Background

The Government of Samoa signed SMSMCL Project Document in October 2013. The primary objective of the project is to strengthen local capacities, incentives and actions for integrated landscape management in order to reduce land degradation and greenhouse gas emissions and promote nature conservation whilst enhancing sustainable local livelihoods. In order to achieve this objective the project will support local household and wider community actions to reduce pressures on natural resources from competing land uses in the wider landscape.

The project has two outcomes and four outputs:

Outcome 1:

Communities and farmers are able to undertake and benefit from integrated land and water management on their traditionally owned land.

  • Output 1.1: Landowners engaged in farming in the targeted communities increase village land area under Sustainable Land Management practices;
  • Output 1.2: Community leaders in targeted villages endorse participatory action plans and engage in sustainable land management practices on village land. 

Outcome 2:

Strengthened national enabling environment to promote integrated landscape management though local households and communities.

  • Output 2.1: National agencies involved in land use activities are able to effectively coordinate field interventions using a multi-sectoral approach;
  • Output 2.2: Policy makers and key stakeholders have an increased knowledge of Sustainable Land Management through services and training.

Duties and Responsibilities

An experienced gender specialist is sought to undertake a comprehensive gender and social inclusion analysis of the project, and to develop a gender and social inclusion action plan to be implemented over the remaining term of the project. The scope of work will include a desk review of the project documentation, a mission to undertake further research and to consult with stakeholders, development of an action plan, and training of the project team on the effective integration of gender and social inclusion considerations into project activities.

Required Skills and Experience

Education:

  • Masters degree in Gender, Social Science, Environmental Studies, Political Science, Pacific Studies, Geography, Anthropology or another relevant field;

Experience:

  • At least 5 years of experience in gender analysis in environmental / public sector initiatives, preferably with experience in the Pacific Island region;
  • Knowledgeable about environmental issues, climate change impacts, water vulnerability challenges and resilience building opportunities particular to Pacific Small Island Developing States, and/or developing countries
  • Experience in conducting feasibility studies / evaluations for international, multilateral, bilateral donor funded environmental initiatives;
  • Culturally sensitive, friendly, and effective communication skills that are conducive to effective presentations and networking, and building trust required to complete tasks;
  • Proactive in updating work progress and raising any challenges and proposing practical solutions when delays and/or change of plans occur;
  • Able to build strong relationships with stakeholders, focuses on impact and result for the stakeholders and responds positively to feedback; consensus-oriented;
  • Highly developed inter-personal, negotiation and teamwork skills, ability to work in multi-cultural environment.

Language:

  • Fluency in English (oral and written) is a requirement, with excellent written and presentation skills using plain English
