Background

UNDP’s Regional Hub for Europe and the CIS is UNDP`s advisory hub for the Europe and CIS region (IRH) tasked with the responsibility to provide policy and programmatic support to UNDP´s development activities in the region. It also handles some specific projects with an international scope beyond the ECIS region.

Kapuscinski Development Lectures (KDL) project: the European Commission and UNDP have been jointly organizing the “Kapuscinski development lectures” series since 2009. The project includes a series of high-level lectures on development delivered by international experts and policy-makers at universities across the European Union. In 2009-2017 the European Commission, UNDP and partner universities organised 100 Kapuscinski Development Lectures (www.kapuscinskilectures.eu). In the 2017-2018 EC and UNDP plan to organize 8-10 lectures. 

Duties and Responsibilities

Project Consultant for Kapuscinski Development Lectures is expected to work in close collaboration with the KDL project team in carrying out the following activities:

  • Provide advice in financial management and operations of the project, namely in preparation of:
  • 10 grant agreements preparation in the framework of KDL
  • 2 institutional agreements with service providers 
  • Provide technical inputs on the recruitment of two individual consultants including inputs for TORs
  • Provide inputs for (standard) contractual documents for the procurement of goods/services;
  • Consult payment procedures and preparation of financial reports of the project;
  • Analyze data related to the project expenses and encumbrances;
  • Advise on budget monitoring and update of budget reports; 

Specific tasks for each month will be agreed with the supervisor and payments will be released based on the monthly report approved by supervisor. 

Missions:
Non-envisaged. In case of any mission the incurred costs will be covered separately as per UNDP rules and regulations. 
 
Payments:
The consultant will be responsible for all personal administrative expenses associated with undertaking this assignment. Monthly payments will be released based on a number of working days reported in a timesheet and approval of the supervisor (Project Manager) on delivery of services in satisfactory manner.

Required Skills and Experience

Education:

  • Advanced degree or equivalent in Social sciences or international relations or relevant field; (Criteria A)

Experience:

  • Minimum of 5 years of progressively responsible in providing operational support covering the following areas: project management experience, procurement or finance services (Criteria B) 
  • Experience working in an international organization, preferably in UN/UNDP systems (Criteria C)
  • Experience in inter-agency work will be an advantage (Criteria D)

Language skills:

  • Fluency in English in writing and speaking 


Evaluation of Applicants>

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation. 

Only highest ranked candidates who would be found qualified for the job based on the P11 desk review will be considered for financial evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A – max points: 10;
  • Criteria B – max points: 10;
  • Criteria C – max points: 10;
  • Criteria D – max points: 5.

Financial Criteria - 30% of total evaluation – max. 15 points.

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...). 

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner on monthly basis. 
Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
