Background

Note- It is a very immediate requirement and successful candidate will have to join within a week of  awarding assignment. 

According to Census 2011, India has 55 million potential workers between the ages of 15 and 35 years in rural areas. At the same time, the world is expected to face a shortage of 57 million workers by 2020. This presents a historic opportunity for India to transform India rural youth into a powerful demographic dividend that can help realize the nation’s ambitious target of skilling 500 million by 2022 and contribute to its economic growth agenda. The Ministry of Rural Development, GOI is a critical partner to this national agenda and aims to contribute to the same through the DeenDayalUpadhyayGrameenKaushalyaYojana (DDU-GKY).

DDU-GKY follows a 3 tier implementation model with its national team providing policy, funding and technical facilitation support; the state governments through the State Rural Livelihood Mission ( SRLM) / State Skills Mission (SSM)  providing co-funding  and implementation support; and the Project Implementing Agencies (PIAs implementing skill training and placement projects.  States are divided into Annual Action Plan (AAP)  states which are states that have internal institutional capacity to implement DDU-GKY  based on an approval of its annual plan by MORD. The other states are Year Plan (YP) states  that are yet to build their institutional capacity and for whom MORD, GOI directly approves and implements  projects under the programme.

The Government of Haryana is implementing DDU-GKY and UNDP is seeking services of a consultant to support the PMU.

Duties and Responsibilities

The objective of the assignment is to coordinate and develop the External Organizations (Corporates, Societies, NGOs, Private Skill Training providers) as Project Implementation Agencies (PIAs) who serve as the skill and placement providers under the program.   

The incumbent will be responsible for 

  • Assisting in identifying the area or districts where the project is to be implemented and invite PIAs for formulating projects;
  • Assist the PIAs in formulating a clear mobilization and counselling strategy and sensitizing communities, GPs and CSOs regarding the benefits of the scheme;
  • Work closely with PIAs and the local government officers at the District and Block and Panchayat functionaries in the state in organizing mobilization drives, Job Melas and contact events to ensure participation from the target group;
  • Capacity Build of the PIAs on all aspects of implementing the project that includes – mobilization, counselling, selection and screening of candidates, training, concurrent monitoring, placement and tracking and alumni support services;
  • Organize capacity building workshops and activities to strengthen the PIAs understanding and capacity to effectively use MRIGS and PFMS;
  • Ensuring the Standard Operating Procedures and Programme guidelines are clearly understood by other SRLM functionaries and by the PIAs to ensure quality and timeliness of project completion;
  • Ensure the PIA staff have successfully undergone the training and Certification programme mandated by MORD/NIRD;
  • Closely work with the State Rural Department Officials to ensure that updated and reliable information about the nature of courses being introduced, the quality of the program and the implementation status is available to the state and the central government for programme review meetings;
  • Organize partnership and high networking events to identify and engage with new employers and PIAs to improve their network in the state to create better job employment opportunities;
  • Bring more training providers who have a variety of courses (different vocational areas and at various levels and durations) to be able meet the aspirations of the students and the demands of the employers at the same time;
  • Work closely with new employers in the State, understanding their skilling needs and facilitating their involvement in the DDUGKY programme to increase the number of Champion and Captive employers;
  • Ensure that PIAs hire high quality trainers with adequate experience and fulfilling the criteria specified in the SOP and those desired by the prospective employers;
  • Ensure PIAs are able to upload the relevant information on programme implementation on the MRIGS in a timely manner;
  • Assist PIAs in developing a robust tracking mechanism of candidates who have been placed and ensuring that adequate alumni support is made available to the trainees post joining;
  • Have regular meetings with existing employers to ensure that their skilling demands are well understood and the programmes adopted by the PIAs reflect the demand to the extent possible;
  • Assist in setting up Programme Steering Committee and organizing meetings in a periodic manner;
  • Create and generate qualitative and financial reports using data on MRIGS and PFMS on the implementation, including formats required by MORD from time to time;

The incumbent will work closely with and report to the COO, DDU- GKY (SRLM, Govt. of Haryana) and team members on the above mentioned tasks.

Expected Deliverables

  • Annual Capacity Building Plan developed and agreed with the state and PIAs with clear activities identified against a one-year timeframe;
  • Monthly, Quarterly, half yearly and yearly report of overall PIA activities with both qualitative and Quantitate inputs;
  • The report on successful engagements;
  • Onboarding new PIAs and their assessment and capacity building on the project systems;
  • Field visits to assess and supervise work of PIAs.

Required Skills and Experience

Academic

  • Post-graduation or equivalent in Management or MBA (Rural Development), MBA(Marketing) or PGDRDM in Rural development and secured a minimum of 60% marks.

Experience

  • Minimum 7 years’ experience in relevant field dealing with industry engagement, marketing, sales and partner engagements;
  • Familiarity in English and in ICT usage skills;
  • Proven experience of handling projects involving forging linkages with industries, NGOs, State/ local organizations;
  • Preferred experience in assisting or setting up of self -employment initiatives for the skilled youth through incubation or other means.

Language Requirements

  • Fluency in English and Hindi is required. Excellent writing and verbal skills.

Duty Station

  • The Consultant is required to report regularly to the office as per the State Government policy; Relocation expenses, if any would be borne by the successful Consultant.

Institutional Arrangement:

  • Contracted consultant will submit the monthly progress report duly certified by reporting officer;
  • Contract will be administered by UNDP on behalf of the Government of Haryana;
  • Consultant will be entitled for leaves of 2 days per month (non-encashable).

Schedule of Payments:

  • Consolidated monthly Fee (Remuneration) of Rs. 70,000/- payable  upon submission of monthly progress report certified by the reporting officer.

Documentation required

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of   the Candidate and at least three (3) professional references.

Evaluation Method and Criteria

Shortlisted candidates may be called for an interview, shortlisting would be done based on the following criteria:

  •    Educational Qualification: 50 points;
  •    Relevant Experience : 50 points;

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for further process.

  • Miscellaneous charges i.e. internet, phone, relocation charges, local travel etc. would not be reimbursed separately;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
  • Consultant may have to arrange his own computing equipment.
