Background

The Local Governance and Community Development Programme (LGCDP)-II implemented by the Ministry of Federal Affairs and Local Development (MoFALD) and supported by a range of development partners, is transitioning into the Sub National Governance Programme in the context of the new federal Constitution. The Constitution has envisioned the three tiers of government system; federal, provincial and local.  The rights and responsibilities of the three tiers of governments are prescribed in the Constitution.

With this background, the LGCDP II has been extended for one more year as a transition to sub national governance programme with the objective of supporting institutionalization of sub national governance for smoother and efficient transition management. As part of the Transition to Sub National Governance Programme, the Policy and Programme Support Facility (PPSF), a UN Joint Programme (UNJP), provides technical assistance for the effective implementation of the larger Programme.

Under the overall supervision of the National Project Director (NPD) and day-to-day supervision of the National Project Manager (NPM), the Deputy National Project Manager cum Capacity Development Specialist is responsible for providing overall technical support for smooth and effective implementation of Programme.

The Terms of Reference (ToR) describe the scope of work and qualification/experience required for the post for Deputy National Project Manager cum Capacity Development (CD) Specialist.

Duties and Responsibilities

General:

The Deputy National Project Manager (DNPM) cum CD specialist will provide managerial and technical support to MoFALD and Programme Coordination Unit (PCU) to achieve the goal, purpose, outcomes and outputs of the Programme.  On the issues of capacity development and other programme, s/he will work and coordinate closely with the respective divisions of the Ministry as well as the concerned agencies of the government as mentioned in the Programme Document. S/he will provide management and technical inputs and advice to the NPM on day to day basis. S/he will be expected to guide and supervise the PCU as well as Provincial Support Units (PSU) staff for effective implementation of programme activities under the broader guidance and supervision of the NPM. S/he will work as the focal point of UNDP when it comes to reporting and communication with UNDP.

Specific tasks and responsibilities

In his or her capacity as the Deputy National Project Manager, the incumbent is expected to perform the following tasks:

Management:

  • Assist the NPM in overall management and administration of the programme;
  • Assist the NPM to manage budgeting and planning, in accordance with the programme document;
  • Analyze and identify any issue especially related to institutionalization of sub-national governance that requires attention by the NPD and NPM, and prepare succinct notes for discussion;
  • Ensure timely and efficient delivery of programme outputs leading to the achievement of expected results;
  • Be responsible for implementation of the programme work plans for achieving planned results and targets;
  • Liaise with NPD and NPM to ensure that programme results are achieved and project resources are managed efficiently and effectively;
  • Coordinate and liaise with NPD as well as NPM with respect to the implementation of the programme activities;
  • Provide inputs to develop norms and coordination mechanism with the office at province level;
  • Oversee the organization of  workshop, seminar and interaction programmes on institutional support to sub-national governments, capacity development needs of sub-national governments, transition management plan etc;
  • Assist NPM to supervise and coordinate with Provincial Support Units (PSU)
  • Prepare Terms of Reference to carry out studies related to capacity development plan;
  • Liaise  and coordinate with the related Ministries and Department including Development Partners (DPs) as required during the implementation of the project.

 Planning, Monitoring and Reporting:

  • Participate and provide inputs in formulation of Annual Strategic Implementation Plan (ASIP) and Annual Monitoring & Evaluation Plan (AMEP);
  • Monitor the day to day progress of the programme based on these plans and report to the NPD and NPM.
  • Assist in periodical review of the overall programme progress;
  • Assist in implementing activities outlined in the ASIP and tracking the quarterly progress;
  • Assist in organizing output group meetings on quarterly basis;
  • Ensure case studies, success stories and good practices are regularly documented and shared with stakeholders;
  • Review the back to office reports of all the specialist at PCU and Coordinators of PSU and provide necessary feedback and guidance;
  • Ensure that all the meeting minutes are produced both in quality and on timely manner and are shared with relevant members;
  • Liaise with DP Cell on a regular basis and provide all necessary inputs requested in a timely manner;
  • Assist NPM to update the Risk Log, Human Resource plan and Procurement Plan of the Programme on regular basis.

Financial management:

  • Assist NPM in ensuring the effective and accurate financial resource management of the programme;
  • In consultation with the NPD and NPM, prepare and consolidate the overall budget, monitor expenditures and implement adequate internal control of the programme;
  • Assist NPM in coordination with Administration and Finance Officer for managing the overall Programme budget;
  • Assist NPM in preparing the quarterly and annual financial and programmatic reports of the Programme in coordination with Admin and Finance officer of the Programme;

 Procurement  and Human Resources management:

  • Assist NPM for overseeing all the recruitment and procurement of the programme as per approved human resource and procurement plans;
  • Assist NPM in supervising the key staff and also take responsibility of directly supervising the support staff;
  • Assist NPM in managing overall HR related matters;
  • Prepare Term of References (ToR) for programme staff as well as consultancy positions in disscussion with NPD and NPM;
  • Supervise the subcontractors to ensure the delivery of quality work;

Gender and Social Inclusion:

  • Apply principles of gender and social inclusion as the cross-cutting issue in every aspect of the programme implementation and management process;

Capacity Development:

  • Support to develop policy and action plan on institutional support to the sub-national governments in relation to the capacity development needs and assist in developing a comprehensive plan;
  • Take lead role to provide technical advices including developing operational plans for MoFALD on  issues related to sub-national governments institutionalization and capacity development of sub-national governments;
  • Assist in identifying capacity development needs of sub-national governments;
  • Assist and participate in capacity development activities concerning to the sub-national governments;
  • Assist in developing the resource persons including developing training curriculum, training modules and resource books  for sub-national governments;
  • Assist in assuring the quality of Capacity Development Plan for sub-national governments.

 

Competencies

  • Specialist knowledge in the area of federalism and public administration with in-depth expertise in issues relating to democratic values and principles;

Required Skills and Experience

Education:

  • Completion of Master’s Degree in Management, Public Administration, Political Science, Rural Development or related field;

Experience:

  • 10 years of experience in local government and decentralization;
  • Demonstrated track record of delivering high quality reports on time;
  • Experience of working in a national government-managed programme would be an advantage;
  • Good command of spoken and written in Nepali and English language.
