the UNFCCC. Further, the GSP works with key counterparts to provide technical guidance and assistance for the development of the NCs and BURs as well as in the identification of priority areas of support for the implementation of the Intended Nationally Determined Contributions (INDCs). Parties are provided technical backstopping, tools and targeted guidance, as well as training, to carry out the preparation of these reports. Similarly, countries are assisted to strengthen national institutional arrangements to support the new reporting requirements and ensure alignment with national development priorities.  This support is linked to regional centers and international experts to provide guidance to countries as and when needs arise. Parties are also encouraged to exchange data and information, tools and methodologies, lessons learnt and good practices to enhance the quality and utility of their reports.

The Global Support Programme (GSP) provides technical support and capacity building in the following areas; 

  • Greenhouse Gases (GHG) Inventory, for example on uncertainties of data and emissions calculations, calculation sheets and tables to enhance transparency and better understanding of inventory results, quality control and quality assurance procedures (e.g. peer reviews), identification of sources of data and key assumptions used in emission estimates, development/establishment of GHG inventory systems, training in the use of the IPCC Guidelines.
  • Vulnerability and Adaptation assessments, such as backstopping in the adoption of the most appropriate methodologies, development of climate scenarios and comprehensive analysis of socio-economic context for impacts assessments, clearer descriptions of results from models used in impacts assessments and support on the articulation of an adaptation plan through proposed measures and policies to address climate change impacts.
  • Mitigation assessment, for example providing guidance on cost-benefit analysis of mitigation options and socio –economic implications, use of models for mitigation analysis, calculations of mitigation potentials.

Duties and Responsibilities

Under the overall guidance of the Programme Coordinator, the Junior Communication Consultant ensures effective support and advisory services related to the implementation of GSP communications strategy. The consultant shall provide the following services:

Under the responsibilities of GSP communication strategy, the expert will assist in the following activities:

  • Support the strategy of GSP branding,
  • Support the creation and uploading of content for the GSP website,
  • Support the maintenance, back-up and transfer of knowledge products, 
  • Support the launch and conduct of a photography contest,  
  • Support of the launch of Google Analytics and improve the analytics for the website and social media platforms of GSP, 
  • Support the coordination of photo essays with the two winners of the photo contest,
  • Assist the team in the organisation of key events and communication opportunities, such as major regional conferences, discussions and report/publication launches,
  • Research and monitor relevant websites and social media channels as needed to feed content into the work of the team,
  • Undertake other relevant duties as directed by the Project Coordinator.

Under the responsibilities of GSP communication branding, the expert will produce tentatively up to 20 knowledge products such as infographics, webinar invitation material, banner design, leaflets for GSP workshops. All content will be provided by GSP.

Deliverables:

  • Developed GSP communication strategy in branding – 1/4 of total payment – approximately 1 month after start;
  • Developed the content of the GSP website, following up the maintenance, back-up and transfer of knowledge products and preparation of 6 knowledge products - 1/4 of total payment – approximately 2 month after start;
  • Launch and conduct a photography contest and the coordination of photo essays with the two winners of the photo contest and preparation of 7 knowledge products - 1/4 of total payment – approximately 3 month after start;
  • Launch of Google Analytics and improve the analytics for the website and social media platforms of GSP, assist the team in the organisation of key events and communication opportunities, such as major regional conferences, discussions and report/publication launches and preparation of 7 knowledge products – 1/4 of total payment - approximately 4 month after start.

Required Skills and Experience

Academic Qualifications/Education: 

  • Bachelor Degree in computer and information sciences, social sciences, international relations, communications, design or related field.

Experience: 

  • Minimum 2 years of work experience in social studies, public relations, strategic communications, graphic design, journalism, knowledge management and communications;
  • Proven technical experience on Adobe Illustrator, Adobe Photoshop and Adobe InDesign;
  • Prior experience in management of social media platforms, and knowledge of best practices for infographic design;
  • Experience in implementation of Google Analytics;
  • Participation in the projects based on Content Management System (CMS) and front-end responsive functionality, preferably Drupal CMS;
  • Practical experience with prototyping and design thinking is a distinct advantage;
  • Full computer literacy, MS Office applications and Internet use;
  • Knowledge of coding languages as HTML and CSS is an asset;
  • Experience in working in a multicultural setting;
  • Acquaintance with UNDP rules and procedures is an asset.

Language skills: 

  • Fluency in English.


Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Evaluation: 70% of total evaluation (maximum 70 points):

  • Criteria A: Education (maximum 10 points);
  • Criteria B: Minimum 2 years of work experience in social studies, public relations, strategic communications, graphic design, journalism, knowledge management and communications. (maximum 10 points);
  • Criteria C: Technical experience on Adobe Illustrator, Adobe Photoshop and Adobe InDesign (maximum 10 points);
