Background

In 2015 United Nations Development Programme and Ministry of National Economy of the Republic of Kazakhstan (MNE RK) initiated a joint project that aimed at the improvement of the system of assessment of efficiency of state bodies' activity, the further improvement of the public services provision system, as well as harmonization of the objectives and functions of state bodies.

The project has promoted further reforming of the effective governance of the Country by means of building up the efficient system of public administration, improving the system of assessment of state bodies activity efficiency and development of the sphere of public services provision. In the year 2016 the project provided support to the MNE RK in the implementation of functional analysis of 6 state bodies (4 Ministries and 2 local executive bodies). The local consultants were hired to conduct time-use studies of state bodies and the international consultant provided some recommendations on the optimal staff size of 6 state bodies.

This year the MNE RK will conduct the functional analysis of 2 local executive bodies. The major purpose of this work is to analyse functions and select the functions of local executive bodies that will be optimized. The MNE RK also plans to propose a new structure of local executive bodies and define its essential functions and goal

Duties and Responsibilities

Objective:

The main objective of the work is to provide methodological and training support in conduction of functional analysis and analysis of business processes of 2 local executive bodies to the UNDP, MNE RK and relevant stakeholders.

Scope of works and results:

An International Consultant will work together with the local team of consultants and Ministry officials on conduction of analysis of efficiency of business processes at 2 local state bodies with the development of suggestion for automatization of functions, avoidance of duplication, optimal staff structure. The International Consultant will be the key person to provide methodological support and to provide training for the officials and the relevant parties. The results of group work will be evaluated by the UNDP and MNE RK upon its presentation.

Recommended Presentation of Offer:

Interested international consultants must submit the following documents/information to demonstrate their qualifications:

  • Duly accomplished Confirmation of Interest and Submission of Financial Proposal Template using the template provided by UNDP (Annex II);
  • Personal CV and P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Copies of diplomas, certificates and other education/professional documents.

Criteria for Selection of the Best Offer:

Individual consultants will be evaluated based on the following methodology - cumulative analysis. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Competencies

  • Excellent analytical skills
  • Expertise in drafting and editing informational, methodological publications in public administration and public policy with the focus on reform of civil service and functional review
  • Team-worker 

Required Skills and Experience

Academic Qualifications: Master’s degree (obligatory) in public administration, development, public policy and\or business administration, economics, political science and management. PhD degree is preferable.

Years of experience:

  • A minimum of 5 years work experience in public administration and/or reform of civil service projects
  • Specific experience in functional analysis/review of state bodies, knowledge and experience of public management systems in Central Asian countries is desired-
  • A minimum of 2 years work experience in conducting trainings as a lecturer, trainer

Language requirements: Fluency in English. Knowledge of Russian is an advantage
