Background

UN Women is seeking to hire a Policy Specialist in the area of gender equality and HIV and AIDS for its Regional Office for Eastern and Southern Africa (ESARO) and Western and Central Africa (WACARO) and based in the South Africa Multi Country Office (MCO).  This is in recognition of the fact that research in this area strongly points to the linkages between gender inequalities and HIV and the importance of developing approaches that will address systematic gender inequalities, which perpetuate behaviors that put women at risk of HIV.  UN Women is looking to address the needs and strengthen the voice of women and more so those living with HIV and AIDS. It is also important to strengthen institutional responses through developing gender sensitive multi -sectoral approaches to addressing HIV and AIDS.  UN Women will therefore be focusing on strengthening gender responsive prevention strategies and addressing systematic gender inequalities.

The Policy Specialist will be responsible for overseeing the effective implementation of UN Women’s cross regional HIV and AIDS programmes and activities under its global policy efforts in the area of gender equality dimensions of HIV and AIDS. The Policy Specialist, HIV/AIDS is responsible for programme management including oversight, trouble shooting, monitoring and evaluation, reporting and financial and human resources management; programme communications and knowledge management; and partnership development. The Policy Specialist will be interacting with the UNAIDS Regional Support Team to provide inputs to policy guidance and standard setting, and will also be providing support to the COs with regards to national level policy engagement, or standard setting within the platform of the UNAIDS joint teams and/or UN theme groups or the Country Coordinating Mechanisms of the Global Fund to fight AIDS, TB, and Malaria.

The Policy Specialist, HIV/AIDS reports directly to the Regional Director, ESARO in close collaboration with the Regional Director, WCARO. The incumbent will have a matrixed reporting line with the Country Representative in South Africa MCO for day-to-day operational supervision and guidance. 

Duties and Responsibilities

Oversee the development of programmes on HIV/AIDS to Country Office/ Multi Country Office teams

  • Oversee the development of regional programme documents on HIV/AIDS;
  • Analyze and review trends in HIV/AIDS using UN Women systems including Results Management System, LEADs, and corporate donor reporting processes;
  • Provide technical inputs to programme proposals from country offices and the multi-country office;
  • Provide advice on contextualizing/ localizing programme documents, country strategies, and knowledge products;
  • Coordinate proper monitoring and reporting for HIV/AIDS programmes/ projects in collaboration with programme teams.

Provide capacity building support to Country Office/ Multi Country Office teams and partners on gender equality and HIV/AIDS

  • Provide substantive technical and policy support to country office and multi-country office programme teams in developing and strengthening projects/ programmes, annual work plans, and strategic notes;
  • Develop, implement and monitor capacity building initiatives;
  • Provide technical support to partners on implementation of HIV/AIDS programmes/ projects;
  • Provide technical policy advice to programme/ project managers/ specialists in the COs and MCO.

Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners, including UNAIDS

  • Build and maintain alliances and strategic partnerships for the advancement of HIV/AIDS agenda;
  • Build and maintain close liaisons with relevant donors and other actors supporting efforts towards HIV/AIDS agenda;
  • Production of periodic updates and briefs on regional/country development situations to be used by stakeholders, CO and HQ;
  • Maintain close contact with relevant staff in UN Women HQ especially as it relates to providing technical inputs to global standard setting documents and policies to UNAIDS and other partners.

Oversee the design of HIV/AIDS initiatives in the regions and the development of relevant knowledge products

  • Provide policy recommendations and guidance to strategic planning and positioning on HIV/AIDS;
  • Work closely with and provide advice to regional/ national bodies and interagency groups that influence national policies related to HIV/AIDS, and where necessary represent UN Women;
  • Research, develop and present analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on HIV/AIDS; 
  • Identify promising practices, technical expertise, and strategic opportunities in HIV/AIDS.

Manage resource mobilization for HIV/AIDS portfolio in the region

  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on HIV/ AIDS;
  • Provide support to field based presences in the region in mobilizing resources for the implementation of HIV/AIDS initiatives;
  • Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation.

Oversee knowledge building and sharing for the HIV/AIDS portfolio

  • Identify and disseminate lessons learnt and good practices in collaboration with the MCO and COs in the region;
  • Ensure technical skills and knowledge are shared within and among the MCO and COs and with HQ;
  • Oversee reporting of COs on progress of implementing the UNAIDS strategy 2016-2021.

Education

  • Master’s degree or equivalent in public health, human rights, international relations or other social science fields is required.

  • At least 7 years progressively responsible experience in designing and managing programmes and advocating for women and HIV/AIDS; ideally with some experience in developing countries;
  • Experience in programme, policy analysis, and strategic planning;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience in mobilizing resources;
  • Experience working with the UN is an asset;
  • Experience working in the regions is an asset.

Language:

  • Fluency in English is required;
  • Working knowledge of French is an asset;
  • Knowledge of the other UN official working language is an asset.
