Background

The function of the Executive Office is to provide the support services needed to enable the Administrator and the Associate Administrator to effectively perform their leadership roles.  The Chief of Staff and Director of the Executive Office is the Principal Adviser to the Administrator, coordinates the work of the senior management team and is responsible for the overall management of the Executive Office.

Duties and Responsibilities

The Chief of Staff and Director of the Executive Office is responsible for the following:

Management of the Executive Office:

  • Manage the Executive Office, its Integrated Work Plan and budgets, with appropriate delegation of day to day management operations. 
  • Resolve organizational and management issues as they arise.
  • Oversee the Executive Office performance and take timely action on problems and challenges. 
  • Ex-officio member of UNDP senior management, Executive Group (EG), and Organizational Performance Group (OPG).

Provision of Strategic Advisory Support:

  • Support the Administrator in his mandate by providing strategic advice on organizational, policy, and programme related matters, both internal to UNDP and external.
  • Ensure the Administrator is provided with the appropriate range of professional advice on diverse issues as they arise.
  • Ensure the coordination of corporate responses to emergency, high priority, or sensitive issues.

Oversight of key responsibilities:

  • Oversee safety and security issues relating to the Administrator’s and Associate Administrator’s official missions. 
  • Review, in a timely manner, senior staff and management appointments and extensions for approval by the Administrator.

Provision of Guidance:

  • Provide organization-wide strategic, policy, and leadership advice and guidance to the Bureaux on issues with corporate-wide implications. 
  • Keep UNDP’s mission and values at the forefront of decision making process, and actions. 
  • Ensure the dissemination of information within the organization on behalf of the Administrator.

Provision of Strategic Direction:

  • Act as Team Leader of the Administrator’s work on strategy and policy. 
  • Coordinate the organization’s strategic review initiated by the Administrator, working in close coordination and cooperation with the relevant Bureaux Directors and Senior Officials. 
  • In leading and coordinating this review, particular emphasis will be placed on areas related to the strategic direction of the Organization, its positioning in the UN Development System, its high-level alliances, partnerships and resource planning.

Liaison with EOSG and ODSG:

  • Act as principal liaison with EOSG and ODSG.

Coordination with UN System:

  • Coordinate with other parts of the UN system as required.

Provision of advice on UN Protocol:

  • Advise the Administrator on all UN protocol requirements as needed.

Impact of Results:

  • The integrity and accountability of the Administrator is protected. 
  • The Executive Office is well managed and runs smoothly. 
  • The resources of the Executive Office are properly planned, deployed and managed effectively. 
  • The advice, guidance, direction and coordination provided by the Chief of Staff and Director is effective and leads to improved and integrated results. 
  • The information flow towards and from the Bureaux is accurate, timely, and of high quality. 
  • Relations with external and internal parties are enhanced and nurtured.

Required Skills and Experience

Education:

  • Advanced university degree in Development Studies, Political Science, Sociology, Economics, Business Management or other related development or social field is required.

Experience:

  • More than 15 years of development experience, combining strategic and managerial leadership abilities.
  • Strong operational experience.
  • Good knowledge of the UN system.

Language Requirements:

  • Fluency in verbal and written English is required.
  • Proficiency in another UN working language is desirable.
