Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

In Albania UN Women supports advancement of human rights, gender equality and women’s economic empowerment as per national and international commitments and standards through the Government of Albania, and the United Nations signed in 2016 the Programme of Cooperation 2017-2021. The UN Women Country Program has four main priority areas focussing on women’s political empowerment, ending violence against women, women’s economic empowerment as well as gender-mainstreaming in national planning and budgeting. In addition, UN Women leads coordination of the UN System on Gender Equality.

Under the country programme, a series of products are planned to be produced such as research reports, policy papers, brochures, information leaflets as knowledge products but also as advocacy and communication materials.

To this effect, UN Women is requesting a designer to produce brochures, books, infographics, logos, posters, flyers, postcards and similar on different results foreseen within the implementation of the Country Office programme areas.

Duties and Responsibilities

Under the overall supervision of the UN Women Communications Specialist and the Programme Specialist/National Programme Officer, as well as the direct supervision of Programme Coordinators, the Designer will:

  • -Craft digital content like infographics, social posts, banner ads etc;
  • Submit preliminary layouts for discussions with UN Women;
  • Incorporate valid comments and suggestions by ensuring that all corrections have been entered;
  • Ensure that all publications, reports and products are produced in line with UN     Women graphic guidelines;
  • Obtain a final sign off by UN Women;
  • Deliver creative and innovative ideas for print, electronic, web-based and animated presentations.
  • Design reports and other communication materials for printing and electronic distribution;
  • Improve and edit art-work, photos, charts and other graphic elements;
  • Layout and design information and communication materials (banners, posters, booklets, leaflets, books, calendars, bulletins, flyers, cards)
  • Create animations for illustrative purposes such as animations, presentations and more advanced solutions (design of CD/DVD packaging, graphic digitalization);

Detailed specifications for each individual assignment will be given to the selected designer/s as and when s services are requested.

Functional competencies:

Required Skills and Experience

Education/ Academic Qualifications:

  • Advanced academic degree and/or relevant post-graduate qualification in the IT sector, such as computer modelling, graphic and web design, programming, or similar;

Working experience:

  • At least 5 years of professional experience with designing and lay-outing
  • Experience with international organisations, including UN agencies would be desirable;
  • Professional design portfolio that demonstrates expert-level knowledge of digital design, including lay-outing of publications and use of images, logo/s, graphics, infographics and campaign elements that express clear gender equality and women’s right advocacy messages, and use adequate aesthetics across an array of gender equality issues within various sectors.

Language requirement:

  • Proficiency in written and spoken English and Albanian.

Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal as per which maximum obtainable points is 100 out of which 70 points go for technical evaluation and 30 points for financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of the below defined technical and financial criteria.

Applications will be assessed as per the following technical criteria:

  • University degree combined with relevant qualifications in professional graphic design (max. points 10);
  • At least 5 years of professional experience in designing and layouts; (max. points 20);
  • Professional design portfolio that demonstrates expert-level knowledge of digital design, including lay-outing of publications and use of images, logo/s, graphics, infographics and campaign elements that express clear gender equality and women’s right advocacy messages, and use adequate aesthetics across an array of gender equality issues within various sectors. (max. points 30)
  • Experience with similar/related assignments with international organizations, including UN agencies (max. points 10);

Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The calculation formula applied is as follows: p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.
