Background

Grounded in the vision of equality enshrined in the charter of the United Nations, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian actions and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of national priorities and efforts, building effective partnership with government, civil society and other relevant actors.

In Nepal, UN Women's programme focuses on women's leadership in peace, security and humanitarian action, economic empowerment of women, and gender responsive national planning and budgeting processes, to contribute to achieving the goal of gender equality and empowerment of women. The Peace and Security & Humanitarian Action (PSH) Unit of UN Women Nepal Country Office (NCO) is responsible for providing technical support to the government, development partners and civil society organizations in the areas of Women, Peace and Security (WPS) including implementation of the National Action Plan (NAP) on United Nations Security Council Resolutions (UNSCRs) 1325 and 1820 in line with the NCO’s Strategic Note and Annual Work Plan (AWP) 2014-2017. NCO’s WPS work focuses on the implementation of the frameworks of UNSCRs 1325, 1820 and its subsequent resolutions, Convention of Elimination of Discrimination Against Women (CEDAW), Beijing Platform for Action (BPfA), Sustainable Development Goals (SDG), Secretary General (SG)’s Seven Point Action Plan on Gender Responsive Peacebuilding, UN Peace and Development Strategy for Nepal, and the Nepal United Nations Development Assistance Framework 2013-2017 (UNDAF).

As part of NCO’s work to reinforce the ongoing efforts especially with respect to the support the Government of Nepal for the development of the National Action Plan (NAP) Phase II on UNSCRs 1325 and 1820 which prioritizes conflict related sexual violence (CSRV), NCO is implementing two programmes in close coordination with the UN Task Force on CRSV: (1) Advancing Resilience and Empowerment (ARE) funded by the Government of Finland and (2) the European Union Funded Programme on Gender-Sensitive Transitional Justice. The NCO through these programmes aims to capacitate relevant stakeholders in gender-responsive transitional justice including non-judicial reparations considering the different needs of survivors of CRSV in line with international standards. 

In light of the above-mentioned context, NCO seeks to engage a highly experienced international consultant to provide support on addressing appropriate gender sensitive transitional justice mechanisms including non-judicial reparations for conflict victims. 

Duties and Responsibilities

Under the overall supervision of Unit Manager of the PSH Unit, the selected consultant is responsible to provide technical support through digital storytelling to engage key stakeholders in Nepal to prioritize support and advocacy on gender-sensitive transitional justice including non-judicial reparations for survivors of CSRV.

The consultant will work with UN Women in close coordination with relevant partners for maximum 35 days to achieve the following activities:

A. Period: 3 July to 28 July 2017 (10 days)

1. Coaching and mentoring of relevant government officials (Ministry of Peace and Reconstruction (MoPR), civil society organization (CSO) partners and UN staff on gender-sensitive transitional justice including support on using the Secretary-General’s Guidance Note on Reparations for Conflict-Related Sexual Violence, and digital storytelling.

i. Organize and facilitate an exposure visit for seven participants to proposed projects on reparations for sexual violence in Cambodia including learnings on memorialization and peace memorials (NCO will bear the travel and logistic cost of travelling participants to Cambodia);

ii. Organize and facilitate a workshop in Cambodia for seven participants on how digital storytelling can be used as a truth telling tool by survivors of CRSV to advocate for reparations and briefing on Secretary General’s Guidance Note on Reparations for CRSV;

iii. Organize and facilitate a planning workshop in Cambodia for seven participants on priorities with regard to transitional justice, including non-judicial reparations for CRSV in Nepal in line with Nepal’s NAP Phase II development.

Deliverables:

i. Desk review on different forms of non-judicial reparations and guidance for its use;

ii. Criteria for selecting participants based on principle of inclusion;

Duration: 3 days home-based;

iii. Coaching and presentation materials for workshop on digital storytelling and planning workshop;

Duration: 2 days home-based;

iv. Mission itinerary and Mission report including financial report with necessary supporting documents;

Duration: 5 days – 2 days prep home-based and 3 days in Cambodia.

B. Period: 29 July to 15 October 2017 (18 days)

2. Digital storytelling as a truth telling tool for advocacy to support Conflict Victims Common Platform (CVCP) and other stakeholders to develop priorities for transitional justice including non-judicial reparation. Based on the findings of the document on transitional justice mechanisms including non-judicial reparations in Nepal prepared by the consultant and the consultation meeting with survivors of CRSV and victims’ associations working on CRSV conducted by the NCO, develop pilot digital storytelling platform to message a common position on support and advocacy on gender-sensitive transitional justice in Nepal for representatives of UN entities and the European Union who are working on transitional justice and CRSV in Nepal. This will include using the EU and UN policies on transitional justice, and the Secretary-General’s Guidance Note on Reparations for CRSV as guiding principles.

i. Storyboard workshop I and oral history training to be held in Kathmandu;

ii. Story collection training and storyboard workshop II to be held in Kathmandu;

iii. Develop protocols and briefing note on story collection, methodology, question guide and informed consent;

iv. Develop digital platform for storytelling to include three rounds of inputs and revisions.

Deliverables:

i. Storyboards and trainings materials from workshop I and II;

Duration: 10 days with visit to Kathmandu, Nepal;

ii. Protocols and briefing note on story collection, methodology, question guide and informed consent;

Duration: 3 days home-based;

iii. Uploaded digital platform for storytelling with stories of at least six CRSV survivors;

Duration: 5 days home-based.

C. Period: 15 October to 3 November 2017 (7 days)

3. Facilitate a roundtable launch of digital platform with victims, representatives of UN entities and the European Union in Nepal who are working on transitional justice and CRSV in Nepal including a dialogue on memorialization, peace memorials and non-judicial reparations.

i. Strategic inputs on judicial reparations and transitional justice for the access to justice project document in line with the UNDAF 2018-2022 and Nepal Country Office Strategic Plan for 2018-2022 outcome on inclusive governance;

ii. Validation and Launch of Digital Platform in-line with 31 October Resolution 1325 Anniversary in Kathmandu.

Deliverables:

i. Strategic inputs into NCO Reparation document;

Duration: 2 days home-based;

ii. Validation and roundtable launch report with recommendations;

Duration: 5 days with visit to Kathmandu, Nepal.

PAYMENT SCHEDULE

  • Payment will be made in installments at each phase based on the invoice submitted by the consultant as per the agreed number of work days for the assignments and upon satisfactory performance of the consultant which will be certified by her/his supervisor. The daily consultancy rate will be determined based on SSA guidelines of UN Women for International Consultants.

UN WOMEN SUPPORT FOR TRAVEL

  • UN Women will bear the travel and accommodations costs beyond commuting distance from the consultant’s usual place of residence for UN Women authorized travel as per the UN Women standard guidelines.

Required Skills and Experience

Education

  • Master’s Degree or equivalent in international development studies, gender/women’s studies, economics, political science, related social sciences, or related discipline.

Experience

  • Minimum 10 years of relevant work experience in design, planning, implementation, monitoring and evaluation of development projects in conflict and post-conflict;
  • Technical experience in gender equality and the empowerment of women particularly in post-conflict and transitioning scenarios;
  • Experience in working with government, donors or UN agencies previously is an asset;
  • Proven track record in transitional justice including non-judicial reparations in the field of women, peace and security.

Language

  • Excellent command of written and oral English.

EVALUATION AND SELECTION CRITERIA

Criteria for selection will be based on the following assessment followed by the satisfactory reference check of the candidate:

  • Required degree and years of experience (10 points);
  • Experience working with government, donors or UN agencies (10 points);
  • Professional experience in women’s rights in conflict and post-conflict through international consultancies (20 points);
  • Working knowledge and experience in gender-sensitive transitional justice including non-judicial reparations in women, peace and security (30 points);
  • Work experience in design, planning, implementation, monitoring and evaluation of development projects in conflict and post-conflict (30 points).

Maximum total technical score amounts to 100 points. Only candidates who have passed over the mandatory criteria and have accumulated at least 70 points under the technical evaluation will qualify to the next round of the evaluation/ interview.
