Background

The Green Climate Fund (GCF), which was established as an operating entity of the UNFCCC financial mechanism, is expected to become the main global fund for financing climate change mitigation and adaptation measures. While it has been agreed that Direct Access will be one of the modalities for the disbursement of the funds, it is recognized that certain levels of capacity will be required of governments and other actors involved in accessing the GCF. For the GCF to succeed, national capacities and mechanisms need to correspond to the GCF requirements while also aligning with country planning, budgeting, programming and MRV systems.

The National Designated Authority of Timor Leste to the Green Climate Fund (GCF) has requested UNDP to serve as delivery partner of readiness and preparatory support provided by the GCF. The objective of such support is to strengthen the NDA’s capacity to engage with GCF and effectively access finance to respond to national climate change and development priorities, in a strategic, coordinated, and participatory manner. This support will be implemented under Direct Implementation Modality at the country level, and will achieve the following GCF Readiness Outcomes, as articulated in Annex II: “Revised Country Readiness Logical Framework” of this document: 1) Country capacity strengthened; and 2) Stakeholders engaged in consultative processes.

UNDP Timor Leste is looking for International Institutional Capacity Development Specialist to work on a part-time basis based in the Ministry of Commerce, Industry and Environment (MCIE) to support National Designated Authority (NDA) in implementing GCF Readiness Project. The International Consultant will work closely with the Senior National Expert  to implement the activities under the Outcome One of the GCF Readiness Project.

Duties and Responsibilities

Under the overall supervision of NDA and Head of the Unit, Resilience Building (RBU), the International Expert’s responsibilities will be mainly categorized into the following five groups;

a)       Design initial assessments and stock taking exercises under Outcome 1

b)      Developing Roadmap to undertake the activities listed in the GCF’s Readiness Project Outcome 1

c)       Monitoring and Tracking of the project activities against the approved workplan.

On the Technical matters, the International Expert will report to Climate Change Advisor (CCA) of UNDP. On day-to-day matter, CCA will be the UNDP focal point for the GCF Readiness Secretariat and NDA and also for the Senior National Expert.

The detailed Responsibilities of an International Expert will be as follows:

·       Develop Country Assessment Tool;

·       Strengthening and validating the analyses of climate finance readiness and capacity gaps using the common country assessment tool;

·       Lead the development of Country Assessment Report

·       Develop guidelines to develop Country Programme which meets all the requirements prescribed by GCF Secretariat.

·       Design the NDA Team structure with a detailed ToR of the NDA and the crucial members of the NDA team

·       Lead stakeholder consultations (government, development partners, civil society organizations, private sector) through bilateral meetings and/or focus group discussions to assess whether interventions considered for the draft plan resonate well with stakeholders’ interests

·       Prepare methodology for capacity assessment and outline of Capacity Development Plan

·       Develop mechanisms of screening, prioritizing and recommending proposals to GCF Secretariat

·       Develop guidelines for No-Objection Procedure

·       Develop norms and guidelines for effective stakeholder engagement and communication procedures

Required Skills and Experience

Academic Qualification:

At least Master’s degree (Doctoral degree will be preferred) in Public Administration, Public Finance Management, International climate finance, Economics, International climate governance or other related fields with at least 10 years of working experience in institutional capacity building, institutional management, results based management, climate finance, public financial management and project development and management.

Required Skills and Experience

·      Minimum 5 years of experience in policy analysis, advice and capacity development related to climate and/or development finance, and public policy/finance/budget management

·      Rich experience in projects development and project structuring in climate change projects and/or in development finance or in engagement of the private sector/finance sector in climate related activities in developing countries

·      Experience of working on GCF Readiness Process for developing countries

·      Familiarity and competence in dealing with GCF Readiness process and requirements

·      Experience in managing and coordination with national counterparts, partners or donors;

·      Knowledge of local governance structures and networks;

·      Familiarity with M&E systems;

·      Experience working with a cross-section of stakeholders, including senior government officials at national and state level;

·      Proven experience in institutional and skill-based capacity development.

·      Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision;

·      Experience in the usage of computers and office software packages

·      Ability to work under pressure and time constraints;

Language:

·      Excellent oral and written communication skills in English. Knowledge of Tetun or Bahasa Indonesia will be an added advantage.
