Background

Malaysia is a Party to the Montreal Protocol on Substances that Deplete the Ozone Layer, has agreed to phase-out the HCFC (Hydro Chloro Fluoro Carbon) as per the accelerated schedule of Montreal Protocol. The Ministry of Natural Resources and Environment, Malaysia, through the National Ozone Unit (NOU), Department of Environment, is responsible for timely and effective implementation of the Montreal Protocol and its Ozone Depleting Substances (ODSs) phase-out activities in Malaysia.

The 77th Meeting of the Executive Committee of the Multilateral Fund held in December 2016 approved Malaysia’s HPMP Stage 2 phase-out of Hydrochlorofluorocarbons (HCFCs) for the period 2017 – 2021. During this period, Malaysia agreed to further phase out 146.46 OPD tonnes of HCFCs. From this, the total phase out target for the AC manufacturing sector, Refrigeration manufacturing and RAC service sector is 76.83 ODP tonnes.

The HCFC phase out strategy for the refrigeration manufacturing and servicing sector will be in the form of technical such as training on available alternatives and safety measures to be applied in dealing with these alternatives. It is envisaged the technical assistance provided in this sector will assist the 7000 or more service technicians.

The United Nations Development Programme (UNDP) is the designated lead implementing agency for the HCFC Phase-out Management Plan (HPMP) Stage 2 for Malaysia and provides the required technical and programme support for preparation and implementation of HCFC phase out strategy in line with the accelerated phase-out schedule of the Montreal Protocol.    

Duties and Responsibilities

The Consultant will work under supervision the Assistant Resident Representative (Programme), UNDP Malaysia with guidance from the National Project Director, Department of Environment, and is expected to undertake the following functions:

  • Plan, organize and facilitate 7 training workshops, for the RAC and MAC servicing sector in Peninsular and East Malaysia;
  • Provide hands-on advice, coaching and technical inputs related to technology conversion activities to DOE and the industries;
  • Provide technical inputs with respect to reports and other documents as necessary, in line with the project requirement;
  • Provide necessary support in activities related to Montreal Protocol including the necessary project reports;
  • Perform any other tasks as may be assigned by UNDP and/or DOE in context of these activities.

 

Expected Outputs:

  • Submission of Satisfactory Workplan and/or Inception Report*;
  • Submission of Satisfactory report* for 3 training workshops on RAC &MAC;
  • Submission of Satisfactory report* for the final set of workshops on RAC and MAC;
  • Submission of Satisfactory Final Report*.

* the format of the Report to be discussed in the Workplan and/or inception report.

 

Payment Terms: 

  • Monthly based on the number of days worked.

Required Skills and Experience

  • Bachelor’s degree in Science, Engineering, Business Management. 
  • Diploma holders in Air-conditioning Technology / HVAC system or similar with more than 7 years can be considered in lieu of the Bachelor’s degree.

 

Professional Experience:

  • Minimum 3 years’ experience in the refrigerant industries or air conditioning industries (home or mobile);
  • Experience working with the Malaysia’s authority such as Department of Environment;
  • Experience with CFC, HCFC and/ or HFC in air-conditioning and/or mobile air-conditioning servicing sectors is an added advantage;
  • Good networking knowledge in the refrigerant industry is an added advantage;
  • Knowledge and understanding of the Montreal Protocol, technologies for ODS and ODS alternatives and Multilateral Fund policies, guidelines and procedures is preferred;
  • Knowledge of Malaysian Industries/establishments working in various Sectors and sub-sectors with specific reference to HCFC production and consumption is preferred.

 

Language Requirement:

Bahasa Malaysia and English. Ability to converse in Mandarin/Chinese local dialect is preferred.

Evaluation Criteria:

Cumulative analysis: The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%.

Financial Criteria weight - 30%.

 

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Criteria for Technical Evaluation would be as under:

  • Qualification - 10%;
  • Relevant Work Experience-- 50%
  • Knowledge of project management and project implementation-10%
