Background

UNDP’s aspiration as of recently is to become a more innovative organization. Innovation in the context of UNDP Albania’s intervention areas - towards social and economic empowerment, local development, resilient delivery systems, and citizens’ role in designing public services. By adjusting the way to approach development challenges, UNDP aims to become a trusted broker in the field of social innovation, and position strategically in responding effectively to ever more sophisticated demands of the partners and donors.

Recognizing the immense potential for innovation to promote development goals, but with the proviso that proper prototyping – conducting small and low-cost experiments before investing time and money in substantial projects is conducted, the UNDP country office in Albania aims to become an adopter of this approach. UNDP’s efforts have focused on three main areas: 1) improving the outreach, quality and effectiveness of public services; 2) addressing the main social challenges faced by citizens; and 3) tackling youth unemployment through skills development and support to entrepreneurship.

Addressing skills development and employment challenges of youth have been one UNDP Albania’s key intervention areas in the country for over 6 years. During this period, to support the integration of various youth employment policy objectives through coordinated action, UNDP Albania, in collaboration with other UN agencies has designed and implemented multiple skill development / employment related interventions.

In the frame of the Skills Development for Employment Programme, a blog and a podcast have been developed and updated weekly at www.aftesi.info aiming to inform youth on vocational and educational training, youth employment, skills development.?

Duties and Responsibilities

Scope of Work and Description of Duties and Responsibilities

In the context of the developed programme blog and podcast, a national consultant will be engaged during the period of June 1st, 2017 – May 30th, 2018 to assist the Skills Development for Employment (SD4E) Programme with the following:

  • Capture high resolution images to be used in the Programme blog;
  • Capture high resolution images of Podcast guests;
  • Edit high resolution images;
  • Provide at least 10 selected and edited images from each assignment

Deliverables

The expected deliverables for this individual consultancy – spread out as support over the period June  2017 – May 2018 will be as follows:

  • Provide portrait format photos (podcast)
  • Provide high resolution images

Duration:

The consultant will be hired for a maximum of 48 working days over the period of June 2017 – May 2018. The number of working days is an estimation, thus the consultant is expected to provide their professional fees on a daily rate.

Management arrangements

The consultant will report to the UNDP Programme Specialist/Advisor.

Required Skills and Experience

Education

  • Bachelor Degree in Photography, Arts or closely related field of studies

Work experience

  • Five years of progressive experience as a photographer;

Evaluation Procedure

UNDP applies a fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 70

Criteria A: Proven track record of similar assignments– max points: 35

Criteria B: Educational background– max points: 15

Criteria C: Prior experience in carrying out similar assignments with UNDP, or other UN and international agencies – max points: 20

Financial Criteria - 30% of total evaluation – max points: 30
