Background

The project will support the government of Albania through the Ministry of Environment to undertake an initial mercury assessment to identify the national mercury challenges and the extent to which legal, policy and regulatory framework will enable Albania to implement future obligations under the Minamata Convention.

Project Description and objective

Albania became a signatory to the Minamata Convention on 9 October 2014 and it has been also actively participating in the Intergovernmental Negotiating Committee on Mercury.

During the past 10 years the Ministry of Environment (MoE) has been engaged in policy dialogues involving potential donors in prioritizing interventions to address the problematics of inherited industrial pollution. Currently, the Government of Albania is in the process of transposing European Union legislation related to the management of chemicals, (such as REACH, CLP, POP Regulation, Import-export regulation) into its national legislative framework.

The project’s objective is to undertake a Mercury Initial Assessment to enable the Government of Albania to determine the national requirements and needs for ratification of the Minamata Convention and establish a sound foundation to undertake future work towards the implementation of the Convention. It will do so by implementing four components as specified in the GEF guidelines (GEF/C.45/Inf.05 paragraph 19), as well as a fifth component on mainstreaming.

Following a Policy, Regulatory and Institutional Framework Assessment, the following has been identified for Article 18 on public information, awareness and education:  Law No. 27/2016, dated. 03.17.2016 "On the management of chemicals", Law No. 10,431, dated. 9.6.2011 "On Environmental Protection", Law no. 119/2014, dated 18.09.2014 "On the Right to Information", Law no. 146/2014 dated. 30.10.2014 "On public notification and consultation", Law no. 8672, dt. 26.10.2000 "On the accession of Albania to the Aarhus Convention" provide a suitable base in relation to the right to be informed and transparency, and require public authorities to promote information, awareness and educate the public about environmental protection and sustainable development, potential risks from the use of dangerous chemicals, etc.

Duties and Responsibilities

The Consultants will work under the guidance of the International Expert and will be responsible for developing an awareness raising strategy to develop Chapter 5 of the Minamata Initial Assessment Report “Awareness/Understanding of Workers and the Public; and Existing Training and Education Opportunities of Target Groups and Professionals.

Task1: Provide a report to capture past and on-going awareness raising and training activities and opportunities to describe the baseline situation in the country.

Task 2: Provide a report highlighting where gaps might exist that could potentially hamper the implementation of Article 18 on public information, awareness and education;

Develop a strategy for awareness raising, including a realistic implementation plan with targeted outreach activities/communication pieces suggested. This plan will include key messages, target audiences and related public awareness activities needed to raise awareness on mercury and the Minamata Convention among the key stakeholders (decision makers) and target groups at risk, identified during the initial assessment.

Task 3: Conduct mercury awareness raising activities/workshops targeting decision makers,  population at risk, and other relevant stakeholders.  These activities should include involvement of local media, print or broadcast and include proper representation of key stakeholders.

Task4: Provide a summary report of the above tasks with a maximum of 2 pages, developing Chapter V.

Required Skills and Experience

Required skills and experience include the following:

Education:

  • Advanced university degree in public relations, communication and related fields of study.

Experience:

  • 7 years of experience with at least 3 years covering environmental convention related knowledge;
  • Experience in the policy and legal acts assessment to develop communication and awareness raising strategies.

Languages:

  • English, both written and oral.

 

EVALUATION OF APPLICANTS

  • Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;
  • Combined weighted scoring: Technical (70%); Financial (30%).

30% or 30 points: - Advanced university degree in public relations, communication and related fields of study.

20 % or 20 points: - 7 years of experience with at least 3 years covering environmental convention related knowledge;

20% or 20 points: - Experience in the policy and legal acts assessment to develop communication and awareness raising strategies.
