Background

Note- It is a very immediate requirement and successful candidate will have to join within a week of awarding assignment. 

According to Census 2011, India has 55 million potential workers between the ages of 15 and 35 years in rural areas. At the same time, the world is expected to face a shortage of 57 million workers by 2020. This presents a historic opportunity for India to transform India rural youth into a powerful demographic dividend that can help realize the nation’s ambitious target of skilling 500 million by 2022 and contribute to its economic growth agenda. The Ministry of Rural Development, GOI is a critical partner to this national agenda and aims to contribute to the same through the Deen Dayal Upadhyay Grameen Kaushalya Yojana (DDU-GKY).

DDU-GKY follows a 3 tier implementation model with its national team providing policy, funding and technical facilitation support; the state governments through the State Rural Livelihood Mission ( SRLM) / State Skills Mission (SSM)  providing co-funding  and implementation support; and the Project Implementing Agencies (PIAs implementing skill training and placement projects.  States are divided into Annual Action Plan (AAP)  states which are states that have internal institutional capacity to implement DDU-GKY  based on an approval of its annual plan by MORD. The other states are Year Plan (YP) states  that are yet to build their institutional capacity and for whom MORD, GOI directly approves and implements  projects under the programme.

The Government of Haryana is implementing DDU-GKY and UNDP is seeking services of a consultant to support the PMU.

Duties and Responsibilities

 

The incumbent will be responsible for

  • Manage, Monitor, Planned organize meetings/ knowledge sharing activities, learning out comes;
  • Build a knowledge base of learning and results;
  • Identify, Classify and define possible and new stakeholders for engagement with the eco system;
  • Engagement with SRLM, National unit for all requirements, coordination and organizational needs.
  • The incumbent will work closely with the DDU-GKY team members and report to COO DDUGKY  the above mentioned tasks.

Impact of Results

  • Association with undertaking project appraisals and with  due diligence required to be undertaken by the SRLM before submitting the recommendations and ratings on the project submissions;
  • Understanding and updating data on the Public Financial Management System (PFMS) used by MORD and Technical Support agency for fund disbursement particularly the Central Share of the project and administrative cost support;
  • Training PIA staff in using the PFMS,  MRIGS, MPR  and other software programmes  in use,  ensuring that no information lags on updating;
  • Organize training and capacity building workshops for PIA and SRLM staff on digitization to improve efficiency;
  • Development and testing small programme capsules relevant to the working of DDUGKY;
  • Developing exclusive website of the DDUGKY and developing digitized publicity material;
  • Making need based visits to the PIAs central office and training centers to ensure proper maintenance of  record in digitized form and integration of the same with state and national portal;
  • Work closely with the State, CTSA, MORD team to troubleshoot any financial or payment related bottlenecks in disbursing payments to PIAs on account of software problems;
  • Assisting the CTSA / SRLM on all aspects OF IT and Bio – metric related activities;
  • Ensuring undisrupted and continuous working of the LAN / WAN network of the SRLM.

Expected Deliverables

The incumbent would be responsible for:

  • Engagement with SSMs, States/ SRLMs, National Unit for all requirements, co-ordination and organizational needs;
  •  Manage, monitor, plan and organize meetings/ knowledge sharing activities, learning outcomes;
  • Build a knowledge base of learning and results;
  • Identify, classify and define possible and new stakeholders for engagement within the eco-system.

Required Skills and Experience

Academic

  • Minimum 60% in BE/ B.Tech in Computer Science / IT/ MCA with 7 years experience in relevant field.

Experience

  • Minimum 7 years’ experience (with min. 3 years in IT field).
  • Experience in design, project management of medium scale IT system is required.
  • Experience with Government shall be preferred.

Language Requirement

  • Fluency in English and Hindi is required. Excellent writing and verbal skills.

Duty Station

  • The Consultant is required to report regularly to the office as per the HSRLM policy; Relocation expenses, if any would be borne by the successful Consultant.

Institutional Arrangement

  • Contracted consultant will submit the monthly progress report duly certified by reporting officer;
  • Contract will be administered by UNDP on behalf of the Government of Haryana;
  • Consultant will be entitled for leaves of 2 days per month (non-encashable).

Schedule of Payments

  • Consolidated monthly Fee (Remuneration) of Rs. 70,000/- payable  upon submission of monthly progress report certified by the reporting officer.

Documentation required

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of   the Candidate and at least three (3) professional references.

Evaluation Method and Criteria

Shortlisted candidates may be called for an interview, shortlisting would be done based on the following criteria:

  •   Educational Qualification: 50 points;
  •   Relevant Experience : 50 points;

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for further process.

  • Miscellaneous charges i.e. internet, phone, relocation charges, local travel etc. would not be reimbursed separately;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
  • Consultant may have to arrange his own computing equipment.
