Background

The UNDP, through support to the “Lebanon – Support to Economic Recovery, Community Security and Social Cohesion in Lebanese Communities Affected by the Syrian Crisis Program” has initiated a project of energy supply for host communities funded by the Netherlands Ministry for Foreign Trade and Development Cooperation, in partnership with the Ministry of Energy and Water.
The Lebanon Crisis Response Plan – LCRP (2015-2016) identified energy as one of the target sectors. In specific, it stated that “Government authorities in charge of the Energy and Water Sector, in collaboration
with international and local partners, will continue their strong support to the most affected local communities, particularly through infrastructure projects in electricity, water, wastewater and solid waste. This has a vital benefit in mitigating the risks of social conflict between the local host communities and the displaced persons from Syria, and will be realized through the implementation of several activities, relevant of which is the “Provision and installation of renewable energy sources in public institutions such as schools and healthcare facilities (hospitals and public health centers).”
To this end, a local consultant with experience in the design of solar photovoltaic power for ‘commercial’ sized systems is required.

Duties and Responsibilities

The tasks that are to be expected from the consultant are:
Task 1. In coordination with the UNDP team, review and assist in the evaluation of the application forms from beneficiaries and support in the verification and data collection survey for at least 20 potential beneficiaries in order to select the final list of sites
Task 2. Assist the UNDP team in the full detailed design of each selected site, including all the required Bill of Quantities
Task 3. Assist the UNDP team in the evaluation of all the offers submitted in accordance with the criteria and evaluation form set in Task 3.
Task 4. Assist the UNDP team in monitoring all the work implementations, up to the final commissioning of the sites, including the assistance in drafting the final commissioning reports.

Competencies

  • Proficiency in English;
  • Strong ability in software related to solar PV design (e.g. PVsyst, Homer…).

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s degree in Electrical Engineering or related discipline.
  • Master’s degree in related field is a plus.

Years of experience and technical experience:

  • Relevant experience of not less than 2 years, preferably within the solar PV industry.

Language requirements: 

  •  Proficiency in English.
