Background

Since 2011, the process of local development in Lebanon is being majorly impacted by the Syrian crisis, which has reached an unprecedented scale in the history of complex, refugee-driven emergencies. In April 2012, 32,800 Syrian refugees were registered or awaiting registration with UNHCR, and by October 2015, that figure sharply increased to over 1,100,000 - an increase equal to 30% of the entire Lebanese pre-crisis population. The crisis is not only challenging the country’s existing social and economic infrastructure, it is further exacerbating existing development deficiencies, such as unemployment, particularly among women and youth, and causing profound disparities between the wealthy and the poor.

The Italian Decentralized Cooperation plays an important role in local development through sharing experiences, practices, and partnerships between sub-national government entities, particularly in the regions (as part of the Italian Decentralized Cooperation) that are structurally organized as institutional and political interlocutors of the Italian Government according to the new Italian Law for Cooperation (“Conference State-Regions” is the name of the institutional legal body which gathers all the Italian Regions).

The relationship with the Italian Decentralized Cooperation has been strategic for UNDP Lebanon: a partnership was initiated in 2014 with the Regions and the Italian Government. In 2015, the partnership resulted in a contribution to the Lebanon Host Communities Support Project (LHSP). The Italian Decentralized Cooperation has focused its support on the Lebanese national institutions and local communities, providing them with needed expertise and innovative practices in order to better face the impact of the crisis while simultaneously promoting resilience. A Letter of Understanding has been signed between the “Conference State-Regions” and UNDP Lebanon, establishing and promoting an institutional mechanism for coordination and partnerships.

In response to the impact of the Syrian crisis on the Lebanese communities, UNDP would like to maintain solid relations with the Italian Decentralized Cooperation - in close coordination with the Italian Government, and under the new innovative structure asper the Law - in order to further support Lebanese institutions and communities in social and economic development, and increase the capacities of municipalities for better delivery of quality services.

Duties and Responsibilities

Task 1:
Follow up with the ongoing institutional relationships initiated during 2014-2015 between UNDP Lebanon/LHSP, the Italian Decentralized Cooperation, and the “Conference State-Regions”:

  • Participate in the monthly meetings planned by the “Conference State-Regions” in order to implement the Letter of Agreement with UNDP Lebanon;
  • Establish a work plan with the “Conference State-Regions” to prioritize activities and define the Regions that will be involved with the LHSP;
  • Visit the Regions and prepare all the relevant documentation for agreement of cooperation;
  • This task includes all the necessary internal displacements in Italy (at least 12) and meetings (at least 12).

Task 2:
In close coordination with the Chief Technical Advisor (CTA) of the LSHP, support the preparation of agreements between the “Conference State-Regions,” the respective regions, and the Italian Government regarding LHSP funding, and their follow up on:

  • Organizing missions of the Regions to Lebanon;
  • Supporting the preparation of the proposals for support;
  • Following-up with the implementation of the proposals;
  • This task includes all the necessary internal displacements (in Italy, at least 12) the Italy-Lebanon displacements (at least 4), as well as services (telephone, internet).

Task 3:

  • Organization of one event in Italy to present the results to the “Conference State-Regions”.

Competencies

Functional Competencies:

  • Strong knowledge about Italian Decentralized Cooperation partners, relevant technical and administrative issues, and promotion of partnerships;
  • Proficiency in IT and computer use (Microsoft Office);
  • Excellent communication skills with proficiency in Italian and English;
  • Analytical Skills;
  • Teamwork.

Required Skills and Experience

Academic Qualifications:

  • Master degree in Social or Economic Sciences.

Years of experience:

  • International relevant experience of no less than 15 years;
  • Proven experience in the fields of decentralized cooperation partnerships for development

Technical Experiences:

  • Clear knowledge and understanding of the Italian Regions policies and administrative mechanisms, knowledge of UNDP administrative procedures, and knowledge of LHSP objectives and coordination mechanism through decentralized cooperation.

Language requirements:

  • Excellent communication skills with proficiency in Italian and English.
