Background

The Capacity for Disaster Reduction Initiative (CADRI) is an UN-led interagency initiative aiming at improving the coordination and coherence of the efforts to support governments’ capacities to prevent, manage and recover from the impacts of disasters.

CADRI currently includes 12 members: FAO, UNDP, UNICEF, OCHA, WFP, and WHO as Executive Partners, and UNESCO, UNITAR, WMO, UNOPS, IFRC, WB/GFDRR as Observer Partners. The Partnership extends the potential for coherence beyond the UN system, particularly through participation of the IFRC.

The objective of the CADRI Partnership is to support the identification of critical capacity gaps at country level in view of prevailing risks and the articulation of coherent UN System and other stakeholder’s interventions to address those capacity gaps.

The CADRI Partnership proposes a range of capacity development services including a methodology for assessing national capacities in DRR, the facilitation of multi-stakeholders’ engagement to develop national plans and strategies for DRR, the provision of technical assistance to implement selected capacity development activities and the delivery of training modules. The CADRI capacity development approach has been adapted and applied in 23 countries

The demand for capacity development services in Disaster Risk Reduction is growing to support countries implement the Sendai Framework. The CADRI Partnership needs to expand its offer of capacity development services to respond to evolving country needs, as well as expand its geographical coverage.

Effectively communicating CADRI’s offer of services and achievements internally and externally to client countries and donors is critical to expand CADRI offer of services. The CADRI Partnership has developed a communication strategy 2016-2017 with three (3) objectives:

  • Highlight the unique strengths of the CADRI partnership as a “partner of choice” for governments and donors to deliver on Sendai and the SDGs at country level
  • Enhance clarity on the CADRI offer of services (what it can and what it cannot deliver)
  • Increase awareness of participating agencies at regional and country level about their engagement in the CADRI Partnership

In support of the implementation of the CADRI Communication Strategy, the CADRI Partnership will produce a number of communication and knowledge products, such as:

  • Brochure (4 pager) about CADRI services; CADRI linkages with SDGs, Paris, WHS; CADRI achievements with photos and quotes from governments (under revision) in English and French
  • Flyer 1 pager about CADRI modus operandi in English, French, Spanish, Arabic
  • Website in English
  • Knowledge products, cases studies and lessons learnt reports
