Background

For more than a decade, national and regional Human Development Report (HDR) teams have been helping to advance the human development conceptual framework and apply it to the most pressing development challenges of the day. Now published in over 135 countries, these reports, grounded in thorough analytic research, have become dynamic advocacy tools. They are helping to generate lively debates around the policies and actions needed to accelerate human development and achieve the Millennium Development Goals.

Sierra Leone prepared its first National Human Development Report in 1996 on poverty eradication. This was followed by subsequent reports in 1998 on transition from civil conflicts to human rights and 2007 on decentralisation.  Since 2007Sierra Leone has not published a NHDR.  This has been due to disruptions of the report preparation by other events, including the 2012 general elections and the Ebola Virus Disease(EVD) crisis in 2014-2015.

Duties and Responsibilities

  • The National Consultant will hold a key position for a successful development of the report by supporting the international lead author in ensuring the quality, logical frame and flow, soundness of analysis, accuracy and appropriateness of accompanying data. These include supporting the international lead author in determining the structure of the report, identification topics forbackground papers, review of background chapters, data collection, analysis and development of measurement indicators, preparation of outline and content of the report and drafting the chapters.
  • Support the international lead author to coordinate the NHDR production ensuring;
  • Participation in all strategic planning and review meetings;
  • The NHDR production calendar is adhered to and where impracticable liaise with SAU to have it reviewed;
  • An efficient and effective division of labour allowing all team members to focus on their discipline, and the specific approach required by the various sectors, while facilitating cross fertilization through brainstorming, joint reviews and collaboration;
  • A smooth communication among all team members takes place in all phases of the process through facilitation of brainstorming and other collaborative efforts;
  • All team members respect standards and procedures as codified by the NHDR Concept Note and the NHDR Toolkit; and
  • Work with the international lead author to ensure that regular financial reports are provided to the UNDP CO on the implementation of some activities of the project in line with UNDP corporate requirements.
  • Support the international lead author to:
  • Provide guidance and substantive comments on the determination of the structure of the entire report;
  • Support in the recruitment of background chapter authors, including coordination of the development TORs for each thematic chapter;
  • Providing on-going guidance, advice and substantive comments to the contributions and background chapters;
  • Compile a first draft report ensuring consistency and logical links among the various contributions linking the theme and the key objectives of NHDR as per UNDP NHDR guidelines;
  • Ensuring quality work and product including logical flow of the report, analysis and use of quantitative and qualitative information, appropriate review of the work by members of the team, consultations with institutional representatives and other experts, particularly on sensitive topics and materials so that the report meets the NHDR quality standards;
  • Provide well-documented recommendations based on analysis relevant to the subject matter. The recommendations will be directed to the national stakeholders and international partners and based on the response of the stakeholders, analysis and findings, identify the general conclusions and recommendations for the report.

Required Skills and Experience

Education:

  • The National Consultant should have at least a post graduate qualification (Master’s degree) in social sciences, economics and development.

Experience:

  • The National Consultant should be able to provide expert support in the human development perspective as well as the thematic section;
  • Specifically, the National Consultant should have 10 years of relevant experience in the academia, research institutions (with focus on socio-economic analysis), policy analysis, experience with gendered analysis and the development of composite indices, and social impact assessment;
  • Experience with international organisations is an asset. 

Language:

  • Fluency in oral and written English required.
