Background


UNDP is the UN's global development network advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. As a founding Cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), under the UNAIDS division of labor, UNDP is responsible for leading the response in addressing dimensions of AIDS relating to: development planning and mainstreaming; governance; and human rights, gender and sexual diversity. UNDP is also responsible for providing support to governments and national human rights and justice institutions, and CSOs in their efforts for the implementation of policies and programmes that protect the human rights of people affected by HIV and other marginalized and excluded segments of the societies. 

UNDP supports regular meetings of the Africa Key Population exerts group. Since 2014, the group held three meetings to develop the Model Regional HIV Framework for Key Populations, to develop indicators and targets for the framework and to develop a participatory research methodology for key populations. The fifth meeting of the group is planned to be held from 7-8 August 2017. The main objective of the meeting is to discuss the human rights related challenges of HIV programmes for key populations and propose detailed approaches for key population groups, civil society and other stakeholders. 

Specifically the meeting will:

  • Discuss strategies for positioning KP issues in implementation of the SDGs in Africa 
  • Share updates on utilisation of the Model Framework at regional, national and sub national levels 
  • Facilitate experience sharing and learning between regions 

Up to fifty members of the Africa KP experts group and KP Experts from other regions (including from the Arab States and Eastern Europe and Central Asia) will participate in the meeting. This ToR is developed to recruit a qualified consultant for the meeting. 

Location: Home-based

Missions: 1 mission to Johannesburg, South Africa for five working days.

Duties and Responsibilities

Under the overall supervision of the Programme Manager, LPP Project, HIV, Health and Development (HHD) Team, the consultant will:

  • Prepare session objectives, agenda and method (app. 6 days)
  • Facilitate the discussion of the meeting (app. 2 days)
  • Produce a report of the meeting (app. 4 days)

Payment Schedule:

Payment will be effected at successful completion of the activities and submission of report.

Corporate competencies:

  • Commitment to the principles set forth in the UN High Level Declarations on HIV and AIDS, the UN Human Rights Council resolutions on LGBTI;
  • Commitment to the UNDP Strategic Plan;
  • Adherence to strict confidentiality and protection of medical secrets, privacy and anonymity of people living with, or affected by HIV.

Functional competencies:

  • Very good understanding of problems of key populations including sex work, MSM, and IDUs especially in the context of Africa;
  • Very good understanding of work of government and non-state actors – civil society organizations, networks, community groups and others;
  • Ability to work independently and in a team, strict adherence to completing assigned tasks in a timely manner;
  • Excellent organizational, research, drafting and communication skills;
  • Excellent writing, research, analysis and presentation skills. 

Required Skills and Experience

Education:

  • Advanced Degree (Master’s) in Human Rights, Law, Gender, Social Science, Social Policy, Public Health or other related field.

Experience:

  • Minimum of 12 years of national/ international professional experience in social policy, human rights, and HIV 
  • Strong and proven experience in implementing activities or conducting research on issues related to HIV and human rights. 
  • Work experience in African countries in the context of sex work, men who have sex with men, and people who use drugs

Language skills:

  • Fluency in English 


Evaluation of Applicants:
Individual consultants are evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and a financial proposal.
The award of the contract is made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria - 70% of total evaluation: max. points: 70:

  • Advanced Degree (Master’s) in Human Rights, Law, Gender, Social Science, Social Policy, Public Health or other related field: max. points: 5;
  • Minimum of 12 years of national/international professional experience in social policy, human rights, and HIV: max. points: 20;
  • Excellent writing, research, analysis and presentation skills (as demonstrated in CV): max. points: 10;
  • Strong and proven experience in implementing activities or conducting research on issues related to HIV and human rights: max. points: 15;
  • Specialized expertise in the area of HIV in the context of sex work, MSM, and IDUs with work experience in African countries: max. points: 15;
  • Fluency in English (as demonstrated in CV): max. points: 5.

Financial Criteria - 30% of total evaluation: max. points: 30.

Only candidates who will get at least 70% of score in technical evaluation will be considered for the Financial Evaluation.
