Background

The Government of Sierra Leone in close collaboration with donors and development partners are working to establish an Integrated National Civil Registration system in Sierra Leone.    To that end, the Government recently enacted a National Civil Registration Act under which a National Civil Registration Authority (NCRA) is being established. The NCRA will support the GoSL to record (on a continuous, permanent, compulsory and universal basis) the occurrences and characteristics of vital events and other civil status events related to its citizens and residents, as provided by and in accordance with an established legal framework. Those events will include marriage, divorce, births, deaths, adoptions, and legal changes of names.  Multi – purposive ID cards will be issued to all citizens.  Among many other uses, henceforth the Civil Register once established will be used to extract Voters List. This will not only make future voter registration exercises efficient and inexpensive but also to enable easier citizen’s access to a wide variety of services and support the Government in better targeting of beneficiaries for various safety net and social protection initiatives. 

In November 2016, the President of Sierra Leone, H.E President Ernest Bai Koroma appointed members of the Board of Directors for NCRA and these consist of a Chairperson and ten other members.  In addition, the President appointed the Director General for NCRA.  Four (4) subsequent board meetings have been held since the appointment of the BoDs. 

NCRA has requested for technical assistance from UNDP to develop a communication strategy.  The overall aim of the strategy is to guide NCRA to achieve their respective overall organisational objectives, engage effectively with stakeholders, and ensure people understand their work (increasing visibility).  Within NCRA, the strategy will provide tools that will enable staff to communicate effectively and understand their roles, and for management to provide leadership and promote accountability.

In support of the above, UNDP is seeking for the services of a National Consultant Communication Expert to support NCRA to develop a Communication Strategy. 

Duties and Responsibilities

 The National Consultant Communication Expert will support NCRA to achieve the following:

  1. Organize regional multi stakeholder consultations with the aim to set communication goal and objectives; developing key messages that will effectively speak to target audiences.  Messages should be tailored to resonate with the target audience(s) – various versions of the message may need to be prepared to reach different audiences; identifying effective communication channels, techniques and tools and these will include among others interpersonal channels (one-on-one contact), community-oriented channels using existing social networks, and media channels (including modern mass media such as radio and TV, “new media” such as the internet and SMS, and “folk media” such as story-telling and traditional cultural performances); mapping out accessible communication resources such as access to free air-time on modern mass media such as radio and TV;
  2.   Organize a workshop with NCRA staff to develop tools for effective communication within the institution and guide staff to understand their roles, and management to provide leadership and promote accountability;
  3.   Draft and disseminate Communication Strategy and this should clearly define, layout and track all the key areas mentioned above. The Communication Strategy will also comprise of an action plan and a monitoring plan.  The action plan will help to translate the strategy into specific guidance for its activities, while a monitoring plan will help to verify, at regular intervals, whether the strategy is progressing as planned, and whether context changes call for adjustments.  The Communication plan will also consist of a budget.  
  4.  Validate draft Communication Strategy with NCRA stakeholders and ensure all comments are incorporated in the final Communication Strategy;
  5.  Submit final and approved (by NCRA) Communication Strategy to UNDP.

Required Skills and Experience

Education:

Masters’ Degree in Mass Communication, and/or Journalism, Business Administration, Public Administration, Political Science.

Experince:

A minimum of 5 years professional experience;

Experience in formulating communication strategies;

Familiarity with the work of the National Civil Registration Authority, and in particular civil registration and identity systems;

Experience in working with Government Institutions and the United Nations;  

Language Requirement: Fluency in written and spoken English
