Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The “Gaziantep Women-only Centre: Providing Livelihood Support” project aims to support the social and economic stabilization of refugee women, and to contribute to their self-reliance and ability to co-exist with women from the host community by creating a women-only centre/oasis that provides Syrian and host community women with: (i) a protected social space with childcare, referral services and language/vocational/empowerment skills development; (ii) a platform for dialogue, co-existence and the development of joint empowerment activities.

The Gaziantep Women-only Centre will serve as a one-stop-shop for women with a Temporary Protection Status (primarily Syrian but possibly from Iraq) as well as women from the host community. While several centres currently function in Gaziantep to meet Syrians’ needs, this one will specifically be “women-only,” offering a protected space to the most excluded and reaching out to women who until now have been cloistered in their homes, isolated and with little or no access to existing services. . Services that will be available at the women-only centre in Gaziantep will include:  a) referrals and community-building support; b) basic life skills trainings (including language courses, communication courses, self-reliance and empowerment programs; c) an understanding of gender equality, women’s rights and Gender Based Violence (GBV); d) psychosocial support; g) childcare support and h) legal support on access to employment.

The project will directly be implemented by UN Women, in cooperation with the Gaziantep Metropolitan Municipality, International Labor Organization (ILO) and Association for Solidarity with Asylum Seekers and Migrants (ASAM).

The project has been initiated in May 2017.

Working closely with the Gender and Humanitarian Specialist and under the supervision of the Country Programme Manager in Ankara, the Project Manager will be responsible for coordinating the implementation of relevant project activities. This also includes regular contact and information sharing about the progress towards expected project results with the stakeholders; regular monitoring and reporting on the results achieved to donor. The Project Manager will also directly supervise the Project Associate who will be hired in his/her support by UN Women.

Duties and Responsibilities

  • Manage and coordinate relevant program activities towards achieving expected results in accordance with the Project Document and the UN Women rules and procedures;
  • Assume primary responsibility for daily management and oversee the implementation of the project both organizational, operational and substantive matters – budgeting, planning and general monitoring of the project;
  • Take overall responsibility for financial, technical and methodological aspects of implementation;
  • Facilitate the project implementation and coordination with partners;
  • Supervise the performance of Responsible Parties and ensure timely submission of progress reports;
  • In Coordination with the Gender & Humanitarian Specialist, assist in coordinating with stakeholders and partners relevant to the project implementation such as Embassy of Japan, Gaziantep municipality, Emergency Management Authority (AFAD), Ministry of Family and Social Policies, Directorate General of Migration Management (DGMM), UN agencies, Responsible Parties as well as CSOs, universities, gender advocates and other possible stakeholders;
  • Ensure dissemination of information and knowledge management for effective program implementation;
  • Prepare an annual work plan(s) and ensure adherence to the program work plan, prepare revisions of the work plan, if required;
  • Prepare annual progress reports;
  • Prepare terms of reference for national and international consultants and subcontractors;
  • Monitor and guide the work of consultants and subcontractors for compliance with the agreed work plan and deliverables;
  • Monitor the expenditures, commitments and balance of funds in line with the annual implementation plan and reporting requirements;
  • Supervise Project staff;
  • Undertake any other actions related to the project requested by the Country Programme Manager;
  • Ensure full compliance with operational UN Women rules and regulations in terms of procurement, human resources and finance;
  • Support initial work that may lead to development of any new UN programme led by UN Women led or where UN Women is a partner.

Required Skills and Experience

Education and certification:

Master’s degree with 5 years’ work experience in related field (social sciences, political science or related subjects);

Experience:

  • 5 years relevant experience at national and international level in field project management

  • Practical experience on working with central or local decision-makers considered an asset;
  • Experience with UN policies and procedures considered an asset;
  • Experience working with an ERP system (Oracle SAP etc.) considered an asset;
  • Experience in projects / programmes on empowerment of women in humanitarian contexts;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems

Language Requirements:

  • Fluency in English and Turkish.
